The market of wood forest products in Serbia and analysis of its dynamic elements

AB  - The most important product with a commodity character on the forest products market is wood, but also various wood assortments, which are the basic raw material in the wood industry. This paper analyzes the trends related to cutting, processing and sale of wood assortments (logs for cutting and logs for veneer peeling) from state forests in Serbia. In addition, these trends are analyzed separately for the commercially important species beech, oak and poplar. The methods used in the analysis are the Mann-Kendall trend test and the modified Mann-Kendall test with Hamed-Rao variance correction when the assumption of data independence is not met. The data were collected by the Statistical Office of the Republic of Serbia for the territory of Serbia (excluding AP Vojvodina and Kosovo and Metohija) and cover the periods 2002-2017 and 2003- -2017. The research aims to determine the trends in the market of wood products (assortments) related to production (cutting), processing, as an intermediate phase, and sale of wood assortments as the final phase. The purpose of this research is to identify the trends in the mentioned cate- gories, which provides a good basis for their prediction in the future. The subject of research is the volume of cutting, processing, and sales of wood assortments from state forests in Serbia. According to the results, a statistically significant growth trend in total cutting, processing and sales of wood assortments in the period 2002-2017 can be confirmed. The volume of processed wood assort- ments largely coincides with the realized volumes, which indicates that they were sold in the same year. A statistically significant trend was also observed in the production and sale of sawn timber (for beech, oak and poplar combined). The average annual growth rate for cutting was 2.5%, for processing 2.7% and for the sale of wood assortments 2.9%. As beech is the most widely represented wood species, the changes in supply and demand for this type of wood are mainly determined by the general market trends on the Serbian timber market. Production in forestry differs significantly from conventional production, so that the production possibilities in forestry are limited by the capacity of the forests and their resources. The timber market is therefore influenced and driven by this fact.

Economic aspects of the use of forestry products for commercial purposes

AB  - Forestry together with the industry based on wood and non -wood forest products (NWFPs) represents an important activity and branch of the national economy. In accordance with that, the work is divided into two chapters, one of which analyzes wood, and the other of NWFPs. Therefore, the aim of the research is to examine the market trends and potential of forestry in the part of central Serbia (Central forest area). The purpose of the research is to identify trends in the categories of felling, production and sale of wood assortments of beech, oak and poplar and to analyses the commercial aspect and the way of organizing the marketing mix in companies that deal with the purchase, processing and placement of NWFPs. The Mann -Kendall test was used for the analysis of trends in wood products, while a survey was created for the analysis of companies in the field of NWFPs, which included 29 open and closed questions, with conceptual units related to the marketing mix. For the purposes of the research, primary and secondary data were used and the time period 2008-2017 was covered.

AB  - Considering that companies in the sector of forestry and the related sector of wood processing exist in a dynamic and changing economic environment, the ability of fast adaptability to the emerging changes is a prerequisite for efficient and effective business. In that sense, a wholesome review of internal factors, as well as the external ones, is important for creating business strategies and achieving a better market and competitive positioning. In order to provide insight into the socio-economic characteristics and the market environment in which they operate, 32 companies from the field of forestry and wood processing in the central Serbia have been analysed. The goal of this research was to gain insight into the opinions and attitudes of the respondents from companies towards particular aspects of the market. The purpose of this research was to acknowledge and understand the market environment in which the analysed companies operate, and to define the recommendations for future management. The object of this research were companies in the field of forestry and wood processing, the opinions and reviews on raw material purchase, product placement, attitudes towards purchase procedures and so on.

Analysis of financial reports of pe "NP Fuška Gora"

AB  - Financial reports are a value presentation of the impact of those changes on the financial structure, business success and changes in cash flows of a company. The aim of the research is the financial analysis of the operations of the public enterprise (PE) "NP Fruška Gora". The purpose of the research is to identify problems in business and indicate opportunities for improving the economic efficiency of the business of PE "NP Fruška Gora". The subject of research is balance sheets and profit and loss accounts of company. In the conducted research, the elements of business indicators and business efficiency essential for the analysis of financial indicators of the PE "NP Fruška Gora" were analyzed. Data from the company's balance sheet and income statement were used as material. The following methods were used in the work: a. Financial indicators: liquidity, solvency, indebtedness and b. Performance indicators: productivity, efficiency, profitability. Based on the data from the balance sheet, we can see that the company used funds from credits or loans. By increasing the value of real estate, plant and equipment, and by reducing long-term receivables, the fixed assets of the company also increased, which as of 2018 increasing. The company operated with a business profit for 4 years in a row. In 2014, 2015, 2019, 2021, the company suffered a loss from financing. At no time was the company liquid due to high liabilities. In the period 2014-2021, the company was always solvent. The company needs to improve the labour productivity parameter, which is constantly decreasing. The company generally operates efficient from the point of view of indicators of overall and regular operations, and by observing the indicators of the economy of financing. If all obligations were to be reduced, the indebtedness factor would also be reduced.

AB  - The paper presents the movement of sales of commercially important beech
   assort­ments in the forest estate (FE) “Južni Kučaj” Despotovac.This
   includes forms of sales through contracts made with buyers on an annual
   basis, as well as through auctions conducted in this FE.On the other hand,
   the processes and procedures that formally follow the sales of wood
   assortments were analyzed.The data were collected through a questionnaire
   sent to FE.The period considered was 2002 - 2016 for the sales of veneer and
   peeling logs, as well as firewood.Selling by auction relates to 2016.In this
   paper, the comparative method, method of analysis and synthesis and
   description method were used in combination with other methods.Analysis of
   the time series, through the analysis of the trend, was applied for the
   movement of three types of timber assortments of beech: logs for veneer and
   peeling, sawlogs and firewood.

