Placemaking as an approach of sustainable urban facilities management

AB  - Purpose This paper aims to present the potential ofplacemakingas an approach of sustainable urban facilities management and its impacts on the improvement of the planning procedures which was aimed at involving citizens in the process itself. The study is based on the general concept ofplacemakingrepresented as an "overarching idea and a hands-on approach for improving a neighbourhood, city or region", that serves as a process that "inspires people to collectively reimagine and reinvent public spaces as the heart of every community" (PPS, 2007). Design/methodology/approach The study used placemaking (onsite analysis, stakeholder identification, citizen survey and emotional mapping) and public participation geographic information systems (The Kernel Density tool in ArcGIS and hot spot analysis) methodologies to map problems and preferences identified by stakeholders related to particular spaces within the move formed by Marsala Birjuzova and Sremska streets in Belgrade. The research covered two-day stakeholders' workshops including four groups of users participated in the workshop - pupils of local private high school, street residents, students of the Faculty of Forestry and the Faculty of Architecture and owners of local shops and businesses. Findings Research has shown that different stakeholders can offer very rational observations on the quality of a particular space and provide clear suggestions on its improvement and transformation. These proposals can be organised in the form of visions of the future appearance and functioning of the space, thus recognising the potential in the function of a sustainable urban facilities management tool in the form of creating a common idea, which will result in the creation of a common space. Research limitations/implications The research covered only part of the process that resulted in the creation of an idea of future public space transformation. Continued research should be conducted after the intervention, which would give a more comprehensive picture of the effects of the approach. Practical implications Practical implications include the presentation of the ways different groups of users perceive the actual and future transformation of the street to make this place more user-friendly and sustainable, i.e. practical example of the co-design process. Originality/value This paper provide an overview of the possibilities ofplacemakingapproach seen from the perspective of sustainable urban facilities management.

The Improvement of the Comfort of Public Spaces as a Local Initiative in Coping with Climate Change

AB  - Being the vital element of successful cities, public spaces play an important role in achieving sustainable development goals and in coping with climate change. The new urban agenda considers public spaces indispensable for sustaining the productivity of cities, social cohesion and inclusion, civic identity, and quality of life. Accordingly, there is no doubt about the importance of public spaces, while their quality is generated through the symbiosis of various elements. On the basis of normative theories of urban design, several public space design frameworks have been established in order to define what makes a good public place. Such a framework for public space quality evaluation is developed and tested at the Chair for Planning and Design in Landscape Architecture at the University of Belgrade Faculty of Forestry. The framework covers six criteria which illuminate key aspects of public spaces: safety and security, accessibility, legibility, comfort, inspiration and sensitivity and liveability. In this research, special attention is paid to the criteria of comfort analysed on two scale levels in Belgrade, Serbia. In the past, Belgrade was affected by extreme weather events that caused serious and sometimes disastrous consequences. The most pronounced challenges among them are heat waves in summer that, due to the shortage of vegetation combined with the proliferation of tarmac and concrete surfaces and reduced air ventilation, particularly threaten the densely populated central municipalities of Stari Grad, Sayski Venac and Vracar. The first scale level covers the analysis of the public space network and the degree of establishment of green infrastructure in Lower Dorcol quartier, which is located in the Municipality of Stari Grad, using quantitative and qualitative indicators and GIS (Geographic Information System) digital tools. The aim of this study is to observe the actual state of the public space network and to define a future scenario of its development in line with climate change challenges. Jevrejska Street, as an element of the above-mentioned public space network, is the subject of the next phase of the research. The study on this scale level will cover qualitative and quantitative analysis of public space elements such as paving, urban equipment, greenery, lighting, water facilities, etc. Next to that, by using the ENVI Met platform, the actual and proposed improvement of the street will be explored. The final part of this research will include a discussion about the research methodology used in order to improve the public space design process and to point out the need for the careful consideration of comfort as an important aspect of good public space.

Thermal comfort of pedestrian spaces and the influence of pavement materials on warming up during summer

AB  - Public space is very valuable for a variety of community activities. Open public space comfort is one of the main indicators that provide its enjoyability, attractiveness and liveability. Having in mind that the climate conditions and the implemented urban design are influential in providing pedestrian thermal comfort, this study will focus on physical attributes of used pavement materials and their impact when they are exposed to high summer temperatures as well as on thermal comfort of the users of open public spaces. The methods that were used in the analysis include the method of direct surveying of inhabitants, the method of observation and the method of measuring the characteristics of different materials used for pavement in the pedestrian zone. The measuring of the current surface temperature of different paving materials used for pedestrian zone was performed during the summer season (July, August, and September) of 2015 in the central city zone of the city of Nis, with the goal of determining the maximum heating up of horizontal surfaces, i.e. pavements. The survey was done in July 2015 in the main square in. Nis. The measuring determined that in the same conditions, various materials yield various maximum temperatures. It was also concluded that the type of material, colour, roughness and shading of an area affect the heating up of pedestrian surfaces. The purpose of this paper is to highlight the complexity of the relationship between microclimate thermal comfort in public open spaces and the measured temperature of the pavement surface, and to emphasize the importance of this relationship in the context of contemporary urban design. The paper presents the case study of pedestrian spaces in the central area of the City of Nis in Serbia.

