Conceptualisation of the Regulatory Framework of Green Infrastructure for Urban Development: Identifying Barriers and Drivers

AB  - Urban green infrastructure plays a crucial role in sustainable city development by offering a multitude of benefits, including improved environmental quality, increased social well-being, and enhanced economic prosperity. Evaluation and monitoring of regulatory implementation stand as essential components in the advancement of urban green infrastructure (GI) as they indicate the efficacy of regulatory acts and enable the assessment of their implementation success and adaptability to identified needs. This study identifies barriers and drivers based on the views of 352 professionals surveyed between 2018 and 2023 in Serbia. The primary data collection method employed questionnaire surveys. This study identified a range of barriers within existing legal frameworks, foremost of which include the lack of coordination and coherence between relevant ministries and governmental agencies, insufficient financial and human resources, the lack of transparency in the regulation development process, the need for strengthening technical capacities, and the absence of an adequate urban GI strategy. This research serves as a foundation for conceptualising GI regulatory elements that enhance urban GI development. Addressing these barriers necessitates efforts to improve coordination and collaboration among stakeholders, increase public participation, and enhance transparency in the regulatory process.

Investigating Spatial Criteria for the Urban Landscape Assessment of Mass Housing Heritage: The Case of the Central Zone of New Belgrade

AB  - This study addressed problems related to the protection, reconstruction, and revitalisation of modern heritage, particularly the regeneration of mass housing estates built after WWII and facing the contemporary perils of urban decay and deterioration. It presented interdisciplinary research investigating the possibility of extending and complementing the heritage assessment methodology and broadening the scope of the criteria by including mass housing landscape values. Starting with a close reading of the key theoretical positions embedded in the conceptualisation and construction of New Belgrade, we investigated a set of holistic and time-based criteria, followed by contemporary methodologies for landscape quality assessment. The investigation was based on an urban landscape approach to heritage assessment and focuses on the Central Zone of New Belgrade, declared a heritage site in 2021. The interaction of the theoretical underpinnings of modern architecture and urban planning with urban landscape discourse, coupled with historically and theoretically relevant knowledge and data, resulted in an investigation of landscape-based criteria for further mass housing assessment. Finally, we presented the findings of the landscape quality assessment of the transformations of the Central Zone. This perspective could be used to extend the possibilities of this approach in order to (1) tackle the "thickness" of temporality related to (urban) landscapes; (2) rethink and redefine the applied heritage assessment approach; (3) open the assessment procedure to a wider range of stakeholders, particularly nonexperts and the local community; and (4) re-actualise the position and role of experts in the sense of communicating knowledge in a completely new context.

Assessing Urban Resilience with Geodesign: A Case Study of Urban Landscape Planning in Belgrade, Serbia

AB  - Resilient cities have emerged as novel urban ecosystems that respond to the increasing challenges of contemporary urban development. A new methodological approach is needed to measure and assess the degree of resilience of the urban landscape during the ongoing planning process, considering different planning and design scenarios. Based on this consideration, the first attempt of this study was to develop a resilience index that summarizes the application of resilience theory in urban landscape planning. Is geodesign an appropriate tool to assess urban resilience? This was the main research question and the topic of the workshop ''IGC-Resilient City of Belgrade'' at the Faculty of Forestry, University of Belgrade (Master Landscape Studio). The main result of this research is a model for urban resilience assessment with IGC geodesign, which allows to measure scenario changes through developed resilience indicators (index), which are determined by a set of parameters (area, redundancy, diversity, porosity, carbon sequestration, edge type, edge length, etc.). The methodological approach allows quantifying the impact of adopted innovations in geodesign scenario proposals, which plays a crucial role in strengthening the connection between landscape planning and design. In the context of the novel urban ecosystem, future urban landscape planning should focus on resilience as a measure to achieve sustainable development goals, supported by geodesign as a collaborative and spatially explicit negotiation tool.

AB  - Spatial and urban planning are directed towards achieving territorial cohesion as one of the sustainable development goals. Considering the hybrid concept of green infrastructure, this paper aims to provide an "ecological model" of achieving territorial cohesion in spatial and urban planning. Based on the connectivity level analysis between green infrastructure elements (green infrastructure hubs, nodes, gateways and dots), application of the GI concept guides the development of spatial planning scenarios. The application of Voronoi diagrams and landscape graph-based principles contribute to defining the shortest distances between green infrastructure elements, which resulted in the definition of the significance of structural and functional arrangement of green infrastructure dots in the matrix of the urban rural continuum in the territory of the urban-rural landscape of three case studies in Vojvodina, Serbia (Novi Sad, Subotica, Zrenjanin). As a result of this study, green infrastructure dots showed a great potential of application at the local level by developing them through landscape design with creative and artistic elements in order to achieve higher level of cohesion through visual attractivity, multifunctionality and recreation. The level of connectivity between elements of green infrastructure should be considered as an indicator of the sustainable spatial development goals achievement, in the field of nature conservation and territorial and social cohesion.

AB  - This paper is focused on clarification of the basic principles for the establishment of an innovative approach in the field of landscape research through its application in spatial planning documents in Ser-bia. The key question is: how the practice of considering landscape character could direct new spatial arrangements, based on the development of strategic spatial planning documents? The paper describes the results of analysis undertaken during the development of the "Spatial plan for a special-purpose area The Cultural Landscape of Sremski Karlovci". The landscape character assessment was the main methodology taken to define value of landscape character as the starting point for defining border of cultural landscape and "representative landscape units", as well as for guiding sustainable land use management which is opposed to the traditional approach of land-use decision making. Based on landscape character value, this research provides the elements for creating a different conceptual framework for spatial planning in Serbia which is one of the most effective model of the implementation of the European Landscape Convention.