Comparative analysis of selected business indicators of state forest companies

AB  - A company that handles natural resources such as forests is a complex economic entity. In addition to economic performance at annual level, the biological component of sustainable forest management should also be considered. It is therefore extremely important to achieve efficient business performance. Financial analysis is a process of determining important business and financial characteristics of a company from accounting data. It is characterized by a wide use of financial reports and various financial indicators - key figures. The paper presents business indicators of the main state-owned forest companies in selected countries of South East Europe (Croatia, Slovenia, Serbia, Bosnia and Herzegovina, and North Macedonia) using the method of comparative analysis based on financial reports (such as balance sheet and income statement). In countries where there are more than one state-owned forest companies, they were selected according to their importance for forest management and business results (share of forests, number of employees, profit and annual felling). The research results show the revenue and expenditure of the selected companies and profitability indicators such as return on equity (ROE) and return on assets (ROA). According to the annual business reports for 2017 and 2018, the company Croatian Forests Ltd. has the highest number of employees (7787 in 2018). The highest ratio ROA (32.17) and ROE (39.82) were achieved in the Slovenian state forestry company in 2017, which was founded in 2016. For 2018, the best results are achieved in the Slovenian Forest Company (SiDG), while the weakest results are achieved in the State Forest Company in North Macedonia. The profit per employee decreased in 2018 for most companies, but most significantly in North Macedonia, where it was four times lower. On the basis of the comparative analysis presented, all companies have a positive cost-benefit ratio, but long-term planning of forest management should follow biological and economic regulations to be competitive on the free market.

After that, the movement of basic indicators of business efficiency is shown: productivity, cost-effectiveness, and profitability. The aim of the research is to conduct a financial analysis of the business of the analyzed company. The purpose of the research is to identify problem areas in the business operations of the company within the South Bačka District, as well as to eliminate them. The subject of the research are: balance sheet and income statement of the selected company. The period taken into consideration is 2016, 2017 and 2018.

The focus is on water-related forest ES recognised by the millennium ecosystem assessment (MEA). For the purpose of this paper, the termpure PESdescribes schemes that comply to all five conditions set by Wunder definition and termPES likefor those schemes that miss some of those conditions. In the first step, the most important legislative documents related to forests, water, and environmental protection were selected. The second consists of a content analysis; focusing on the definition of ES; the definition of fees or payments; the establishment of 'forest funds', 'water funds', or 'environmental funds'; and the way these funds were spent. Here we looked at the flow of funding into the forestry sector recognising forest management as the main water-related forest ES provider. Research revealed existence of well-established payments schemes in forestry in Croatia for almost 30 years and in FB&H for some 20 years which were assessed as closest topure PES. In Serbia and Slovenia, there were no PES orPES likeschemes in the forestry sector. In the water sector the well-establishedPES likepayments schemes existing in all four countries. The environmental protection sector, however, rely more on thetax likerather than on thePES likeschemes. Legislation in general recognised the link between forests and water, but this was much more evident in the forestry than in the water or environment sector. The role of the state is strongly pronounced in all countries studied, and was the main driving force behind all payments. However, this position of the state represents also the main obstacle for the development ofpure PESschemes, together with underdeveloped private forestry and complex socio-economic conditions. Nevertheless, there is room for further development ofpure PESandPES likeschemes based on EU or global experiences.

AB  - Black locust (Robinia pseudoacacia L.), a species native to the eastern North America, was introduced to Europe probably in 1601 and currently extends over 2.3 x 10(6) ha. It has become naturalized in all sub-Mediterranean and temperate regions rivaling Populus spp. as the second most planted broadleaved tree species worldwide after Eucalyptus spp. This wide-spreading planting is because black locust is an important multipurpose species, producing wood, fodder, and a source of honey as well as bio-oil and biomass. It is also important for carbon sequestration, soil stabilization and re-vegetation of landfills, mining areas and wastelands, in biotherapy and landscaping. In Europe, black locust is drought tolerant so grows in areas with annual precipitation as low as 500-550 mm. It tolerates dry, nutrient poor soils but grows best on deep, nutrient-rich, well-drained soils. It is a fast-growing tree and the height, diameter and volume growth peak before the age of 20. It mostly regenerates vegetatively by root suckers under a simple coppice system, which is considered the most cost-effective management system. It also regenerates, but less frequently, by stool sprouts. Its early silviculture in production forests includes release cutting to promote root suckers rather than stool shoots, and cleaning-respacing to remove low-quality stems, reduce the number of shoots per stool, and adjust spacing between root suckers. In addition, early, moderate and frequent thinning as well as limited pruning are carried out focusing on crop trees. The species is regarded as invasive in several European countries and its range here is expected to expand under predicted climate changes.

