Conceptualisation of the Regulatory Framework of Green Infrastructure for Urban Development: Identifying Barriers and Drivers

AB  - Urban green infrastructure plays a crucial role in sustainable city development by offering a multitude of benefits, including improved environmental quality, increased social well-being, and enhanced economic prosperity. Evaluation and monitoring of regulatory implementation stand as essential components in the advancement of urban green infrastructure (GI) as they indicate the efficacy of regulatory acts and enable the assessment of their implementation success and adaptability to identified needs. This study identifies barriers and drivers based on the views of 352 professionals surveyed between 2018 and 2023 in Serbia. The primary data collection method employed questionnaire surveys. This study identified a range of barriers within existing legal frameworks, foremost of which include the lack of coordination and coherence between relevant ministries and governmental agencies, insufficient financial and human resources, the lack of transparency in the regulation development process, the need for strengthening technical capacities, and the absence of an adequate urban GI strategy. This research serves as a foundation for conceptualising GI regulatory elements that enhance urban GI development. Addressing these barriers necessitates efforts to improve coordination and collaboration among stakeholders, increase public participation, and enhance transparency in the regulatory process.

Adaptability of Prunus cerasifera Ehrh. to Climate Changes in Multifunctional Landscape

AB  - Urban trees play a vital role in mitigating climate changes, maintaining the sustainability of ecosystems. This study focuses on the assessment of the resilience of cherry plums to climate changes, a fruit-bearing species that offers diverse ecosystem services within multifunctional urban and suburban landscapes. This study examines flowering and fruiting in the context of climate characteristics, expressed through the Day of the Year (DOY), Growing Degree Days (GDDs), and a yield over 17 consecutive years. The results indicate significant shifts in the DOY but not in the GDD, apart from the end of flowering. The onset of flowering was earlier and the end postponed, extending the phenophase by an average of 4 days. The cherry plum's yield was unaffected by climate changes, including extreme events like a late-spring frost. The stability of the cherry plum was confirmed by the phenological patterns of the bullace (cherry plum and blackthorn hybrid) exhibiting repeated flowering in the warmest year of 2023. The cherry plum is an adaptive species, with a high adaptability to a changing climate and a high resistance to late-spring frosts; thus, it is a favorable choice in urban design and planning, demonstrating resilience to climate shifts and thriving in polluted urban environments. It is especially appreciated for multiple ecosystem services: biodiversity conservation in natural and semi-natural areas, yielding good provisions in challenging environments, and the preservation of ornamental values through an extended flowering phenophase.

The study of jasminum nudiflorum lindl. In urban green infrastructure in conditions of climate change in Belgrade, Serbia

AB  - The research aims to assess the significance of early (winter) jasmine as a fundamental component within Belgrade's urban green infrastructure (UGI) in Serbia. Through a specific case study, it investigates the intricate interplay between climate, biodiversity, and vegetation across spatial and temporal scales influenced by climate change. The study analizes the layout of UGI, its various spatial typologies, and the importance of relation between these characteristics, morphology and phenology for the social and cultural context. Results demonstrate that Weeping Winter Jasmine, particularly during its cold-season flowering phase, enhances visual appeal and attractiveness without conflicting with ethical, spiritual, or cultural values. Morphological analysis of 2,250 flowers revealed a distinction between trimmed and free-growing plants, yet differing characteristics did not impact flowering abundance or visual perception. Flowering phenology was monitored across the municipalities of Savski venac, Vra & ccaron;ar, and & Ccaron;ukarica to assess shifts in flowering patterns. Over the autumn, winter, and spring of 2022/2023, 30,925 phenological observations were recorded, while 125,600 from the period 2007-2022 were utilized to determine key flowering phases and events important for landscape design. Cluster analysis delineated location 3 from locations 1 and 2, which share similarities and are influenced by the urban heat island (UHI) effect, confirming phenological changes are a prominent indicator of climate change. Despite belonging to the oldest group, location 3 individuals exhibited the longest flowering phenophase, commencing 54.5 days earlier and concluding 15 days later compared to the previous sixteen-year period. The study confirmed the importance of Jasminum nudiflorum Lindl. as a UGI element in Belgrade, sustaining vibrant and cascading displays throughout the colder months and maintianing social and cultural contribution of the location amidst climate change.