AB  - The beginning of the 21st century has witnessed a growth in our understanding of the importance of planning urban landscapes in the context of urban population growth and unpredictable climatic conditions. In the search for responses to the challenges set by the development of contemporary urban landscapes, researchers have offered solutions based on the concept of sustainable and resilient cities, whose spatial development would be based on an interdisciplinary approach to strategy development: biodiversity, urban ecological networks and connectivity, multifunctionality and modularity. Although the concepts of a green infrastructure, in their spatial and functional dimensions, allow the application of such strategies, there are still problems when it comes to implementation and measuring the results achieved. At the same time, there is a growing discussion of the important role played by urban forestry in the context of the collaborative planning of urban landscapes and the application of the ideas of a green infrastructure. The key question is: what are the modalities of application of the concept of green infrastructure in the process of planning the development of the modem city and how can the resulting benefits be evaluated? With the modalities of application of the concept of green infrastructure in mind, we discuss its multi-scale and multifunctional dimensions as applied in the case of Serbia. The realisation of the green infrastructure concept is presented through the example of the Urban Forest Management Plan for the City of Belgrade - Mladenovac Municipality. The results of using the spatial-ecological approach in creating the plan and establishing connectivity as a new aim in forest management planning show that the implementation of the green infrastructure concept, and the achieved multifunctional ecosystem values, can be presented on the basis of the parameters of landscape metrics. In light of the new urban world, future research should focus on the application of the landscape ecological approach of the green infrastructure concept in collaborative planning at the urban landscape scale, which allows the creation of ecosystem services and benefits to human well-being.

abstract = "The beginning of the 21st century has witnessed a growth in our understanding of the importance of planning urban landscapes in the context of urban population growth and unpredictable climatic conditions. In the search for responses to the challenges set by the development of contemporary urban landscapes, researchers have offered solutions based on the concept of sustainable and resilient cities, whose spatial development would be based on an interdisciplinary approach to strategy development: biodiversity, urban ecological networks and connectivity, multifunctionality and modularity. Although the concepts of a green infrastructure, in their spatial and functional dimensions, allow the application of such strategies, there are still problems when it comes to implementation and measuring the results achieved. At the same time, there is a growing discussion of the important role played by urban forestry in the context of the collaborative planning of urban landscapes and the application of the ideas of a green infrastructure. The key question is: what are the modalities of application of the concept of green infrastructure in the process of planning the development of the modem city and how can the resulting benefits be evaluated? With the modalities of application of the concept of green infrastructure in mind, we discuss its multi-scale and multifunctional dimensions as applied in the case of Serbia. The realisation of the green infrastructure concept is presented through the example of the Urban Forest Management Plan for the City of Belgrade - Mladenovac Municipality. The results of using the spatial-ecological approach in creating the plan and establishing connectivity as a new aim in forest management planning show that the implementation of the green infrastructure concept, and the achieved multifunctional ecosystem values, can be presented on the basis of the parameters of landscape metrics. In light of the new urban world, future research should focus on the application of the landscape ecological approach of the green infrastructure concept in collaborative planning at the urban landscape scale, which allows the creation of ecosystem services and benefits to human well-being.",

The influence of roadside green spaces on thermal conditions in the urban environment

AB  - Urban roads have a particularly negative impact on the urban environment and life in the city. In addition to being a source of various kinds of pollution (noise, dust, soot, etc.), large areas of asphalt cause an increase in the urban heat-island effect. Green spaces in urban areas during the growing season (especially in the summer in warmer climate zones) can mitigate the effect of overheating in cities by shadowing surfaces that absorb heat through evapotranspiration. Depending on the amount of space they cover in the city and their position relative to urban roads, roadside green spaces can play an important role in the improvement of urban microclimatic conditions. The starting assumption of this paper is that roadside green spaces have a positive impact on the air temperature in their immediate environment during the growing season, while the size of that impact depends on the cover, dendrological structure, and area of those green spaces. This research was conducted in five sample roadside green spaces along main roads in New Belgrade, Serbia. The results showed that, during the growing season, roadside green spaces with areas ranging from .7-1.4 ha had a positive impact on air-temperature modification, reducing the air temperature in their immediate environment by 1.8-2.2 degrees F (1.0-1.2 degrees C). The size of the impact depended on the dendrological structure and cover o f the green spaces. The intensity of air-temperature modification was not proportional to the area of the investigated green spaces. The results of this study provide guidelines for the improvement of urban-planning techniques and the establishment and management of this category of open green spaces.

AB  - Road infrastructure is a dominant element of urban landscapes which influences its visual identity. In the past decades, landscape visual quality issues have become increasingly significant in the contemporary approach in road infrastructure planning. At the same time, the European Landscape Convention provides a means of achieving "land-scape democracy" and promotes improved public participation in the spatial and urban planning as well as in road planning. The visual quality assessment which takes into account the aesthetic demands of public perception has evolved into a required study for green infrastructure planning where roadside greenspace has an important role. This paper presents the results of assessing the visual quality through holistic approach which combines quantitative public preference surveys and landscape features inventories. The main direction is to predict visual quality based on the presence of quantifiable biophysical structure of the green spaces along urban roads. The different types of urban biotopes, with various biophysical structure, were the spatial units for the survey. An application based on 38 roadside green spaces in the metropolitan area of Belgrade is presented. On the basis of the visual quality assessment and preferences of urban users, the results will be useful to improvement modality for decision making support and public participation in the processes of urban landscape planning.

AB  - Automobile traffic, which is considered one of the permanent major sources of various types of pollution in the urban environment, gives a special contribution to urban ecological problems. The establishment of roadside green spaces can greatly reduce the negative ecological consequences that urban traffic produces. In the process of planning and management of urban green spaces, information on the types of biophysical structures of the green spaces and their characteristics in relation to the degree of modification of unfavorable ecological factors are of great importance. This paper investigates the impact of the type of biophysical structure of green roadside spaces in the area of Belgrade on the ecological factors with the highest impact on people's quality of life in the city, including air temperature, air humidity, the urban noise level and wind speed. The results and conclusions of this paper are part of a research of the adaptive design, which provides guidelines for the planning of urban landscape development in the conditions of unpredictable climate change.

AB  - Predeono-ekološki istraživački pristup u planiranju prostora pruža egzaktne teorijske i empirijske dokaze za praćenje ekoloških posledica nastalih prirodnim i/ili antropogenim faktorima, odnosno promenama prostornih struktura koje su njima uslovljene. Predeoni obrazac u kome su materijalizovane različite vrednosti predela je nosilac jedinstvenog karaktera predela na različitim prostornim nivoima i predstavlja perceptivni domen njegovih korisnika. Pokazatelji konfiguracije i kompozicije obrasca predela su matematički algoritmi koji kvantifikuju specifične prostorne karakteristike, kojim se interpretiraju predeone funkcije i procesi (fizički i ekološki aspekt), ali i forme (vizuelan aspekt) i značenja (kognitivan aspekt) predela. Metoda metrike predela je našla najveću primenu u analizi ekoloških prostornih procesa i biodiverziteta kao i utvrđivanju nivoa promena strukture, međutim sve veću primenu nalazi i u proceni vizuelnog karaktera predela. Cilj rada je da se na osnovu pregleda relevantne literature prikažu osnovni trendovi primene metrike predela u utvrđivanju ekoloških i vizuelnih procena predela. Metod istraživanja je zasnovan na analizi, sistematizaciji i klasifikaciji publikovanih radova u periodu od 2000. do 2016. godine, u kojima se primenjuje metrika predela u: (1) analizi predeonog obrasca i njegovih promena, (2) analizi biodiverziteta i funkcija staništa i (3) vizuelnoj proceni predela. Izdvajanjem reprezentativnih parametara metrike kompozicije i konfiguracije predela formirana je osnova za dalja istraživanja primene metrike predela u integralnoj analizi i proceni ekoloških i vizuelnih vrednosti predela. Savremenom konceptualizacijom predeo se posmatra holistički, a imperativ budućim istraživanjima treba usmeriti u pravcu razvoja integralne analize, vrednovanja i procene predela kao celine za potrebe planiranja prostornog razvoja.