Utvrđivanje usaglašenosti PES-a sa sektorskim zakonima vezanim za šumarstvo

AB  - Kao jedan od načina očuvanja prirode i ekosistema iz grupe tržišnih mehanizama pojavljuje se mehanizam pod nazivom "Plaćanje ekosistemskih usluga"(engl: The Payments for Ecosystem Services - PES). U ovom radu su analizirani sektorski zakoni vezani za šumarstvo i zaštitu prirode, kako bi se utvrdilo da li u postojećem zakonodavstvu postoje elementi koji su približni PES-u i koji podržavaju njegovu implementaciju ili su zakoni bliži principu "komande i kontrole". Odabrana su tri zakona za analizu: Zakon o šumama, Zakon o vodama i Zakon o zaštiti životne sredine. Ovo su tri sektorska zakona koja su u najužoj vezi sa politikom očuvanja prirode, a šumski i vodni sistemi su najveći snabdevači ekosistemskih usluga i najčešći su predmet PES šema. Cilj ovog istraživanja je da se korišćenjem određenih pojmova za pretragu članova zakona pronađu oni, koji sadrže osnovne elemente definicije PES-a. Za analizu je korišćena kvalitativna i kvantitativna analiza sadržaja. Istraživanjem se došlo do toga da je veoma malo članova i delova zakona koji u potpunosti podržavaju PES, odnosno ekosistemi i ekosistemske usluge se eksplicitno ne dovode u vezu sa vrednovanjem i finansiranjem. U svakom od zakona u delovima koji se odnose na finansiranje postoje elementi PES-a, odnosno postoji neki vid finansiranja aktivnosti, koje su usmerene ka očuvanju i unapređenju ekosistema i životne sredine. Najpribližniji PES-u je Zakon o vodama, Zakon o šumama je sa više nedostataka, jer se sredstva prikupljaju iz izvora koji nemaju veze sa šumskim ekosistemima, a Z.Z.Ž.S se zasniva na principu "zagađivač plaća" te je on najudaljeniji od PES koncepta.
AB  - One of the ways to preserve nature and ecosystems from a group of market mechanisms is a mechanism called Payments for Ecosystem Services - PES. In this paper, sectoral laws related to forestry and nature protection are analyzed to determine whether the existing legislation has elements that are similar to PES and support its implementation or are closer to the principle of "command and control". Three acts were selected for analysis: the Forest law, the Water law, and the Environmental Protection Act. These are the three sectoral acts that are closely related to nature conservation policy, with forest and water systems being the largest suppliers of ecosystem services and the most common subject of PES schemes. The aim of this research is to find those articles of these laws that contain the basic elements of the PES definition, by using certain keywords to search for articles of the acts. Qualitative and quantitative content analysis was used for the analysis. First, keywords were identified to distinguish the articles of acts that are relevant to the research itself, and later the meaning of each article was transformed into one or more terms called "determinants". In this way, the meaning of the articles was determined and quantified to determine if there was a number of articles that overlapped with the PES principles to some extent. In this research, we found that there are very few articles and parts of the legislation that fully support PES, and ecosystems and ecosystem services are not explicitly linked to valuation and funding. In each of the acts in the chapters related to financing, there are elements of PES and there is some form of financing of activities aimed at preserving and improving the ecosystems and the environment. The closest to the PES is the Water law. The Forest law has certain disadvantages, as funds are collected from sources that have no connection with forest ecosystems, and EPA is based on the "Polluter pays" principle and is farthest from the PES concept.

abstract = "Kao jedan od načina očuvanja prirode i ekosistema iz grupe tržišnih mehanizama pojavljuje se mehanizam pod nazivom "Plaćanje ekosistemskih usluga"(engl: The Payments for Ecosystem Services - PES). U ovom radu su analizirani sektorski zakoni vezani za šumarstvo i zaštitu prirode, kako bi se utvrdilo da li u postojećem zakonodavstvu postoje elementi koji su približni PES-u i koji podržavaju njegovu implementaciju ili su zakoni bliži principu "komande i kontrole". Odabrana su tri zakona za analizu: Zakon o šumama, Zakon o vodama i Zakon o zaštiti životne sredine. Ovo su tri sektorska zakona koja su u najužoj vezi sa politikom očuvanja prirode, a šumski i vodni sistemi su najveći snabdevači ekosistemskih usluga i najčešći su predmet PES šema. Cilj ovog istraživanja je da se korišćenjem određenih pojmova za pretragu članova zakona pronađu oni, koji sadrže osnovne elemente definicije PES-a. Za analizu je korišćena kvalitativna i kvantitativna analiza sadržaja. Istraživanjem se došlo do toga da je veoma malo članova i delova zakona koji u potpunosti podržavaju PES, odnosno ekosistemi i ekosistemske usluge se eksplicitno ne dovode u vezu sa vrednovanjem i finansiranjem. U svakom od zakona u delovima koji se odnose na finansiranje postoje elementi PES-a, odnosno postoji neki vid finansiranja aktivnosti, koje su usmerene ka očuvanju i unapređenju ekosistema i životne sredine. Najpribližniji PES-u je Zakon o vodama, Zakon o šumama je sa više nedostataka, jer se sredstva prikupljaju iz izvora koji nemaju veze sa šumskim ekosistemima, a Z.Z.Ž.S se zasniva na principu "zagađivač plaća" te je on najudaljeniji od PES koncepta., One of the ways to preserve nature and ecosystems from a group of market mechanisms is a mechanism called Payments for Ecosystem Services - PES. In this paper, sectoral laws related to forestry and nature protection are analyzed to determine whether the existing legislation has elements that are similar to PES and support its implementation or are closer to the principle of "command and control". Three acts were selected for analysis: the Forest law, the Water law, and the Environmental Protection Act. These are the three sectoral acts that are closely related to nature conservation policy, with forest and water systems being the largest suppliers of ecosystem services and the most common subject of PES schemes. The aim of this research is to find those articles of these laws that contain the basic elements of the PES definition, by using certain keywords to search for articles of the acts. Qualitative and quantitative content analysis was used for the analysis. First, keywords were identified to distinguish the articles of acts that are relevant to the research itself, and later the meaning of each article was transformed into one or more terms called "determinants". In this way, the meaning of the articles was determined and quantified to determine if there was a number of articles that overlapped with the PES principles to some extent. In this research, we found that there are very few articles and parts of the legislation that fully support PES, and ecosystems and ecosystem services are not explicitly linked to valuation and funding. In each of the acts in the chapters related to financing, there are elements of PES and there is some form of financing of activities aimed at preserving and improving the ecosystems and the environment. The closest to the PES is the Water law. The Forest law has certain disadvantages, as funds are collected from sources that have no connection with forest ecosystems, and EPA is based on the "Polluter pays" principle and is farthest from the PES concept.",