Phenological Flowering Patterns of Woody Plants in the Function of Landscape Design: Case Study Belgrade

AB  - The study focuses on describing key events in the flowering phenophases of woody taxa that promote practical landscape sustainability and design planning. Apart from the beginning of flowering, the full development and the duration of phenophases are important for landscape architecture, consumers, and pollination. The phenological patterns of 13 woody taxa were monitored for 16 years through 90,860 phenological observations from the BBCH scale for the period 2007-2022. Growing degree days were determined by combining phenological and climatic data and a linear trend was used to assess phenophase tendencies. Mann-Kendall and Sen's slope tests and Spearman's correlation coefficient were used to assess statistical significance. Shifts in flowering indicated warming trends, reflecting various changes in phenology. Early flowering taxa were affected the most, but plants shifted phenophases in both directions (earlier and later in the year). Repeated flowering (and occasionally fruiting) and even third flowering, as seen in 2022, can significantly affect biodiversity and lead to plant-pollinator asynchrony and changes in ecosystem functioning, ecological interaction, and landscape design. A list of native and introduced taxa and their adaptation mechanisms to climate change are provided and can be used for sustainable landscape design and nature-based solutions in landscape architecture.

Medial-vegetative proliferation of European larch Larix decidua Mill. cones

AB  - Identification and analysis of proliferated cones in conifers has both theoretical and practical significance, particularly in systematic and taxonomic investigations, but also in the study of population and individual variability within a species. Comparative morphological-anatomical studies of reproductive organs can contribute to solving many issues in phylogeny and can iden- tify abnormal phenomena in cone formation. In light of the value of such information, this paper presents the results of monitoring European larch Larix decidua Mill. cone proliferation in Serbia over a 24-year period, with the aim of studying cone apical meristem activity, which usually is limited. Cone proliferation was confirmed by comparative morphological and genetic-physio- logical analyses of cones from European larch growing in the Arboretum of the Faculty of Forestry in Belgrade, at ages of 41, 51, and 65 years old.

AB  - In terms of the preservation and conservation of the soils, including those in the urban green spaces, the great emphasis is laid on the improvement of the landscape engineering techniques, in fact on exploring the possibility of using plants (especially woody species) for binding, strengthening and protection of urban soil material from degradation, loss, baring, rinsing, pollution etc. This paper presents a review of complexity of the woody plants use in stabilization and strengthening of soil materials and ground construction when establishing in the various types of urban green spaces, in order to improve the protection strengthening techniques of the urban soils. By defining the main problems of the woody plants application for the ground construction stabilization on the urban green spaces, this paper systematize guidelines about what is special within the landscape engineering approach in the application of the biotechnical methods in urban areas.

abstract = "In terms of the preservation and conservation of the soils, including those in the urban green spaces, the great emphasis is laid on the improvement of the landscape engineering techniques, in fact on exploring the possibility of using plants (especially woody species) for binding, strengthening and protection of urban soil material from degradation, loss, baring, rinsing, pollution etc. This paper presents a review of complexity of the woody plants use in stabilization and strengthening of soil materials and ground construction when establishing in the various types of urban green spaces, in order to improve the protection strengthening techniques of the urban soils. By defining the main problems of the woody plants application for the ground construction stabilization on the urban green spaces, this paper systematize guidelines about what is special within the landscape engineering approach in the application of the biotechnical methods in urban areas.",

AB  - Road infrastructure is a dominant element of urban landscapes which influences its visual identity. In the past decades, landscape visual quality issues have become increasingly significant in the contemporary approach in road infrastructure planning. At the same time, the European Landscape Convention provides a means of achieving "land-scape democracy" and promotes improved public participation in the spatial and urban planning as well as in road planning. The visual quality assessment which takes into account the aesthetic demands of public perception has evolved into a required study for green infrastructure planning where roadside greenspace has an important role. This paper presents the results of assessing the visual quality through holistic approach which combines quantitative public preference surveys and landscape features inventories. The main direction is to predict visual quality based on the presence of quantifiable biophysical structure of the green spaces along urban roads. The different types of urban biotopes, with various biophysical structure, were the spatial units for the survey. An application based on 38 roadside green spaces in the metropolitan area of Belgrade is presented. On the basis of the visual quality assessment and preferences of urban users, the results will be useful to improvement modality for decision making support and public participation in the processes of urban landscape planning.