AB  - Paper represents the analysis of the change in the outdoor comfort during the summer days of open public space of the main square in Leskovac. The analysis covers the present state, two rewarded design proposals at urban design competition and proposal resulting from the evaluation of these solutions. The article focuses on the thermal comfort in outdoor space as a one of indicators in competitions of urban design, considering the fact that the re-design of public spaces often has a negative consequences of decisions made during the competitions. Following the thesis that successful public spaces should be responsive to the needs of their users, the paper considers the thermal comfort as the main quality of open public space. Analysis of microclimate could help designers to create comfortable urban place, which could attract vast number of users throughout the year, especially during hot summer periods. The aim of this paper is to highlight the complexity of the relationship between microclimate comfort in public open spaces and urban design, especially interventions such as implementation of the greenery and new surface materialization in order to emphasize the importance that this relationship has to be taken into account in urban design competitions.

AB  - Svoj karakter grad predstavlja putem urbanog marketinga, odnosno marketinga mesta, koristeći se njihovim instrumentima, što je jedna od najznačajnijih delatnosti lokalne uprave u okviru razvojnog procesa. Kao jedan od marketinških instrumenata koji se koristi jeste komunikacija ostvarena putem proizvoda nastalih u različitim dizajnerskim procesima, gde se svrstavaju i proizvodi urbanog dizajna. Elementi koji se uočavaju u komunikaciji grada mogu biti fizički činitelji njegovog prostornog okvira, među kojima i pešački prostor. Imidž grada predstavlja stav ili doživljaj publike koji se zasniva na realizovanom stanju, a ne na prezentovanju dobrih namera i plasiranju atraktivnih propagandnih poruka. Tako određen pojam daje mogućnost da se analizom aktuelnog kvaliteta mreže pešačkih prostora može utvrditi nivo društvene odgovornosti lokalne uprave, što utiče na formiranje stavova publike, pa samim tim i imidža određenog grada. Pored toga uočavanjem značaja mreže pešačkih prostora u kreiranju, negovanju i unapređenju kompetitivnog identiteta grada osvetljava se polje konkretne primene rezultata istraživanja u strateškom odlučivanju i planiranju. Provera utvrđenog odnosa rađena je na primerima mreže pešačkih prostora u centru pet evropskih gradova koji su izdvojeni kao relevantni predstavnici različitih kategorija gradova utvrđenim na osnovu ESPON kategorizacije. Na osnovu njih formirani su modeli, kao i preporuke i smernice unapređenja i širenja mreže peščakih prostora. Poseban doprinos ostvaren je i u vidu utvrđivanja preporuka i smernica za unapređenje mreže peščakih prostora centra Beograda.
AB  - City represents its character through urban/place marketing by using their tools, which is one of the most important activities of local government in its development process. Communication, as one of the marketing tools, is achieved through the products made in the variety of design processes, where urban design is also classified. Elements that are relevant in the communication of the city can be physical factors of its environment, including the pedestrian space. The image of the city represents opinion or experience of the audience/users, based not on the good intentions or marketing attractive commercial messages, but rather on the real situation. This concept provides an opportunity for the analysis of the actual pedestrian space network’s quality. In this way, the level of social responsibility of local government can be determined, which influence the creation of certain audience/users attitudes, as well as the image of the city. Furthermore, the importance of pedestrian spaces network in creating, fostering and improving the competitive identity of the city represents the specific field of application of the research results in the strategic decision-making and planning. The validation of the determined relation was made on the examples of pedestrian space networks of five European cities, which were singled out as the relevant representatives of different categories set out by ESPON. Based on the results of these five case studies, the models were created, as well as recommendations and guidelines for improving pedestrian space network in the Belgrade center.

Poseban doprinos ostvaren je i u vidu utvrđivanja preporuka i smernica za unapređenje mreže peščakih prostora centra Beograda., City represents its character through urban/place marketing by using their tools, which is one of the most important activities of local government in its development process. Communication, as one of the marketing tools, is achieved through the products made in the variety of design processes, where urban design is also classified. Elements that are relevant in the communication of the city can be physical factors of its environment, including the pedestrian space. The image of the city represents opinion or experience of the audience/users, based not on the good intentions or marketing attractive commercial messages, but rather on the real situation. This concept provides an opportunity for the analysis of the actual pedestrian space network’s quality. In this way, the level of social responsibility of local government can be determined, which influence the creation of certain audience/users attitudes, as well as the image of the city. Furthermore, the importance of pedestrian spaces network in creating, fostering and improving the competitive identity of the city represents the specific field of application of the research results in the strategic decision-making and planning. The validation of the determined relation was made on the examples of pedestrian space networks of five European cities, which were singled out as the relevant representatives of different categories set out by ESPON. Based on the results of these five case studies, the models were created, as well as recommendations and guidelines for improving pedestrian space network in the Belgrade center.",

AB  - The economy in a globalized world is an arena for competing cities and regions. Striving to achieve and secure a better position on the international scene, responsible managements turn to entrepreneurial activities aimed at finding new forms of competitive capitalism. Creative cultural tourism is seen as an important sphere within a thus defined context. The subjects of this paper are the social space of the city, local products, mental space and material space of the city, with special attention given to creative cultural tourism as a tool in the process of regional economic development of cities in Southeast Europe. Having in mind the international and local developmental trend, this paper presents the identified elements of Serbia's creative cultural tourism offer. This is illustrated in the example of forming the cultural routes of Europe, with special attention placed on the Project of Cultural Route of Roman Emperors, which could be an appropriate model of connecting cities, municipalities and regions on the platform of common characteristics and issues. Creative cultural tourism should be considered as a basic strategic idea within each individual development sector of the society at various levels of hierarchy and space, which can secure a qualitatively higher level of development both individually and overall. Culture should be seen as a fourth aspect of sustainability, which in addition to the economic, social and environmental aspect needs to be the base for any urban and development plans.