AB  - Težnja ka osvajanju inostranih tržišta nameće se kao jedna od polaznih ideja prilikom osnivanja svakog preduzeća. Sa aspekta domaćih preduzeća ciljna tržišta su ona koja se nalaze u okviru Evropske unije (EU), koje postoji i funkcioniše po sistemu "Jedinstvenog tržišta". Ako se posmatra deo koji se odnosi na tržište nedrvnih šumskih proizvoda (NDŠP), može se istaći da tek u poslednjem periodu ono poprima šire razmere i sve više prevazilazli lokalne okvire. U kontekstu globalne orijentacije ka organskim proizvodima, opravdana je težnja domaćih preduzeća u pokušaju da svoje proizvode plasiraju na inostrano, prevashodno evropsko tržište. Predmet rada su: ugovori o osnivanju, konvencije između država članica i sporazumi Unije sa trećim državama i međunarodnim organizacijama, koji imaju jaču pravnu snagu u odnosu na ostale (sekundarne) izvore, kao što su: uredbe, direktive i odluke, kao obavezujući akti, kao i preporuke i mišljenja, kao neobavezujući akti. Cilj rada je da se prikažu i analiziraju funkcije nadležnih institucija i procedure koje prate izvoz proizvoda i dokumentacija neophodna za sprovođenje izvoznog postupka, sa posebnim osvrtom na NDŠP.
AB  - The tendency to conquer foreign markets emerges as one of the starting ideas when setting up each company. From the point of view of domestic companies, the target markets are those located within the European Union (EU), which exists and operates under the Single Market system. If you look at the part related to non-timber forest products (NTFP), it can be pointed out that in the last period it has become wider and has increasingly gone beyond local limits. In the context of the global orientation towards organic products, the aspiration of domestic companies in trying to place their products to a foreign, primarily European market is justified. The subjects of work are: treaties of establishment, conventions between Member States and Union agreements with third countries and international organizations, which have stronger legal force than other (secondary) sources, such as: regulations, directives and resolutions, as binding acts, as well as recommendations and opinions, as non-binding acts. The aim of this paper is to present and analyze the functions of the competent institutions and procedures that follow the export of products and documentation necessary for the implementation of the export procedure, with special reference to the NTFP.

Can changes in forest management contribute to the reduction of CO2in the atmosphere? Literature review, discussion and Polish example

AB  - Both COP21 and COP22 stressed the role of forests in climate protection as a natural CO2 sink. With this in mind, the study reviewed some literature findings related to afforestation, stand level management, forest soils, peatland management and storage yards to increase the amount of CO2 absorbed by the forest ecosystem. It was shown that some of the assumptions, for example, afforestation or improved water relations in soils, may contribute to reduced CO2 levels in the atmosphere. Our research was of a review nature and consisted in seeking information in various scientific publications. For a better interpretation of the results, we have divided our research into several parts. In the first part, we analysed the importance of deforestation and afforestation in the context of CO2 accumulation. We discussed the results of research on these issues giving specific examples. We have analysed the possibility of afforestation of new land. Using the example of Poland, we have indicated problems related to this issue. We have come to the conclusion that in today's Europe, the obstacle to such efforts is the lack of land that can be afforested and the financial incentive to abandon farming for forestry is too low. In the second part, we discussed the role of forest stands in the process of CO2 accumulation and reduction. We discussed breeding treatments that can be performed on racks. We noticed their importance in the CO2 reduction process. We noticed that when the density of forests increased, this has a positive effect on organic carbon storage. We presented and discussed examples of different rotation strategies in the context of their impact on CO2 accumulation. We analysed issues related to obtaining wood raw material and possible further storage of coal or its release into the atmosphere. We have recognized that proper forest soil management is important for CO2 accumulation. Therefore, another part of the research was devoted to the discussion on the role of soil in the process of CO2 accumulation. We discussed examples of using soil for forest and non-forest purposes, looking for the answer: how does this affect CO2 accumulation? In addition, we analysed the impact of soil moisture on processes related to CO2 storage. In our research, we critically treated wood storage as a method of reducing CO2. We also discussed the problem of treating wood as a source of bioenergy. We came to the conclusion that wood as an energy source can have a positive effect on CO2 reduction. The condition is, however, that energy produced from wood replaces energy from fossil fuels. Finally, we presented and discussed financial and legal issues related to CO2 reduction activities involving forests. We have found that attempts to commercialize CO2 emission reduction units for emissions generated in forests should be linked to the environmental responsibility of companies, and as such, should not be included in the current emissions' trading policies. In the article, we also present a Polish proposal to run coal farms. We discuss their importance in the context of the issues discussed in this article.

AB  - Sertifikacija šuma se koristi kao jedno od sredstava za postizanje i sprovođenje opštih i posebnih principa održivog gazdovanja. Pod sertifikacijom se podrazumevaju procedure i postupci kojim ovlašćena organizacija daje pisano uveravanje da je proizvod ili usluga nastala u skladu sa propisanim standardima i da potiče iz šuma kojima je gazdovano u skladu sa zahtevima održivog razvoja. Cilj ovog istraživanja je da se na konkretnom primeru ŠG "Južni Kučaj" Despotovac, sagledaju postupci i procedure sertifikacije šuma i na taj način stekne uvid u zahteve i standarde koje sertifikacija postavlja. Svrha istraživanja je da se na osnovu saznanja o sertifikaciji utvrde njeni efekti na ostvarenje osnovnih principa trajnosti i održivog razvoja šuma. Predmet istraživanja je sertifikacija šuma za područje kojim gazduje ŠG "Južni Kučaj" Despotovac, sprovedena u periodu od 2008. godine do danas. Kako bi se došlo do neophodnih podataka, korišćena su dva upitnika u okviru analiziranog šumskog gazdinstva. Prvi upitnik namenjen je predsedniku radne grupe za sertifikaciju šuma šumskog gazdinstva, sa ciljem da se dobiju ključne informacije o sprovedenom postupku sertifikacije. Pitanja u upitniku bila su otvorenog tipa, sa ciljem da se dobiju podaci o površini i vrsti sertifikovanih šuma, ispunjenosti uslova za sertifikaciju, o nedostacima utvrđenim prilikom pretprocene po svakom FSC principu i sl. Drugim upitnikom obuhvaćeni su revirni inženjeri u cilju prikupljanja saznanja o efektima sprovedene sertifikacije šuma. Ispitanici su ocenom od jedan do pet ocenili svih deset FSC principa i njihov doprinos pobo ljšanju rezultata i kvaliteta rada i poslovanja ŠG "Južni Kučaj" Despotovac. U skladu sa predmetom i ciljem istraživanja primenjeni su: analiza sadržaja, metod analize i sinteze. Rezultati istraživanja sertifikacije šuma pokazuju da su najveći efekti ostvareni u sledećim oblastima: unapređenje zaštite životne sredine i odnosi sa lokalnom zajednicom i prava radnika.
AB  - Forest certification is used as a means of achieving and implementing the general and specific principles of sustainable forest management. It implies the procedures and acts whereby an authorized organization provides written assurance that a product or service has been produced according to prescribed standards and that it originates from forests managed under the requirements of sustainable development. The research aims to look at the acts and procedures of forest certification in the case of FE "Južni Kučaj" Despotovac, and thus gain insight into the requirements and standards set by the certification. The purpose of the research is to determine, based on the knowledge about certification, its effects on the application of the basic principles of sustainability and sustainable development of forests. The subject of the research is the certification of forests for the area managed by FE "Južni Kučaj" Despotovac conducted from 2008 to the present. In order to obtain the necessary data, two questionnaires were used within the analyzed FE. The first questionnaire was intended for the Chair of the Working Group for the Forest Certification of the Forest Estate. It aimed to provide key information on the certification process implemented. The questions were open-ended to obtain data on the area and type of certified forests, the fulfillment of certification requirements, the deficiencies discovered during the pre-assessment according to each FSC principle, etc. The second questionnaire was designed for the area engineers. This questionnaire was aimed to collect data on the effects of the conducted forest certification. Respondents rated all ten FSC principles and their contribution to improving the results and quality of work and business of FE "Južni Kučaj" Despotovac with a score of one to five. Following the subject and purpose of the research, we applied: content analysis and the method of analysis and synthesis. The results of the forest certification research show that the greatest effects have been achieved in the areas of environmental protection improvement, relationships with the local community and workers' rights.