AB  - Automobile traffic, which is considered one of the permanent major sources of various types of pollution in the urban environment, gives a special contribution to urban ecological problems. The establishment of roadside green spaces can greatly reduce the negative ecological consequences that urban traffic produces. In the process of planning and management of urban green spaces, information on the types of biophysical structures of the green spaces and their characteristics in relation to the degree of modification of unfavorable ecological factors are of great importance. This paper investigates the impact of the type of biophysical structure of green roadside spaces in the area of Belgrade on the ecological factors with the highest impact on people's quality of life in the city, including air temperature, air humidity, the urban noise level and wind speed. The results and conclusions of this paper are part of a research of the adaptive design, which provides guidelines for the planning of urban landscape development in the conditions of unpredictable climate change.

AB  - Za potrebe evaluacije upotrebnog potencijala parkova Beograda odabrana su četiri parka: Tašmajdan, Bele vode, Voždovački i Čuburski. Upotrebni potencijal parkova je vrednovan sa dva aspekta: prostornog (analiza prostorne pozicioniranosti korisnika i njihovih aktivnosti) i saznajnog (vrednovanje parkova u odnosu na stavove korisnika prostora). Za evaluaciju upotrebnog potencijala parkova korišćeni su sledeći kriterijumi: pristupačnost prostora, intenzitet korišćenja prostora, ugodnost prostora i socijalni aspekt prostora. Intenzitet upotrebe parkova za odvijanje različitih aktivnosti utvrđen je komparativnom analizom obrazaca korišćenja parkova i vremenskih perioda u toku dana, nedelje i godine. Dobijeni rezultati ukazuju da se kvalitet parkova izražava kroz njihov upotrebni potencijal, odnosno spektar ljudskih aktivnosti koje se na njima odvijaju. Parkovi koji mogu da se koriste na različite načine su uspešniji u odnosu na one parkove koji imaju ograničenu namenu. Primenom savremenih tehnologija (tehnika GIS-a) formirana je baza podataka koja predstavlja doprinos razumevanju i dinamičkom sagledavanju upotrebe parkova, odnosno vizuelizaciji različitih struktura korisnika, kao i oblika i intenziteta njihovih aktivnosti u parkovima. Obrasci korišćenja parkova predstavljaju bazu podataka za formiranje preporuka i principa koji će se implementirati u proces pejzažnog projektovanja parkova. Takođe, ustanovljen je model posmatranja ponašanja korisnika i analiziranja njihovih potreba i očekivanja, koji prevashodno ima za cilj uspostavljanje empirijskih saznanja o savremenoj upotrebi parkova.
AB  - Four parks are chosen for the assessment of the utilitarian capacity of Belgrade parks: Tašmajdan, Bele Vode, Voždovac and Čubura. Utilitarian capacity of the parks is assessed from two aspects: spatial (the analysis of spatial positioning of users and their activities), and cognitive (parks assessment in regard to the users’ attitudes). For the assessment of the utilitarian capacity of parks, the following criteria were used: accessibility, intensity of use, spatial comfort and social aspect of space. The intensity of parks use in relation to different activities is determined by the comparative analysis of utilization patterns and periods of time during a day, a week and a year. Obtained results indicate that the quality of parks is represented through their utilization potential, or through the variety of human activities that are occurring. Parks which can be used in various ways are more successful than the parks with limited purpose. Application of contemporary technologies (GIS) provided a database which contributes to the understanding and dynamic consideration of parks utilization, particularly to the visualization of different structures of users, as well as shapes and frequency of their activities in the parks. The patterns of parks utilization represent a database for creating recommendations and principles which are going to be implemented into the process of landscape design of the parks. In addition, a model for observing users’ behavior and analyses of their needs and expectations is created, with a primary goal for the establishment of empirical findings in regard to the contemporary park utilization.

AB  - In order to develop a sustainable urban environment, the modern approach to landscape design emphasizes the importance of environmental quality which promotes health and amenity and in which all members of a community can equally meet their needs. An important prerequisite for the design of high-quality parks in landscape design is respecting the needs and expectations of users. The quality of an urban area is the intensity with which open areas are used for the purposes of different activities and it is referred to as the utilization potential of an area. As a result of the extensive research of literature, the quality criteria for city parks are defined as: accessibility, activity / diversity of facilities and equipment, amenity and sociability. This study aims to determine the importance of the proposed quality criteria which are effective in assessing city parks as places for a successful design. The utilization potential is evaluated by using the quality criteria in the case of urban park Tasmajdan in Belgrade. The method of a structured survey was conducted on the sample of 300 randomly selected users. The research results show that the four tested criteria are very important for assessing the utilization potential of a park. Also, the obtained results are important for establishing the principles and recommendations that can be implemented in the process of landscape design, aimed at improving the quality of parks to meet the needs of its users for certain types of activities and achieve the appropriate use of parks.

