AB  - Effectively combating climate change involves recognition of its negative
   environmental, economic and social impacts. Climate change governance
   requires the participation of stakeholders from different sectors, and the
   alignment of their interest and influence in the decision-making
   process. This paper aims to determine the attitudes of respondents towards
   the existence of climate change and assess their negative impact on
   forestry, forest ecosystems and protected areas. In addition, the goal is to
   identify differences in the assessment of interest and influence between
   stakeholders in climate change governance in selected forest regions and
   national parks in Serbia. Primary data were collected through interviews (103
   in total), in the period from March 2017 to July 2019, with representatives
   of organizations from the public and civil sector, who deal with issues of
   forestry, nature conservation and climate change. Respondents believe that
   climate changes have a negative environmental, social and economic impact on
   forestry, forest ecosystems and protected areas. It was found that there are
   differences in interest and influence in climate change governance between
   stakeholders, regardless of sectoral affiliation. In addition, stakeholder
   influence assessments were found to be lower than interest in climate change
   governance. Opportunities for enhancing stakeholder interest and influence in
   climate change governance have been proposed.

Critical success factors of small and medium enterprises in forestry and wood industry in the južnokučajsko forest region

AB  - SUMMARY Contractors for forest services play an important role in the forestry sector and, nowadays, are a common model of performing activities in forests. In addition, they represent a link between forest owners and enterprises within the wood industry. This research aims to study the characteristics of small and medium enterprises (SMEs) in the forestry and wood industry and the organization of their business processes in the Južnokučajsko forest region (JKFR), as internal critical success factors. JKFR was chosen because it has a high forest cover, a large share of privately owned forests, and the largest primary wood processing company in East Serbia is located within the region and developed furniture industry. Data were collected by conducting surveys with 43 representatives of SMEs from the forestry, primary and final wood processing sectors, which operate on the territory of JKFR. The following internal critical success factors are analysed: characteristics of the enterprises and organization of business processes. The results show that most of the forestry and wood industry enterprises were established after 2000. All enterprises from the forestry and primary wood processing sector belong to the category of micro-enterprises, while 14% of final wood processing enterprises belong to the category of small, and the rest to micro-enterprises. The largest number of SMEs in forestry (77.8%) perform activities in state forests, and 66.7% in private forests. Around ½ SMEs in forestry perform work without long-term contracts with other enterprises. However, most (88.9%) of these enterprises perform forest work independently (using their own machinery). Primary wood processing enterprises most often procure raw materials from private forest owners (77.8%), and final wood processing enterprises from sawmills (78.6%). Most wood industry enterprises have their own processing facilities, while others perform processing in cooperation with other enterprises. The most frequent buyers of products from primary processing enterprises are individuals, while most (78.6%) of final wood processing enterprises sell products through retail.

Climate Change Governance in Forestry and Nature Conservation in Selected Forest Regions in Serbia: Stakeholders Classification and Collaboration

AB  - Climate change, with various economic, environmental and social consequences, is one of the greatest challenges faced by society. Climate change governance in forestry and nature conservation includes developing joint activities and collaboration among stakeholders that combine different interests, influences and competences at national, regional and local levels. This research aims to classify climate change stakeholders within the forestry and nature conservation sectors in Serbia. They are classified according to their interests and perceived influences. We analyze factors impacting the development of different areas for the collaboration by combining stakeholder analysis and social network analysis. A total of 103 representatives of civil society and public sector organizations in forestry and nature conservation at different governance levels with expertise in climate change participated in the survey. The results show that most civil sector organizations are distributed in the 'subject' quadrant with lower perceived influence and are not well interconnected. Seven different areas for the collaboration were identified, with disconnected stakeholders and limited representation and mostly peripheral position of civil society organizations (except in the case of the area for the collaboration through workshop and seminars knowledge exchange). The analyzed factors have different positive and negative effects on the development of the different areas for the collaboration, with the frequency of contacts standing out as a significant factor of collaboration at the level of the whole collaboration network. There is a strong indication of a centralized, top-down approach to climate change governance in forestry and nature conservation in Serbia. Multilevel and horizontal stakeholder governance is needed to achieve effective implementation of strategic climate-change policy commitments. The most important step to achieve such a structure is the empowerment of local-level organizations in climate change collaboration.