Drugim upitnikom obuhvaćeni su revirni inženjeri u cilju prikupljanja saznanja o efektima sprovedene sertifikacije šuma. Ispitanici su ocenom od jedan do pet ocenili svih deset FSC principa i njihov doprinos pobo ljšanju rezultata i kvaliteta rada i poslovanja ŠG "Južni Kučaj" Despotovac. U skladu sa predmetom i ciljem istraživanja primenjeni su: analiza sadržaja, metod analize i sinteze. Rezultati istraživanja sertifikacije šuma pokazuju da su najveći efekti ostvareni u sledećim oblastima: unapređenje zaštite životne sredine i odnosi sa lokalnom zajednicom i prava radnika., Forest certification is used as a means of achieving and implementing the general and specific principles of sustainable forest management. It implies the procedures and acts whereby an authorized organization provides written assurance that a product or service has been produced according to prescribed standards and that it originates from forests managed under the requirements of sustainable development. The research aims to look at the acts and procedures of forest certification in the case of FE "Južni Kučaj" Despotovac, and thus gain insight into the requirements and standards set by the certification. The purpose of the research is to determine, based on the knowledge about certification, its effects on the application of the basic principles of sustainability and sustainable development of forests. The subject of the research is the certification of forests for the area managed by FE "Južni Kučaj" Despotovac conducted from 2008 to the present. In order to obtain the necessary data, two questionnaires were used within the analyzed FE. The first questionnaire was intended for the Chair of the Working Group for the Forest Certification of the Forest Estate. It aimed to provide key information on the certification process implemented. The questions were open-ended to obtain data on the area and type of certified forests, the fulfillment of certification requirements, the deficiencies discovered during the pre-assessment according to each FSC principle, etc. The second questionnaire was designed for the area engineers. This questionnaire was aimed to collect data on the effects of the conducted forest certification. Respondents rated all ten FSC principles and their contribution to improving the results and quality of work and business of FE "Južni Kučaj" Despotovac with a score of one to five. Following the subject and purpose of the research, we applied: content analysis and the method of analysis and synthesis. The results of the forest certification research show that the greatest effects have been achieved in the areas of environmental protection improvement, relationships with the local community and workers' rights.",

AB  - The article presents the economic aspects of growing poplar on plantations in Russia and Serbia. For Russia, the cultivation of poplar on forest plantations with a short turnaround is a promising activity which enables to get NPV 7 202 (sic)/ha, taking into account the risks of forest plantations. In the creation of plantation crops the fundamental role is played by their density. To get timber the density of plantation should be from 3.0 to 5.0 thousand plants per 1 ha. Plantations with a 20-year rotation and planting density of 3.0 thousand plants per 1 ha are the most profitable and less risky ones. Similar results have been obtained on poplar plantations in Serbia. NPV revenues are in a range 11 088 to 13 676 (sic)/ha when growing poplar plantations in Serbia. It is advisable to get not only industrial wood chips, but also wood assortment during the cultivation of poplar plantations with 20-year rotation in the conditions of Serbia. Positive financial effect can be reached in future by lowering the costs of poplar plantations establishing. Costs can be also reduced by finding out the solution in the field of soil preparation for afforestation, working operations which will show the higher level of economic efficient.

AB  - The prospects and challenges for non-native tree species (NNTS) in Southeast Europe (SEE) were analyzed using a combination of SWOT Analysis and the Analytic Hierarchy Process (AHP). Preference data from three groups of opinion leaders with extensive knowledge of the silviculture, ecology and impact of climate change on NNTS in SEE (researchers, practitioners and decision-makers) were used. Results revealed that strengths and opportunities for all three analyzed elements outweigh their weaknesses and threats. In the review of silviculture, key strengths and opportunities were identified as high productivity, adaptation to afforestation of degraded lands, gap filling in forest ecosystems after the loss of native tree species, and higher volume growth of NNTS compared to native tree species. Strength-Opportunity (SO) elements related to climate change were found to be adaptive management responsiveness to climate change and increased length of growing period, possibility of better-adapted mixtures with NNTS under climate change, and replacement of tree species that are sensitive to pests and outbreaks resulting from climate change. These results provide important insights into different segments of strategy approach of sustainable management of NNTS in relation to management, silviculture and climate change practices in SEE.