AB  - Based on the comparative morphophysiological analysis of the seedlings Koelreuteria paniculata Laxm. produced in a generative manner by using one line of the oldest half-sib tree and two lines of younger half-sib trees, data regarding the seedlings' features and the variability of the plant breeding are presented. Recorded parameters are the indexes which point to the influence of age over biological reproduction. This paper also puts forward that the variability of the seedlings exerts an influence on the selection of mother trees, and provides the technology of production of breeding plants with desired features and its practical usage in landscape architecture, horticulture and forestry. Namely, by selecting the superior genotypes and with their breeding, different sorts of koelreuteria (Chinatree) could be synthesized and thanks to the high level of general adaptability would provide reciprocally high productivity of studied parameters and be the base material for plants for specific purposes.

This paper also puts forward that the variability of the seedlings exerts an influence on the selection of mother trees, and provides the technology of production of breeding plants with desired features and its practical usage in landscape architecture, horticulture and forestry. Namely, by selecting the superior genotypes and with their breeding, different sorts of koelreuteria (Chinatree) could be synthesized and thanks to the high level of general adaptability would provide reciprocally high productivity of studied parameters and be the base material for plants for specific purposes.",

AB  - U radu je proučen odnos između zdravstvenog stanja i estetske vrednosti zelenila Pionirskog parka. Upoređene su i analizirane srednje ocene ovih vrednosti između različitih kategorija biljaka (lišćarsko drveće, četinarsko drveće, listopadno žbunje, zimzeleno žbunje i četinarsko žbunje). Ustanovljeno je da su na prostoru Pionirskog parka stabla lišćarskog drveća izrazitije estetske vrednosti od stabala četinarskog drveća. Ukupna estetska vrednost četinarskog drveća je manja nego lišćarskog, jer su na njima utvrđene štetočine i bolesti asimilacionih organa koje su u dužem nizu godina prisutne u visokom stepenu infestacije i infekcije. Zaključeno je da je četinarsko drveće u značajnoj meri degradirano zbog neadekvatnog održavanja čime je estetska vrednost umanjena i životni vek značajno skraćen. Od izuzetne je važnosti istražiti postojeće zdravstveno stanje zelenila i utvrdi koje su mere sanacije potrebne kako bi se njegova autentičnost kulturno-pejzažna baština i estetska vrednost sačuvala i unapredila.
AB  - The relation between health condition and aesthetic value of green spaces was studied in Pionirski Park. Mean ratings of these values were compared and analyzed for different plant categories (broadleaf trees, coniferous trees broadleaf shrubs, evergreen shrubs and coniferous shrubs). It was concluded that in Pionirski Park broadleaf trees have higher aesthetic values than coniferous trees. Total aesthetic value of coniferous trees is lower than that of broadleaf trees, because the latter are infested by pests and diseases of assimilation organs, which have been present for many years in high degrees of infestation and infection. It was concluded that coniferous trees were significantly degraded thanks to inadequate maintenance, by which their aesthetic value was reduced and their life span significantly shortened. It is extremely important to research the current health condition of green spaces and to determine what reclamation measures are necessary to conserve and enhance its authenticity, cultural-landscape heritage and aesthetic value.

AB  - Rad tretira istorijske, kompozicione i funkcionalne vrednosti jednog od najfrekventnijih otvorenih prostora u centralnoj zoni Beograda - Trga Republike. Na osnovu prikupljenih podataka sa terena, kartografskih i literaturnih podataka analizirana je geneza prostora, funkcionalnost i kompozicione karakteristike, kao i stepen korišćenja. Konstatovano je da ni stepen funkcionalnosti, a ni kompoziciona vrednost Trga Republike ne zadovoljavaju u potpunosti, mada je nivo korišćenja veoma visok, što je posledica položaja u samom centru grada, kao i značajnih objekata koji ga okružuju.
AB  - The paper analyses historical, compositional and functional values of one of the most frequent open space in central zone of Belgrade - Trg Republike. Based on gathered data from terrain, cartographical and literary data genesis of the space, functionality and composition characteristics were analyzed, as well as degree of the usage. It is concluded that neither degree of functionality nor the compositional value of Trg Republike do not satisfy in full, although the degree of usage is very high, as a result of position in the very center of the town, as well as the important surrounding objects.