Landscape pattern which feature diverse landscape values is the holder of the unique landscape character at different spatial levels and represents a perceptual domain for its users. Using the landscape metrics, the parameters of landscape composition and configuration are mathematical algorithms that quantify the specific spatial characteristics used for interpretation of landscape features and processes (physical and ecological aspect), as well as forms (visual aspect) and the meaning (cognitive aspect) of the landscape. Landscape metrics has been applied mostly in the ecological and biodiversity assessments as well as in the determination of the level of structural change of landscape, but more and more applied in the assessment of the visual character of the landscape. Based on a review of relevant literature, the aim of this work is to show the main trends of landscape metrics within the aspect of ecological and visual assessments. The research methodology is based on the analysis, classification and systematization of the research studies published from 2000 to 2016, where the landscape metrics is applied: (1) the analysis of landscape pattern and its changes, (2) the analysis of biodiversity and habitat function and (3) a visual landscape assessment. By selecting representative metric parameters for the landscape composition and configuration, for each category is formed the basis for further landscape metrics research and application for the integrated ecological and visual assessment of the landscape values. Contemporary conceptualization of the landscape is seen holistically, and the future research should be directed towards the development of integrated landscape assessment as a guideline for spatial development planning.

The failure of planning endevour in north east border area of Serbia towards Bulgaria

AB  - With the transition, spatial planning was supposed to mitigate the negative effects of the new player - market to the public interest. But, seems like our planning didn't find the mechanisms to mitigate those effects created by the market inside it. Planning institutions in pretransitional period were exclusively in public sector. We now have on one side, some big planning institution, partially financed from the state's budget usually with the monopoly over elaboration of one group of plans and on the other side, smaller ones which are being privatized. Both are thrown to the market and are trying to acquire as much engagements as possible in order to secure enough financing. They are producing more plans for less money in a shorter period of time. As a result, these former public agents diverted by the new hostile conditions given by undeveloped market and neoliberal environment are still presenting traditional rigid planning model, deterministic and inflexible, with fixed land use parameters and regulations. Seems like the turbulent times in which the most important task is to survive didn't give them a chance to develop and to introduce more innovative and novel models in view of participative, strategic and action plan oriented planning. The failure of planning enterprise to achieve at least some balance in regional inequity is clearly visible in peripheral, i.e. border areas. The paper discuss the main objectives and planning concepts in various overlapping planning documents on national, regional and local levels elaborated for Timocka krajina, a border region situated in NE Serbia towards a frontier to Bulgaria, and the obvious gap between planning optimism and accurate demographic, social and economic decline of the region, despite both local and European based, mostly cross border related projects and initiatives.

AB  - Tumačenje pojma kulturni predeo, kao i tumačenje opšteg pojma predeo, zavisi od konteksta u kom se proces odvija. Kao pojavna antiteza prirodnom predelu, a kao terminološka odrednica prostorne i vremenske interakcije prirode i čoveka, kulturni predeo se konceptualizuje u okvirima naučnih oblasti koje se bave istraživanjem vrednosti u prostoru. Prikupljena i analizirana iskustva pokazuju da tradicionalno dihotoman istraživački pristup definisanju vrednosti u predelu (prirodni vs. kulturni predeli), kao i aspekt njihove zaštite, evoluira u holistički-geštaltni pristup koji je početkom XXI veka promovisan i Evropskom konvencijom o predelima. U savremenoj teoriji i praksi planiranja i zaštite prostora, koncept kulturnog predela se pojavljuje kao holistički, multidimenzionalan i multifunkcionalan entitet, koji u vremenu globalizacije treba sačuvati i razvijati u skladu s njegovim regionalnim i lokalnim identitetom (karakterom). Postavlja se pitanje: kakav metodološki pristup treba primeniti prilikom utvrđivanja vrednosti u procesu planiranja i zaštite prostora? Cilj rada je da se prikaže evolucija pristupa vrednostima u predelu od redukcionističkog do holističkog-problemski orjentisanog transdisciplinarnog istraživanja koje omogućava odgovarajuću procenu potencijala kulturnog predela i njegovu primenu u okvirima planskog koncepta. U isto vreme, cilj je da se prikaže konceptualizacija kulturnog predela u uslovima institucionalne zaštite prirodnog i kulturnog nasleđa, ali i planiranja prostora u Srbiji. Svrha rada je da se ukaže na mogućnost realizacije pravnih instrumenata Prostornog plana Republike Srbije u kojima se definiše obaveza utvrđivanja karaktera predela u planskom konceptu u prostornim i urbanističkim planovima, kao i prilikom revalorizacije vrednosti postojećih kulturnih predela. Predmet rada je teorijski koncept kulturnog predela kao i karakter kulturnog predela Tršić-Tronoša. Vrednost karaktera predela je interpretirana i metrički izražena za potrebe izrade Studije zaštite Predela izuzetnih odlika Tršić-Tronoša - kulturni predeo. Prikazana je mogućnost primene metode karakterizacije predela u procesu izrade planskog koncepta.
AB  - The interpretation of the concept of cultural landscape, as well as the interpretation of the general concept of landscape, depends on the context in which the process takes place. As an antithesis to natural landscape, and as notion of spatial and temporal interaction of man and nature, the cultural landscape is conceptualized in terms of scientific approach. The experiences prove that the traditional dichotomy in defining the landscape value (natural vs. cultural), as well as the aspect of its protection, evolving into a holistic approach, which is promoted in European Landscape Convention, at the beginning of XXI century. In the modern theory and practice of spatial planning and nature protection, the concept of cultural landscape appears as a holistic, multidimensional and multifunctional entity, which, in times of globalization, should be preserved and developed in accordance with its regional and local identity (character). The question is: what kind of methodological approach should be applied in determining the landscape value in the spatial planning and nature conservation? The aim of the research is to explain the evolution of landscape approach form reductionism to holistic problem-oriented transdisciplinary research that allows appropriate evaluation of the cultural landscape potential and its application in the spatial planning concept. At the same time, the aim is to explain the conceptualization of the cultural landscape in terms of the institutional protection of natural and cultural heritage and spatial planning in Serbia. The purpose of this paper is to point to legal instruments of the Spatial Plan of the Republic of Serbia which defining the obligations of determining the landscape character in the planning concept in spatial and urban plans, as well as the re-evaluation of existing values of cultural landscapes. The subject of the paper is theoretical concept of cultural landscape and the character of the cultural landscape Tršić-Tronoša. The value of the landscape character is interpreted and metrically expressed for the purposes of the Study of protection of the landscape of exceptional features Tršić-Tronoša - cultural landscape. At the end, the finding of the presented research confirming the applicability of the methods of landscape characterization in the spatial planning concept.