Capital Budgeting Applied to Serbian Poplar Plantations

AB  - Background and Purpose: Capital budgeting is the process in which a business determines and evaluates potential large expenses or investments. These expenditures and investments include projects such as building a new plant or investing in a long-term venture. In the case of poplar plantations in Serbia, a prospective project's lifetime cash inflows and outflows can be assessed in order to determine whether generated potential returns meet a sufficient target benchmark, also known as "investment appraisal". The purpose of this study is to show relative profitability of alternative courses of action in poplar plantations. Material and Methods: The investigated plantations were established from Populus x euramericana cl. I-214 on different soil types, situated in north-western part of Serbia, with planting spacing 6x3 m, differently aged, mainly for technical wood production. The data used in this study were collected from the management and materials books of the "Vojvodinasume" Public Forest Enterprise, which is the official owner of these stands. All of the plantations are state-owned. At the end the supply chain of poplar wood production is presented. Different capital budgeting techniques and different discount rates are employed to determine which types of poplar plantations, treated as separate projects, will or not will yield the most return over an applicable period of time. Results and Conclusions: The financial effects for sample plot plantations were first evaluated with an external funder prerequisite of 12% discount rate, and continued with different investment appraisal discount rates. For the discount rate r=12%, all tested areas had a negative net present value (NPV). Average internal rate of return (IRR) is 5.63% and payback period is acceptable for the investor at 6% and less. The average benefit-cost analysis amount is 0.36 for all stands with a discount rate of r=12%.

Posebno je prikazana i prodaja drveta licitacijama. Cilj istraživanja je da se kroz analizu prikupljenih podataka utvrdi realizacija razmene drvnih sortimenata u okviru ŠG "Rasina" Kruševac. Svr-ha istraživanja je definisanje i utvrđivanje zakonitosti realizacije razmene, kao i objašnjenje posledica ostvarenih razmena i davanje predloga za buduće aktivnosti na tržištu. Predmet istraživanja su: prodate količine drvnih proizvoda u okviru ŠG "Rasina" Kruševac, njihova kupovina od strane drvno-prerađivačkih preduzeća, kao i cene proizvoda. Prodaja sortimenata bukve predstavljena je polinomom drugog stepe-na, prisutna je jaka korelaciona veza (0,850) i korelacioni koeficijent je statistički signifikantan, na šta ukazuje greška od oko 0.1% (Significance F), parametri su signi-fikantni (za nivo greške od α=0,05%), jer odgovarajuća P-value ukazuje na grešku od oko 4%, prosečna eksponencijalna godišnja stopa rasta 3,4%. Ukupan bruto prihod drvnih sortimenata bukve ostvaren u 2017. godini, za ŠG "Rasina" Kruševac na domaćem trži-štu iznosi 436.583.828 RSD. Najznačajniji prihod je ostvaren prodajom ogrevnog drveta sa 210.941.258 RSD, što se u prvom redu pripisuje količini, a ne ceni.
AB  - The idea of this paper is to show the placement of forestry products on the market, as well as future opportunities for the development of the forestry sector in terms of goods exchange within the FE "Rasina" Kruševac, which is part of PE "Srbijašume". In particular, the sales of wood by auction are also shown. The aim of this research is to determine the realization of the exchange of timber assortments within the FE "Rasina" Kruševac through an analysis of the collected data. The purpose of this research is to define and determine the rules of exchange realization, as well as to give explanations of the consequences of the implemented exchanges and to make proposals for future activities on the market. The subjects of this research are: sold quantities of timber products within FE "Rasina" Kruševac, their purchase by wood processing companies, as well as the price of the product. The sales of beech assortments are represented by a second degree polynomial, a strong correlation bond (0.850) is present and the correlation coefficient is statistically significant, indicating an error of about 0.1% (Significance F), the parameters are significant (for the error level α = 0.05 %), because the corresponding P-value points to an error of about 4%, and an average exponential annual growth rate of 3.4%. The total gross income of timber assortments of beech in 2017, for FE "Rasina" Kruševac on the domestic market amounts to 436,583,828 RSD. The most significant revenue was realized by selling firewood, with an income of 210.941.258 RSD, which is primarily attributed to the quantity, and not to the price.

AB  - The majority of non-native forest species, which have been brought to Europe (such as Grand fir, Black locust, Douglas fir, Red oak, Sitka spruce, Red ash, Maple ash) are species with extensive natural distribution ranges. They come from different climatic environments. We analyzed the prospects and challenges for non-native tree species in Serbia according to elements of ecology, silviculture and climate change. We have used the strengths, weaknesses, opportunities, and threats approach in combination with analytic hierarchy process. We used preference data from opinion leaders in NNTSs in Serbia who have an intensive knowledge and experience in this area. Results reveal that strengths and treats in all three cases are dominant strategy in NNTSs. The analysis is based on data collected from a survey made throughout Serbia between December 2015 and June 2016. There were 28 respondents dealing with NNTSs in Serbia. Within-group analysis of preferences shows that faster adaptation to changing ecological conditions was the most important strength of NNTSs ecological characteristics with a priority score of 0.075. With a priority score of 0.1 replacements of native species of decreasing health condition was shown to be the major opportunity factor. The most serious weakness, with a factor priority score of 0.05, was invasiveness and possible disappearance of native tree species. The greatest problems of NNTSs in Serbia are: lack of experience in the silviculture of NNTS, non-visibility of the state to NNTSs, and degradation of tree physiological status and susceptibility to pathogens. Strengths are: faster adaptation to changing ecological conditions, good adaptive to local climate and biodiversity richness. In this study, we attempt to assess the effect of ecologic, silviculture and climate changes on NNTSs adoption decisions. We use the strengths, weaknesses, opportunities, and threats (SWOT) approach in combination with analytic hierarchy process (AHP) to achieve this task.