AB  - U radu je izvršena analiza regulatornih okvira (strategija i zakona) u oblasti zaštite prirode i šumarstva u odabranim državama centralne i jugoistočne Evrope, odnosno mera i aktivnosti za upravljanje zaštićenim područjima u uslovima klimatskih promena. Cilj istraživanja je utvrđivanje prisutnosti različitih mera i aktivnosti u strategijama i zakonima o zaštiti prirode i zakona o šumama, kao i njihovo sistematizovanje i poređenje. Analiza je izvršena za 5 država: Nemačka (savezna pokrajina Baden-Virtemberg), Slovenija, Hrvatska, Srbija, Bosna i Hercegovina (Republika Srpska). Može se zaključiti da postoji različit stepen zastupljenosti posmatranih mera i aktivnosti za upravljanje zaštićenim područjima u regulatornim okvirima odabranih država. U strategijama i zakonima iz oblasti zaštite prirode, prepoznaje se veći broj mera i aktivnosti za upravljanje zaštićenim područjima u odnosu na sektor šumarstva. Takođe, postoji i jasna razlika između država koje su članice Evropske unije i onih koje to nisu, a i između samih država članica. Prepoznate su i aktivnosti koje su nedovoljno ili slabo zastupljene, kako u zaštiti prirode, tako i u šumarstvu.
AB  - The paper analyses regulatory frameworks (strategies and laws) in the field of nature conservation and forestry, i.e. measures and activities for managing protected areas under climate changes in selected countries of central and Southeast Europe. This research aims to identify the presence of different measures and activities in strategies and laws on nature conservation and forestry, as well as their systematization and comparison. The analysis has been conducted for 5 countries: Germany (the federal state of Baden-Württemberg), Slovenia, Croatia, Serbia, Bosnia and Herzegovina (the Republic of Srpska). It can be concluded that the level of representation of observed measures and activities for managing protected areas differs within the regulatory frameworks of the selected counties. Within the strategies and laws on nature conservation, it can be noticed that they comprise a larger number of measures and activities for managing protected areas than in the field of forestry. Additionally, there is a clear distinction between the European Union member states and those who are not members. Some activities are insufficiently or barely implemented in both nature conservation and forestry.

AB  - Mala i srednja preduzeća (MSP), veoma često nemaju kapacitete da samostalno ispune sve zahteve koje postavlja tržište, zbog čega teže međusobnoj saradnji i poslovnom povezivanju. Cilj istraživanja je utvrđivanje stavova predstavnika MSP u šumarstvu i drvnoj industriji o saradnji i poslovnom povezivanju na Južnokučajskom šumskom području (JKŠP). U radu su primenjene metode analize i sinteze, komparativna i statistička metoda. Primarni podaci su prikupljeni u dve faze. Najpre su sprovedene ankete sa 43 predstavnika MSP u šumarstvu i drvnoj industriji, koja posluju na teritoriji JKŠP. Nakon toga, u drugoj fazi, obavljeni su intervjui sa predstavnicima liderskih preduzeća (šest ispitanika), institucija i organizacija iz javnog sektora (tri ispitanika) i poslovno-stručnih i interesnih organizacija (jedan ispitanik). Rezultati istraživanja ukazuju da većina MSP u šumarstvu (78,9%), primarnoj (60%) i finalnoj preradi drveta (92,9%) sarađuje sa drugim preduzećima. Najčešći oblici saradnje su zajednički nastup na tržištu, i saradnja kroz otkup sirovine. Ipak, u pogledu poslovnog povezivanja, rezultati ukazuju da nijedno od analiziranih preduzeća nije član nekog udruženja. U odnosu na saradnju sa nadležnim institucijama i organizacijama, utvrđeno je da kod većine preduzeća nije prisutna. Na osnovu sprovedenih analiza, može se zaključiti da postoji podrška primeni predloga koji se odnosi na osnivanje udruženja MSP u šumarstvu i drvnoj industriji. Takođe, ispitanici su saglasni da je potrebno unaprediti i saradnju sa nadležnim institucijama i organizacijama, kroz povećanje informisanosti MSP u šumarstvu i drvnoj industriji o njihovim aktivnostima i programima rada.