Na osnovu studije zaštite Predela izuzetnih odlika Tršić-Tronoša - kulturni predeo, prikazanje razvoj i zaštita, granica i režimi zaštite, temeljne vrednosti i značaj ovog zaštićenog područja. Prikazani su rezultati primene metode karakterizacije predela za potrebe utvrđivanja vrednosti ovog kulturnog predela. Ukazano je i na potrebu izrade Studije karaktera Predela izuzetnih odlika Tršić-Tronoša kao informacione osnove koja omogućava primenu koncepta savremenog planiranja i zaštite kulturnog predela.

This paper describes the concept of cultural landscapes, presents their historical development and analyses their position in the legislative. Based on the Study of landscape character assessment as well as on Study of protection of The landscape of exceptional features Tršić-Tronoša - cultural landscape, this paper presents the development and protection, boundaries and protection regimes, fundamental values and the importance of protected area. Along with the application of landscape characterization and metric as a research method, itwas emphasised that Study of Tršić - Tronoša landscape character, as an information base, allows the application of the contemporary concept of planning and protection of the cultural landscape.

AB  - U ovom radu dat je prikaz prirodne potencijalne vegetacije Vojvodine, potencijalno važnog elementa strukture predela koji se koristi u prostornom planiranju, u cilju prepoznavanja potencijala i vrednosti prostora na lokalnom i regionalnom nivou. Analizom prostorno planske dokumentacije na području AP Vojvodine evidentno je odsustvo uključivanja saznanja o prirodnoj potencijalnoj vegetaciji u procese donošenja planskih odluka. U radu je postavljena pretpostavka da se saznanjima o prirodno potencijalnoj vegetaciji Pokrajine može uticati na donošenje odluka o pravcima prostornog razvoja i uspostavljanju mera zaštite prirode. Utvrđivanje tipa i specifičnih asocijacija koje čine prirodnu vegetaciju Vojvodine prevashodno ima značaja u daljim strateškim odlukama u domenu zaštite specifičnih prirodnih vrednosti i utvrđivanju karaktera predela kao ciljnog kvaliteta razvoja i zaštite prostora.
AB  - The work provides an overview of the potential natural vegetation of Vojvodina region. The need to undertake this research has been stimulated by few analyses done on this topic for the territory of Vojvodina. The province has diverse natural conditions that define the potential natural vegetation which has been divided into two basic types: lowland vegetation and vegetation of high regions. Vegetation of lowland regions, by the soil type, is divided into climate zones vegetation, hydrological conditioned vegetation, vegetation on sands and vegetation on salty soils. Determining the type and detailed associations that form the natural vegetation of Vojvodina primarily has an importance in further strategic decisions that would generate the increase of forestation in the province as well as the protection of specific natural values. The major conclusion of the research is that the predominant vegetation type and the default association for the territory of Vojvodina are the most vulnerable because they are almost completely converted to arable land and agricultural land use.

AB  - Rad predstavlja seriju tzv. Kritičkih geografija, odnosno primera ekonomskih, ekoloških i socijalnih izazova sa prostornom dimenzijom, te prikaza neuspeha politika koje su na te izazove pokušale da odgovore usled zanemarivanja prostornog načina mišljenja. Zbog različitih razloga a pod svemoćnom senkom mondijalističkog koncepta, politike i odlučivanje retko obuhvataju posledice na način na koji koristimo zemljište i to na različitim mestima. Zanemarivanje mesta u geografskom smislu odnosno načina na koji politike imaju uticaj na konkretan prostor dovelo je do negativnih ekonomskih, socijalnih i ekoloških efekata. U radu su dati modaliteti u okviru kojih bi prostorni način mišljenja mogao bita inkorporiran u proces odlučivanja, sa posebnim osvrtom na razvoj prostornyh analitičkih karti za kreatore politika - jednu vrstu "GIS-a za političare". Mnogim zemljama nedostaju studije o prostornim posledicama ekonomskih i socijalnih politika i programa, te o uticaju njihove međusobne interakcije na ukupan razvoj države.
AB  - This paper presents a series of "critical geographies": examples of economic, environmental and social challenges with a spatial dimension, and the way that policy has failed to respond adequately to them with place and space in mind. Overshadowed by the globalization/mondialisation concept, for a variety of reasons, policy and decision making too rarely incorporate the implications of the ways we use the land and the consequences for different places. The neglect of place, in particular the way that different policies combine to affect places in different ways, has contributed to a range of negative economic, social and environmental outcomes. This paper makes some suggestions for ways in which spatial thinking can be advanced in policy and decision making. In particular, to advance a greater spatial intelligence, we need to develop central spatial analytical maps for policy-makers - a kind of "GIS for policy". Many countries lack single documents which provide an overarching framework about the spatial dimension of policies and programmes, and how they interact (including the unintended consequences) to affect the development of the country.

Na osnovu studije zaštite Predela izuzetnih odlika Tršić-Tronoša - kulturni predeo, prikazan je razvoj i zaštita, granica i režimi zaštite, temeljne vrednosti i značaj zaštićenog područja. Takođe je prikazana karakterizacija i metrika predela lokaliteta oko nepokretnih kulturnih dobara u zaštićenom području i definisana koncepcija integralnog planiranja kulturnog predela Tršić-Tronoša, koji obuhvata širi prostor od zaštićenog područja.
AB  - The protection of cultural landscapes in Serbia has a long tradition. This paper describes the concept of cultural landscapes, presents their historical development and analyses their position in the legislative. Based on the Study on protection of the landscape of outstanding quality Tršić-Tronoša - cultural landscape, this paper presents the development and protection, boundaries and protection regimes, fundamental values and the importance of protected area, along with the character and metrics of the space surrounding cultural immovable property within the protected area, and defines the concept of integral planning for the cultural landscape Tršić-Tronoša, which encompasses a broader space of the protected area.