AB  - Težeći principu održivog razvoja ljudska populacija sve se više vraća prirodi i njenim izvorim vrednostima. Veliku pažnju privlače biorazgradivi proizvodi, proizvodi organskog porekla, koji ujedno imaju i epitet zdrave hrane, lekovito i aromatično bilje. Drvni i nedrvni šumski proizvodi (NDŠP) se pojavljuju kao proizvodi šumarstva, koji zadovoljavaju kriterijume ekološke proizvodnje i kao takvi se pojavljuju na tržištu u okviru malih i srednjih preduzeća usmerenih korišćenju ovih proizvoda, koji otvaraju mogućnost razvoja malog i srednjeg preduzetništva. Istraživanje je sprovedeno u cilju saznanja, koje se stiče pregledom relevantne dokumentacije kojom posluju preduzeća na području Republike Srpske, a koja je potrebna pri osnivanju preduzeća u Agenciji za posredničke, informatičke i finansijke usluge do dokumentacije koja se koristi za otkup, preradu i plasman drvnih i NDŠP. Predmet istraživanja je relevantna dokumentacija, koja se koristi prilikom otkupa, prerade i plasamana drvnih i NDŠP. Svrha rada je da se prikaže način poslovanja analiziranih preduzeća i predstavi model institucija, procedura i neophodna dokumentacija, koja se odnosi na otkup, preradu i plasman drvnih i NDŠP u Republici Srpskoj.
AB  - In accordance with the principle of sustainable development human population is increasingly returning to nature and its original values. Biodegradable products, products of organic origin are also known as healthy food, medicinal and aromatic plants. Wood and non-wood forest products (NWFPs) are forestry products that satisfy criteria of ecological production and as such appear on the market within small and medium-sized enterprises (SMEs) targeted use of these products, which opens the possibility of developing small and medium entrepreneurship. The aim of this research is the knowledge acquired in a survey of documents relevant for the business of selected enterprises in the Republic of Srpska, from the establishment of enterprises by the Agency for Intermediary, IT and Financial Services to documents applied in purchase, processing and sales of wood and NWFPs. The subject of this study are documents relevant for use in the purchase, processing and placement of wood and NWFPs. The purpose of this paper is to show the business method of analyzed enterprises and present the model of the institutions, procedures and documents referring to wood and NWFPs purchase, processing and placement in the Republic of Srpska.

AB  - The share of small and medium-sized enterprises (SMEs) is largely present in forestry, especially in the segment related to non-wood forest products (NWFPs) in Europe. They are also a dominant category in entrepreneurship in Serbia. Therefore, the subjects of this research were the companies operating in the sector of NWFPs, within specific statistical regions of Serbia. The database of SMEs was obtained from 119 SMEs and the share of surveyed SMEs was 81.5%. The main research method was two-step cluster analysis. Questionnaire was used for the purpose of the research. The aim of the research was to identify clusters in order to establish similarities within the defined clusters and the differences among them. Spatial distribution of specific categories of NWFPs in nature (mushrooms, medicinal and aromatic plants, honey and wild berries), contributed to the portfolio of the companies. This largely influenced clusters that are created by categories of products that are typical for certain statistical regions in Serbia.

Licitacije drveta na panju u okviru JP 'Srbijašume'

AB  - Šumski sortimenti mogu se prodavati na dva načina: 'na panju' (u dubećem stanju) i u obliku šumskih drvnih sortimenata. U radu su analizirane licitacije drveta na panju, u toku prve polovine 2016. godine realizovane u okviru JP 'Srbijašume'. Istraživanje je bazirano na sekundarnim podacima koji su generisani iz izveštaja JP 'Srbijašume'. Time su obuhvaćeni podaci koji se odnose na: količine drveta, početne licitacione i izlicitirane cene, efekte licitacije, broj učesnika na licitacijama kao i cenovnik za datu godinu. Najviše licitacija imalo je ŠG 'Šumarstvo' iz Raške sa sprovedenih 46 licitacija. Od ukupno 14 šumskih gazdinstava, koja su sprovele licitacije, polovina je imala više od 50% uspešno realizovanih partija, dva gazdinstva imala su tačno 50%, a pet gazdinstava imalo je manje od 50%. ŠG 'Niš' ima daleko najveći prihod od licitacija drveta u dubećem stanju, koji iznosi 26.082.926 dinara. Samo ŠG iz Užica i ŠG iz Prokuplja imali su efekat licitacije preko 10%. Najveći broj licitacija, čak 70, objavljen je u martu mesecu. Najveći broj partija ušao u šestu kategoriju po veličini, odnosno kategoriju gde je drvna zapremina iznosila od 300 do 500 m3. Šumska gazdinstva prilikom licitacione prodaje drveta na panju najčešće su prodavala ogrevno drvo tvrdih lišćara. Na bazi analiziranih podataka utvrđeno je postojanje linearne zavisnosti između početne i izlicitirane cene.

The paper analyzes auctions of wood 'on the stump', during the first half of 2016, realized within PE 'Srbijašume'. The research is based on secondary data, generated from the PE Srbijašume reports. These includes data relating to: quantities of wood, initial bidding and auctioned prices, bidding effects, number of bidders on bids and a price list for a analzyed year. FE 'Šumarstvo' from Raška had the most auctions with 46 bids held. Of the total of 14 forest estates that conducted auctions, half had more than 50% of successfully implemented parties, two estates had exactly 50%, and five estates had less than 50%. FE 'Niš' has the highest income from auctions of wood in the standing state, which amounts to 26.082.926 dinars. Only FE from Užice and FE from Prokuplje had a bidding effect of over 10%. The highest number of bids, as much as 70, was announced in March. Most of the lots entered the sixth category by size, i.e. the category where the wood volume ranged from 300 to 500 m3. Forest estates during the sale of the tree on the stump were mostly sold by wood of hardwoods. On the basis of the analyzed data, the existence of linear dependence between the initial and the auctioned price was determined.

Determination of the Optimal Financial Rotation Period in Poplar Plantations

AB  - Due to trends in the consumption of wood and particularly soft broadleaves, poplar cultivation has gained importance in Serbia and worldwide in the field of production, economics and environmental protection issues. The present study was performed to determine the optimal financial rotation lengths for hybrid poplar plantations (Populus Eurantericarta Gunier I-214) in a selected area of Serbia. The aim of this study is to apply the method of assessment and calculation of the optimal production cycle length in order to determine the optimal production cycle length of poplar plantations in the localities of Serbia from a financial standpoint. The selected discount rate for the calculation is 6% (close to the maximum recorded internal rate of yield in the observed compartments). It was concluded that the production cycle length of poplar in the study area ranges from 12-19 years, depending on the soil type. The longest rotation is obtained for humofluvisol (alluvial semigley). The estimation based on the NPVs critrrionetermined a desired optimal production cycle length of about 16 years.