This research aims to determine the attitudes of SME representatives in the forestry and wood industry towards cooperation and business networking in the Južnokučajsko forest region (JKFR). The paper uses methods of analysis and synthesis, comparative and statistical methods. Primary data were collected in two phases. At first, surveys were conducted with 43 representatives of SMEs in the forestry and wood industry, which operate on the territory of JKFR. After that, in the second phase, interviews were conducted with representatives of leading enterprises (six respondents), institutions and organizations from the public sector (three respondents) and business-professional and interest organizations (one respondent). The results of the research indicate that the majority of SMEs in forestry (78.9%), primary (60%) and final wood processing (92.9%) cooperate with other enterprises. The most common forms of cooperation are joint appearance on the market, and cooperation through the purchase of raw materials. However, in terms of business networking, the results indicate that none of the analysed enterprises is a member of an association. Regarding the cooperation with the competent institutions and organizations, it was determined that it is not present in most enterprises. Based on the conducted analyses, it can be concluded that there is support for the implementation of the proposal related to the establishment of SME associations in the forestry and wood industry. Also, respondents agree that it is necessary to improve cooperation with relevant institutions and organizations, by increasing the awareness of SMEs in the forestry and wood industry about their activities and work programs.

AB  - U upravljanju zaštićenim područjima (ZP), jedno od najkompleksnijih pitanja je obezbeđenje adekvatnih finansijskih sredstava. Upravljači ZP u Srbiji mogu obezbediti njihovo finansiranje iz više različitih izvora: budžeta kroz dodeljivanje subvencija, naknada za korišćenje ZP, prihoda ostvarenih u obavljanju delatnosti i upravljanju, sredstava obezbeđenih za realizaciju projekata, donacija, poklona, pomoći i dr. Javno preduzeće (JP) "Vojvodinašume" je upravljač 16 i korisnik 19 ZP na teritoriji Vojvodine. U okviru ovog rada definisana su dva cilja istraživanja. Prvi cilj se odnosi na utvrđivanje statistički značajne razlike u izvorima subvencija prema odabranim ZP, a to su specijalni rezervati prirode: "Obedska bara", "Koviljsko-petrovaradinski rit", "Bagremara", "Gornje Podunavlje" i "Deliblatska peščara". Drugi cilj se odnosi na utvrđivanje postojanja statistički značajne razlike u oblastima subvencionisanja, u odnosu na odabrana ZP. U radu su korišćeni interni podaci JP "Vojvodinašume", za period 2009-2019. godine. Istraživanjem je utvrđeno da su najvažniji izvori subvencija za posmatrana ZP sredstva iz republičkog i pokrajinskog budžeta. U odnosu na oblasti subvencionisanja, najviše sredstava je izdvojeno za praćenje i unapređenje stanja ZP, čime se JP "Vojvodinašume" opredelilo za aktivni pristup zaštiti prirode.
AB  - One of the most complex issues in a protected area (PA) management is the provision of adequate financial resources. Managers of PAs in Serbia are financed from several different sources: budget through the allocation of subsidies, fees for the PAs use, revenues generated through the business operating and management, funds provided for project implementation, donations, gifts, AIDS, etc. Public enterprise (PE) "Vojvodinašume" is the manager of 16 and the user of 19 PAs in the territory of Vojvodina. In this paper, two research goals are defined. The first goal refers to the determination of a statistically significant difference in the sources of subsidies according to the selected PAs, and those are special nature reserves: "Obedska bara", "Koviljsko-petrovaradinski rit", "Bagremara", "Gornje Podunavlje" and "Deliblatska peščara". The second goal is the determination of a statistically significant difference in the areas of subsidising, related to the selected PAs. In this paper, PE "Vojvodinašume" internal data for the period 2009-2019 were used. The research has determined funds provided by the national and provincial budgets as the most important sources of subsidies for the observed PAs. Concerning the areas of subsidising, most of the funds were allocated for the monitoring and improvement of the PAs conditions, which determined PE "Vojvodinašume" for taking an active approach to nature conservation.

AB  - In the last two decades, attention on forests and ownership rights has increased in different domains of international policy, particularly in relation to achieving the global sustainable development goals. This paper looks at the changes in forest-specific legislation applicable to regular productive forests, across 28 European countries. We compare the legal framework applicable in the mid-1990s with that applicable in 2015, using the Property Rights Index in Forestry (PRIF) to measure changes across time and space. The paper shows that forest owners in most western European countries already had high decision-making power in the mid-1990s, following deregulation trends from the 1980s; and for the next two decades, distribution of rights remained largely stable. For these countries, the content and direction of changes indicate that the main pressure on forest-focused legislation comes from environmental discourses (e.g. biodiversity and climate change policies). In contrast, former socialist countries in the mid-1990s gave lower decision-making powers to forest owners than in any of the Western Europe countries; over the next 20 years these show remarkable changes in management, exclusion and withdrawal rights. As a result of these changes, there is no longer a clear line between western and former socialist countries with respect to the national governance systems used to address private forest ownership. Nevertheless, with the exception of Baltic countries which have moved towards the western forest governance system, most of the former socialist countries still maintain a state-centred approach in private forest management. Overall, most of the changes we identified in the last two decades across Europe were recorded in the categories of management rights and exclusion rights. These changes reflect the general trend in European forest policies to expand and reinforce the landowners' individual rights, while preserving minimal rights for other categories of forest users; and to promote the use of financial instruments when targeting policy goals related to the environmental discourse.