AB  - Savremena konceptualizacija predela je nastala kao rezultat drugačijeg sagledavanja prostora: napuštanje redukcionizma i prelaz na holizam. Karakter predela je rezultat holističke interpretacije vrednosti predela u odnosu na koji se planira njegov razvoj i zaštita. Ovaj savremeni istraživački pristup je svoj legitimitet dobio u Evropskoj konvenciji o predelima. U karakteru predela, odnosno njegovom obrascu, integrisani su: prirodni i kulturni elementi, naučno sa praktičnim znanjem i interesima korisnika koji žive i poznaju tradiciju korišćenja i oblikovanja predela. Kako je holistička konceptualizacija predela u planiranju nedovoljno poznata na našim prostorima, u prvom delu rada se prikazuje: karakter predela kao planerska vrednost i mogućnost njegove zaštite i unapređenja primenom principa umrežavanja (uspostavljanje zelene infrastrutkure i kulturnih staza). Iako se u uslovima planiranja prostora u Srbiji ovaj pristup, još uvek, posmatra više teorijski a manje praktično, u Prostornom planu Republike Srbije 2020 karakter predela je dobio svoje mesto: koncepcija prostornog razvoja se zasniva na očuvanju i unapređenju prethodno utvrđenih karaktera predela. U drugom delu rada su prikazani rezultati primene metode karakterizacije predela (utvrđivanje različitih karaktera na osnovu kojih su izdvojeni različiti tipovi predela) na teritoriji Gradske opštine Mladenovac korišćenjem GIS tehnologije. Na kraju je prikazan predlog mera za unapređenje i očuvanje karaktera predela: zelena infrastruktura i kulturna staza 'Putevi despota Stefana Lazarevića'.
AB  - Modern conceptualization of landscape resulted from a different perception of space: abandonment of reductionism and transition to holism. Landscape character is the result of holistic interpretation of landscape value on which its development and protection are planned. This modern research approach gained its legitimacy in the European Landscape Convention. Landscape character, namely its pattern, integrates the following: natural and cultural elements, scientific with practical knowledge and interests of users who live in certain area and know the tradition of using and designing of its landscape. Taking into account that holistic landscape conceptualization in planning is not sufficiently widespread in our region, the first section of the paper presents: landscape character as the planning value and the possibility of its protection and improvement by applying the connectivity principle (establishment of green infrastructure and cultural routes). Although spatial planning in Serbia considers this approach more in theoretical than in practical manner, landscape character got its place in the Spatial Plan of the Republic of Serbia 2020: the concept of landscape development is based on preservation and improvement of previously determined landscape character. The second section of the paper presents the results of applying the landscape characterization method (identification of different character on the basis of which various landscape types are distinguished) in the Municipality of Mladenovac by using the GIS technology. The final part presented proposed measures for improvement and preservation of landscape character: green infrastructure and cultural route 'Paths of the Despot Stefan Lazarević'.

AB  - Problem definisanja osnove na kojoj se gradi koncept planiranja predela kao instrumenta prostornog razvoja Srbije je centralno pitanje kojim se autor bavi u ovom radu. Da ideje na kojima počiva postojeće planiranje predela (u Srbiji posebno) više nisu ideje vremena u kom živimo, osnovna je teza koja je pokrenula ovo istraživanje. Globalni procesi su stvorili novi ambijent u kom se danas planira: planiranje za predeo je prevaziđeno. Današnja teorijska paradigma menja težište, odnosno prostorni koncept. Predeo nije više samo rezervat kulturne i prirodne baštine koji treba konzervirati u zatečenoj slici, već je holistički, hibridni, entitet prirodnih, kulturnih i socijalnih vrednosti koji se menja i razvija. Kao takav on postaje predmet istraživanja. Ovim radom su ponuđeni elementi za građu drugačijeg koncepta planiranja - planiranja kroz predeo. Nastao je kao model primene nove paradigme kojom su definisani prostorni koncept i planerski principi. Paradigma integriše naučne principe: predeone ekologije, estetike predela kao sistema i principe komunikativnog planiranja u okvirima predela (kao prostornog koncepta). U heurističkom smislu, objedinjena je deskriptivna i preskriptivna teorija planiranja, a rešavanje naučnih problema i zadataka zasniva se na: konceptu predela kao celine, transdisciplinarnosti u istraživačkom pristupu i karakteru predela kao novoj vrednosti (javno dobro)u sistemu planiranja. U interpretaciji novog koncepta planiranja, pitanja prostornog razvoja vode ka opredeljenju za tip odnosno karakter budućeg predela, koji je javno dobro i javni interes, u koji su ugrađeni ciljevi svih sektora (stanovanja, industrije, poljoprivrede, šumarstva, energetike, zaštite životne sredine, prirodnog i kulturnog nasleđa...). Stepen integrativnosti i holizma nas može opredeliti u zaključku da se ponuđeni odnosno mogući koncept umnogome razlikuje od postojećeg. A da li je i osnova za planiranje boljih i lepših predela pitanje je nepredvidljivosti budućeg razvoja planiranja uopšte. S obzirom na iskustva večite potrage za modelom integralnog planiranja, kao i neizvesnosti u kom se planiranje kreće, otvorena su nova pitanja i dileme...
AB  - The problem of defining the basis to the concept of landscape planning as an instrument of spatial development in Serbia is the central issue that this thesis deals with. The basic thesis that initiated this study consideres that the ideas underlying the existing landscape planning (especially in Serbia) are not the ideas valid at the present time any more. Global processes have created a new environment for nowadays planning: planning for landscape is outdated. The current theoretical paradigm changes the focus or spatial concept. The landscape is no longer only a reserve of cultural and natural heritage that should be preserved in the same state, but it is a holistic, hybrid entity of natural, cultural and social values, which has been changing and evolving through time, and as such, becomes the subject of research. This paper provides elements for creating a different concept of planning through landscape, as an application model of the new paradigm that defines the spatial concept and planning principles. It integrates the application of scientific principles: landscape ecology, landscape aesthetics as a system and principles of communicative planning within the landscape as a spatial concept. In heuristic terms, descriptive and prescriptive theories of planning are unified, and solving scientific problems and tasks is based on: the concept of landscape as a whole, transdisciplinarity in research approach and landscape character as a new value in the planning system but also in an integral interpretation of knowledge about landscape. Spatial development issues in the interpretation of the new concept of planning, lead to the determination of type and character of the future landscape, which is public benefit and public interest, and where the objectives of all sectors are incorporated (housing, industry, agriculture, forestry, energy, environmental protection, natural and cultural heritage, ...). Level of integration and holism can prompt us towards the conclusion that offered or possible concept veries significantly from the existing one. And whether that concept is the basis for better planning and more beautiful landscapes, is the question of unpredictability of future development of planning in general. New questions and dilemmas have been raised, as it could have been predicted, given the experiences of the eternal search of an integrated planning model as well as the uncertainty of the planning itself...