Ključni ekonomski aspekti razvoja šumarstva na području Kolubarskog okruga

AB  - Kolubarski okrug prostire se u severozapadnom delu Srbije. Pod šumskim pokrivačem u Kolubarskom okrugu nalazi se 62.330 ha ili 25,3% teritorije. Od ukupne površine pod šumama, 18,7% je u državnom vlasništvu, a 81,3% su šume sopstvenika. Prosečna godišnja drvna masa koja se plasira iz šuma Kolubarskog okruga iznosi 60.000 m³ lišćara i 670 m³ četinara. Od ukupne količine posečene drvne mase bukva kao vrsta učestvuje u proseku sa 60%. Cilj istraživanja je da se utvrdi količina otkupa, plasmana kao i cena drvnih i nedrvnih šumskih proizvoda (NDŠP) na području opština Valjevo, Ub i Lajkovac. Svrha istraživanja je da se ispitaju i utvrde mogućnosti razvoja šumarstva, kao i malih i srednjih preduzeća koja su usmerena na korišćenje drvnih i NDŠP na teritoriji Kolubarskog okruga. Predmet istraživanja su: preduzeća koja posluju na ovom području, količine koje se otkupljuju i plasiraju, cene po kojima se proizvodi realizuju, kao i strateški dokumenti lokalnih samouprava, važni u ekonomskoj analizi. Istraživanjem sprovedenim na teritoriji Kolubarskog okruga obuhvaćeno je šest preduzeća. Opadajući trendovi plasmana tehničkog drveta sa prosečnom stopom rasta od - 20% i prostornog drveta sa prosečnom stopom rasta od - 12% iz privatnih šuma, kao i opadajući trend plasmana bukovih trupaca za rezanje prve klase sa prosečnom stopom rasta od - 10% ukazuju na to da je drvna zaliha u šumama iz godine u godinu sve manja i da se moraju preduzeti odgovarajuće mere radi popravljanja stanja. Na nedovoljnu iskorišćenost srneće divljači kao resursa ukazuju procenti realizacije planova odstrela i planiranih prihoda. Međutim, ima trendova rasta odstrela, sa prosečnom stopom rasta od 8% i plasmana mesa srneće divljači sa prosečnom stopom rasta od 9,9%.
AB  - The Kolubara district covers the north western part of Serbia. A total of 62,330 ha or 25.3% of the Kolubara district is forest covered. Out of the total forest area, app. 18.7% are state owned, and 81.3% are private forests. The average annual volume of wood that is exported from the forests of the Kolubara district is 60,000 m³ of hardwood and 670 m³ of softwood. In the total volume of harvested timber, beech as a species participates on average with 60%. The aim of the research is to determine the amount of the purchase, marketing/ placement and price of wood and non-wood forest products (NWFPs) in the municipalities of Valjevo, Ub and Lajkovac. The purpose of this research is to investigate and determine the possibilities for the development of forestry, as well as small and medium-sized enterprises, which are directed towards the use of wood and NWFPs in the are of Kolubara. The subjects of research are: companies that do business in this area, the quantities that are purchased and marketed, the prices at which the products are implemented, as well as strategic documents of local self-government, which are important for economic analysis. The research was conducted in the territory of the Kolubara District, and covers 6 companies. Decreasing trends in the placement of technical wood with an average growth rate of -20% and stacked wood with an average growth rate of -12% of private forests as well as the declining trend in placements of beech logs for cutting first class with an average growth rate of -10% indicate that the wood stocks in forests is each year less and that they must be taken appropriate steps to correct the situation. The inadequate utilization of roe deer, as a resource, point percentages of realized shooting plans and projected revenues. However, it is present growth trends of shooting, with an average growth rate of 8% and placement of roe deer meat, with an average growth rate of 9.9%.

AB  - Although non-wood forest products (NWFPs) are traditionally linked to local communities, they are becoming increasingly involved in the international trade. Identifying the multipurpose character of NWFP is contributed to intensifying their commercial exploitation. The increasing of global demand has enabled the enterprises from Serbia, in accordance with its capabilities, more oriented towards exports of final products of organic food. Fragmented non-standard production in the past, Serbia could not have a significant participation in foreign markets, however, the establishment of different forms of association with the implementation of standards, also including appropriate marketing activities, opportunities for the enterprises to expand significantly. In order to gain insight into the developmental tendencies of local enterprises involved in the purchase, processing and marketing of NWFPs, it has been conducted a survey in order to define trends in their placement. The purpose of this research has been to determine trends in the exports of certain types of raw and value added NWFPs, on the basis of the study samples located in Central Serbia. The goal of this article is to study marketing activities of chosen small and medium enterprises (SMEs) engaged in purchasing, processing and marketing of NWFPs, as well as presenting of current marketing activities of surveyed SMEs and providing of some recommendations for more efficient export in the sector. The main subject of the research is amounts of placed NWFPs in the foreign market. The applied methodology is based on the analysis of time series by trend, which defined the movement in amounts, realized on foreign markets and made projections of exports in the future. The primary method of this study was modelling, while the statistical techniques were used as a method of trend analysis, with the use of regression and correlation analyses. By this study it has been shown the role of efficient market activities in the surveyed enterprises, as one of the important instruments for achieving economic goals.

AB  - Poplars are fast-growing broadleaved tree species inhabiting river banks and sites with accessible water supplies. Vegetative propagation makes them suitable for establishing highly productive plantations along big rivers and in flooded plains. The production of large quantities of biomass provides a good substrate for various organisms. The aim of this study was to identify fungal species occurring in the poplar plantations in Serbia and to determine their frequency and role in decomposition of tree parts. Fifty species belonging to the divisions Ascomycota, Basidimycota and Deuteromycota as well as two species from Oomycota (the genus Phytophthora) were reported. Bark was the substrate for 27 species, 14 species were found on leaves and 9 species were wood-decaying fungi.