abstract = "Problem definisanja osnove na kojoj se gradi koncept planiranja predela kao instrumenta prostornog razvoja Srbije je centralno pitanje kojim se autor bavi u ovom radu. Da ideje na kojima počiva postojeće planiranje predela (u Srbiji posebno) više nisu ideje vremena u kom živimo, osnovna je teza koja je pokrenula ovo istraživanje. Globalni procesi su stvorili novi ambijent u kom se danas planira: planiranje za predeo je prevaziđeno. Današnja teorijska paradigma menja težište, odnosno prostorni koncept. Predeo nije više samo rezervat kulturne i prirodne baštine koji treba konzervirati u zatečenoj slici, već je holistički, hibridni, entitet prirodnih, kulturnih i socijalnih vrednosti koji se menja i razvija. Kao takav on postaje predmet istraživanja. Ovim radom su ponuđeni elementi za građu drugačijeg koncepta planiranja - planiranja kroz predeo. Nastao je kao model primene nove paradigme kojom su definisani prostorni koncept i planerski principi. Paradigma integriše naučne principe: predeone ekologije, estetike predela kao sistema i principe komunikativnog planiranja u okvirima predela (kao prostornog koncepta). U heurističkom smislu, objedinjena je deskriptivna i preskriptivna teorija planiranja, a rešavanje naučnih problema i zadataka zasniva se na: konceptu predela kao celine, transdisciplinarnosti u istraživačkom pristupu i karakteru predela kao novoj vrednosti (javno dobro)u sistemu planiranja. U interpretaciji novog koncepta planiranja, pitanja prostornog razvoja vode ka opredeljenju za tip odnosno karakter budućeg predela, koji je javno dobro i javni interes, u koji su ugrađeni ciljevi svih sektora (stanovanja, industrije, poljoprivrede, šumarstva, energetike, zaštite životne sredine, prirodnog i kulturnog nasleđa...). Stepen integrativnosti i holizma nas može opredeliti u zaključku da se ponuđeni odnosno mogući koncept umnogome razlikuje od postojećeg. A da li je i osnova za planiranje boljih i lepših predela pitanje je nepredvidljivosti budućeg razvoja planiranja uopšte. S obzirom na iskustva večite potrage za modelom integralnog planiranja, kao i neizvesnosti u kom se planiranje kreće, otvorena su nova pitanja i dileme..., The problem of defining the basis to the concept of landscape planning as an instrument of spatial development in Serbia is the central issue that this thesis deals with. The basic thesis that initiated this study consideres that the ideas underlying the existing landscape planning (especially in Serbia) are not the ideas valid at the present time any more. Global processes have created a new environment for nowadays planning: planning for landscape is outdated. The current theoretical paradigm changes the focus or spatial concept. The landscape is no longer only a reserve of cultural and natural heritage that should be preserved in the same state, but it is a holistic, hybrid entity of natural, cultural and social values, which has been changing and evolving through time, and as such, becomes the subject of research. This paper provides elements for creating a different concept of planning through landscape, as an application model of the new paradigm that defines the spatial concept and planning principles. It integrates the application of scientific principles: landscape ecology, landscape aesthetics as a system and principles of communicative planning within the landscape as a spatial concept. In heuristic terms, descriptive and prescriptive theories of planning are unified, and solving scientific problems and tasks is based on: the concept of landscape as a whole, transdisciplinarity in research approach and landscape character as a new value in the planning system but also in an integral interpretation of knowledge about landscape. Spatial development issues in the interpretation of the new concept of planning, lead to the determination of type and character of the future landscape, which is public benefit and public interest, and where the objectives of all sectors are incorporated (housing, industry, agriculture, forestry, energy, environmental protection, natural and cultural heritage, ...). Level of integration and holism can prompt us towards the conclusion that offered or possible concept veries significantly from the existing one. And whether that concept is the basis for better planning and more beautiful landscapes, is the question of unpredictability of future development of planning in general. New questions and dilemmas have been raised, as it could have been predicted, given the experiences of the eternal search of an integrated planning model as well as the uncertainty of the planning itself...",

AB  - The environmental impacts of ski resorts in the Balkan region are great and can lead to landscape degradation and loss of land functionality. In this study, we present an example of the negative effects of human activities at the Stara Planina ski resort in southeastern Serbia. The objective of this study is detailed analysis of the characteristics of environmental impacts at the Stara Planina. The management of the ski area and ski slope development caused severe degradation of topsoil and native vegetation. The morphological characteristics of the area, lithological properties of the exposed material and climate conditions resulted in various geomorphic impacts, including rills, deep gullies, solifluctions and debris from rock weathering. Significant changes in land usage altered hydrological conditions, resulting in more frequent torrential floods in the downstream sections of the Zubska River and increased the sediment yield. Environmental impacts were analyzed in the immediate and wider zones of the ski resort in accordance with the specific topography and visual exposure. The restoration and erosion control measures have stopped degradation processes and helped to rehabilitate the appearance and functions of the landscape. The results show the importance of considering lithological (the type and characteristics of minerals present) and hydrological (precipitation, water storage capacity of soil, runoff) factors under the conditions of significant changes in land usage. The results of this investigation can contribute to the improvement of planning processes and the implementation of development projects in ski areas.

AB  - Construction or improvement of Serbian ski resorts produced numerous negative effects to surrounding environment, endangering even the functionality of the built objects. Investigation involved the analysis of disturbing activities by phases, and consequential environmental impacts. Clear cuttings, trunk transport, machine grading of slopes, huge excavations, and access road construction, caused the strongest pressure to the environment. Follow up activities during skiing and non skiing periods: skiing, usage of snow groomers, moving of vehicles and tourists, forestry activities and overgrazing. Consequential environmental impacts are clearly noticeable through intensive erosion processes, changes of hydrological conditions and forest fragmentation. The most affected ski runs were surveyed (scale 1:1000), all damages were mapped and classified during the summers of 2007-2010. Development of rills and gullies was measured at experimental plots (100x60 m), integrating survey data into GIS application. Changes of hydrological conditions were estimated on computations of maximal discharges before and after the construction of ski resorts, as well as using,local hydrological records. Forest fragmentation is studied on the basis of detailed survey and field work.

Erosion control and protection from torrential floods in Serbia-spatial aspects

AB  - Torrential floods represent the most frequent phenomenon within the category of 'natural risks' in Serbia. The representative examples are the torrential floods on the experimental watersheds of the rivers Manastirica (June 1996) and Kamišna (May 2007). Hystorical maximal discharges (Qmaxh) were reconstructed by use of 'hydraulics flood traces' method. Computations of maximal discharges (Qmaxc), under hydrological conditions after the restoration of the watersheds, were performed by use of a synthetic unit hydrograph theory and Soil Conservation Service methodology. Area sediment yields and intensity of erosion processes were estimated on the basis of the 'Erosion Potential Method'. The actual state of erosion processes is represented by the coefficients of erosion Z=0.475 (Manastirica) and Z=0.470 (Kamišna). Restoration works have been planned with a view to decreasing yields of erosive material, increasing water infiltration capacity and reducing flood runoff. The planned state of erosion processes is represented by the coefficients of erosion Z=0.343 (Manastirica) and Z=0.385 (Kamišna). The effects of hydrological changes were estimated by the comparison of historical maximal discharges and computed maximal discharges (under the conditions after the planned restoration). The realisation of restoration works will help decrease annual yields of erosive material from Wa=24357 m3 to Wa=16198.0 m3 (Manastirica) and from Wa=19974 m3 to Wa=14434 m3 (Kamišna). The values of historical maximal discharges (QmaxhMan=154.9 m3·s-1; QmaxhKam=76.3 m3·s-1) were significantly decreased after the restoration (QmaxcMan=84.5 m3 ·s-1; QmaxcKam=43.7 m3·s-1), indicating the improvement of hydrological conditions, as a direct consequence of erosion and torrent control works. Integrated management involves biotechnical works on the watershed, technical works on the hydrographic network within a precisely defined administrative and spatial framework in order to achieve maximum security for people and their property and to meet other requirements such as: environmental protection, sustainable soil usage, drinking water supply, rural development, biodiversity sustaining, etc. The lowest and the most effective level is attained through PAERs (Plans for announcement of erosive regions) and PPTFs (Plans for protection from torrential floods), with HZs (Hazard zones) and TAs (Threatened areas) mapping on the basis of spatial analysis of important factors in torrential floods formation. Solutions defined through PAERs and PPTFs must be integrated into Spatial Plans at local and regional levels.

Promene načina korišćenja zemljišta i odbrana od poplava - primer sliva reke Jelašnice

AB  - Brdsko-planinska područja Srbije izložena su destruktivnom dejstvu poplava, što je posledica njihovih prirodnih karakteristika i uticaja ljudskog faktora. Neodgovarajuće korišćenje zemljišta utiče na razvoj erozionih procesa usled čega dolazi do degradacije, smanjenja infiltraciono- retencionog kapaciteta, odnosno, povećavaju se nepropusne i slabo propusne na račun propusnih površina. Na taj način se stvaraju uslovi za češću pojavu bujičnih poplava i deponovanje vučenog nanosa na nizvodnim deonicama. Degradacija životne sredine stvara ekonomsko-socijalne probleme u okviru lokalnih zajednica što često prati depopulacija. Restauracija slivova, do njihovog optimalnog hidrološkog stanja, bi smanjila poplavni proticaj i poboljšala obnavljanje rezervi podzemnih voda, uz povećanje malog i srednjeg proticaja na izvorima i potocima. Prakse najboljeg upravljanja bi se mogle razraditi primenom specifičnih kombinacija biotehničkih, tehničkih i administrativnih mera i koncepta 'prirodnih rezervoara'. Kreiranje takve prakse upravljanja je istraženo u studiji slučaja sliva reke Jelašnice u jugoistočnoj Srbiji. Realizacija planiranih restauracionih zahvata bi trebalo da dovede do smanjenja godišnje produkcije erozionog materijala za 44.1% i specifičnog godišnjeg pronosa nanosa kroz hidrografsku mrežu za 43.6%. Reprezentativna vrednost koeficijenta erozije biće redukovana sa Z=0,555 na Z=0,379. Vrednost maksimalnog proticaja Qmax-AMCIII (1%)=54,17 m3·s-1, pre restauracije smanjena je na Qmax-AMCIII (1%)=41,22 m3·s-1 posle restauracije, što ukazuje na poboljšanje hidroloških uslova kao direktnu posledicu promene načina korišćenja zemljišta. Administrativne mere se primenjuju kroz 'Planove za proglašenje erozionih područja i zaštitu od bujičnih poplava na teritoriji opštine Leskovac'.
AB  - Serbia's hilly-mountainous regions are extremely vulnerable to flooding as a consequence of their natural characteristics and human impacts. Land mismanagement influences the development of erosion processes, and causes soil degradation that significantly reduces the land's capacity to infiltrate and retain rainwater. Inappropriate land use as well as development activities replace permeable with impervious surfaces in the watershed. This leads to more rapid runoff generation and the more frequent appearance of torrential floods and bed-load deposits on downstream sections. Environmental degradation creates economicsocial problems within local societies which is often followed by depopulation. Restoring watersheds to their optimal hydrologic state would reduce flood discharge and by increasing groundwater recharge would increase both low-flow and average discharges in springs and streams. Best management practices could be developed through the application of specific combinations of biotechnical, technical and administrative measures, and by using the concept of 'natural reservoirs'. The design of such practices is explored through a case study of the watershed of the river Jelašnica, southeastern Serbia. Realization of these planned restoration works should help decrease the annual yields of erosive material by 44.1% and the specific annual transport of sediment through hydrographic network by 43.6%. Representative value of the coefficient of erosion will be reduced from Z=0.555 to Z=0.379. The value of maximal discharge Qmax-AMCIII (1%)=54.17 m3·s-1, before restoration, is decreased to Qmax-AMCIII (1%)=41.22 m3·s-1 after restoration, indicating the improvement of hydrological conditions, as a direct consequence of land use changes. Administrative measures are applied through 'Plans for announcement of erosive regions and protection from torrential floods in the territory of Leskovac municipality'.

abstract = "Brdsko-planinska područja Srbije izložena su destruktivnom dejstvu poplava, što je posledica njihovih prirodnih karakteristika i uticaja ljudskog faktora. Neodgovarajuće korišćenje zemljišta utiče na razvoj erozionih procesa usled čega dolazi do degradacije, smanjenja infiltraciono- retencionog kapaciteta, odnosno, povećavaju se nepropusne i slabo propusne na račun propusnih površina. Na taj način se stvaraju uslovi za češću pojavu bujičnih poplava i deponovanje vučenog nanosa na nizvodnim deonicama. Degradacija životne sredine stvara ekonomsko-socijalne probleme u okviru lokalnih zajednica što često prati depopulacija. Restauracija slivova, do njihovog optimalnog hidrološkog stanja, bi smanjila poplavni proticaj i poboljšala obnavljanje rezervi podzemnih voda, uz povećanje malog i srednjeg proticaja na izvorima i potocima. Prakse najboljeg upravljanja bi se mogle razraditi primenom specifičnih kombinacija biotehničkih, tehničkih i administrativnih mera i koncepta 'prirodnih rezervoara'. Kreiranje takve prakse upravljanja je istraženo u studiji slučaja sliva reke Jelašnice u jugoistočnoj Srbiji. Realizacija planiranih restauracionih zahvata bi trebalo da dovede do smanjenja godišnje produkcije erozionog materijala za 44.1% i specifičnog godišnjeg pronosa nanosa kroz hidrografsku mrežu za 43.6%. Reprezentativna vrednost koeficijenta erozije biće redukovana sa Z=0,555 na Z=0,379. Vrednost maksimalnog proticaja Qmax-AMCIII (1%)=54,17 m3·s-1, pre restauracije smanjena je na Qmax-AMCIII (1%)=41,22 m3·s-1 posle restauracije, što ukazuje na poboljšanje hidroloških uslova kao direktnu posledicu promene načina korišćenja zemljišta. Administrativne mere se primenjuju kroz 'Planove za proglašenje erozionih područja i zaštitu od bujičnih poplava na teritoriji opštine Leskovac'., Serbia's hilly-mountainous regions are extremely vulnerable to flooding as a consequence of their natural characteristics and human impacts. Land mismanagement influences the development of erosion processes, and causes soil degradation that significantly reduces the land's capacity to infiltrate and retain rainwater. Inappropriate land use as well as development activities replace permeable with impervious surfaces in the watershed. This leads to more rapid runoff generation and the more frequent appearance of torrential floods and bed-load deposits on downstream sections. Environmental degradation creates economicsocial problems within local societies which is often followed by depopulation. Restoring watersheds to their optimal hydrologic state would reduce flood discharge and by increasing groundwater recharge would increase both low-flow and average discharges in springs and streams. Best management practices could be developed through the application of specific combinations of biotechnical, technical and administrative measures, and by using the concept of 'natural reservoirs'. The design of such practices is explored through a case study of the watershed of the river Jelašnica, southeastern Serbia. Realization of these planned restoration works should help decrease the annual yields of erosive material by 44.1% and the specific annual transport of sediment through hydrographic network by 43.6%. Representative value of the coefficient of erosion will be reduced from Z=0.555 to Z=0.379. The value of maximal discharge Qmax-AMCIII (1%)=54.17 m3·s-1, before restoration, is decreased to Qmax-AMCIII (1%)=41.22 m3·s-1 after restoration, indicating the improvement of hydrological conditions, as a direct consequence of land use changes. Administrative measures are applied through 'Plans for announcement of erosive regions and protection from torrential floods in the territory of Leskovac municipality'.",

Characteristics of maximum discharges on torrential watersheds in Serbia

AB  - Torrential floods are the most frequent phenomenon in the arsenal of 'natural risks' in Serbia (droughts, avalanches, landslides, rockslides, hail, forest fires, storm wind and earthquakes). Regime of occurrence of floods was studied on the basis of investigations carried out on 128 control profiles, on all important river systems in Serbia, south from Sava and Danube. Frequency of event of maximum discharge Q(max), over determined threshold, defined as average maximum discharge Q(max av),was analysed. The primary maximum of frequencies was noticed in the period May-June, and the secondary maximum of frequencies in the period February-March. The absolute maximum discharges Q(max ab) on certain profiles follow the periods with the most expressed frequencies, but there are also significant exceptions. A few equations have been derived, which point out close relations between average maximum discharge Q(max av), magnitude of the catchment area A, average annual discharge Q(av) and the absolute maximum discharge Q(max ab) [Q(max av) = f(A); Q(max av) = f(Q(av)); Q(max av) = f(A, Q(av)); Q(max ab) =f(Q(max av))]. Historical cases of maximum discharges, reconstructed on the basis of 'hydraulics flood traces', are presented.

AB  - The construction works at ski resorts involve numerous environmental violations. Massive clearing measures in the mountain zones of Serbia have been undertaken since the 2006, for the creation new ski-runs and enlarge existing. This caused serious problems with soil erosion and surface runoff, with ecological and economic consequences. In order to solve these problems, especially on ski-runs, a special strategy was created, for restoration and protection of eroded surfaces, which includes technical, biotechnical and administrative measures. This was applied to ski-runs on mountains Stara planina and Maljen. Restoration and erosion control works have stopped degradation processes and helped reestablish vegetation and rehabilitate landscape appearance and functions.

AB  - Negativni uticaji na životnu sredinu u ski-centrima Srbije imaju veoma naglašene estetske i funkcionalne posledice. Izgradnja ili proširenje postojećih ski-staza utiče na degradaciju zemljišnog i vegetacionog pokrivača. Određene aktivnosti povećavaju erozionu produkciju i pronos nanosa: čiste seče, transport trupaca niz nagib, izgradnja puteva i masivni iskopi. Nedostatak mera za zaštitu od erozije, posebno u periodu april-oktobar, dovodi do različitih oblika deformacije terena, kao što su: brazde, jaruge, klizišta, osuline. Posledice neodgovarajućeg tretmana prostora u ski-centrima uočljive su na nizvodnim deonicama rečnih korita, usled učestalih poplava i deponovanja velikih količina vučenog nanosa. Adekvatna zaštita ugroženih površina realizuje se primenom koncepta restauracije i protiverozione zaštite, od nivoa izrade planske i tehničke dokumentacije, do kasnije izgradnje objekata.
AB  - The environmental impacts in Serbian ski areas are very strong, leading to landscape degradation and functionality losses. Construction or improvement works cause serious destruction of topsoil and native vegetation. Some activities enhance erosion production and sediment yield: clear cuttings; trunk transport down the slope; road construction and large excavations. Also, lack of erosion control works in ski areas, especially between April and October, result in various forms of land degradation such as furrows, gullies, landslides, or debris from rock weathering. The consequences of mismanagement in ski areas are noticeable in downstream sections of river beds, causing floods and bed-load deposition. Planning and designing activities, with the application of technical and biotechnical erosion control structures, through the concept of restoration, are necessary measures in the protection of ski areas.