AB  - In this paper, we start with the assumption that employee innovativeness cannot be observed without the in-fluence of an intrapreneurial climate. We test this relationship and its effects in public forest enterprises (PFEs). The theoretical framework is based on the intrapreneurship concept. A model for testing the influence of an intrapreneurial climate on employee innovativeness was designed. The model consists of two constructs: the intrapreneurial climate and employee innovativeness. The first construct consists of the following 8 dimensions: work autonomy, professional training, business environment, managerial support, entrepreneurial attitudes and motives, reward system, working time availability and flow of information. Employee innovativeness was de-fined as the willingness and propensity of employees to recognize innovative ideas for products and services or processes or a new organizational method in the business practices of an enterprise. The instrument for mea-suring the intrapreneurial climate and employee innovativeness is called the Forestry Intrapreneurship Innovativeness Instrument (FIII). Data were collected through a survey questionnaire with 137 employees of 4 PFEs in Serbia. The FIII was tested for reliability, and good overall reliability was determined (alpha = 0.88). Correlation and multiple regression analyses were employed. Employee innovativeness is positively influenced by entrepreneurial attitudes and motives and the business environment, among all of the other intrapreneurial climate dimensions. The intrapreneurial climate is characterized by a positive correlation among managerial support, the reward system and the work autonomy of employees. Managers in PFEs could use this finding to create and foster an organizational climate that is able to stimulate the transition of an idea into goods or services.

AB  - This study represents the first attempt to operationalize a novel methodological approach that couples the expanded business model canvas (BMC) with an analytical evaluation of business model items and incorporates context-intervention-mechanism-outcome logic (CIMO-logic). We applied the designed methodology to analyse ten forest-related business models in eight European countries. This study aims to enhance the understanding of the challenges and opportunities generated by changing forest ownership due to the use of new business models. The adopted procedures both enhance the understanding of existing business models and the associated mechanisms and suggest improvements for existing business models. In other words, these procedures facilitated the understanding of business model dynamics. The changing operational environment forces the traditional forestry industry to adapt, and the analysed European cases indicate that business system innovations should always be considered to meet consumers' needs. The analysed business models are mostly grounded on traditional forestry and mainly include either new services or organizational improvements. The analysed business models introduce new organizational channels for reaching customers, satisfying new customer needs, targeting unique customers, reducing transaction costs, and improving customer relationships.

AB  - Global environmental and ecological problems such as climate change and other related issues (e.g. biodiversity losses) do not recognize state boundaries. Therefore, intentions to address these problems require a multi-actor, multi-sector and multilevel approach. The concept that enables joint effort against these problems implies an active participation of all stakeholders, establishes the rules for shared responsibilities and strives to make efficient and effective procedures for addressing these issues is known as "governance" (Mutabzija, 2012). Climate change and occurance of extreme events are presenting a threat to the natural resources, exposing the vulnerabilities of current resource governance regimes, including also forestry and nature conservation. The occurance of extreme events in last several years thretened the natural resources and impacted the forestry sector in all four selected countries of Southeast Europe (Bosnia and Herzegovina, Croatia, Serbia, and Slovenia). This has provided a further arguments for understanding the institutional framework for climate change governance in forestry and nature conservation as important element in dealing with uncertanties posed by the climate change challenges on natural resources. Hence, the aim of the paper is to examine the institutional frameworks of forestry and nature conservation, as well as the attitudes of respondents about the competences of the relevant institutions and organizations, to identify the need to improve the existing framework and to evaluate their interests and impacts in climate change governance. In this research were used individual, structured interviews as a research technique in collecting the primary data. The questionnaire consisted of 22 questions, divided into 5 groups. For the purposes of this paper, responses to questions related to institutional frameworks for climate change governance in forestry and nature conservation are analyzed. The sample consisted of 29 representatives (Federation of Bosnia and Herzegovina - 8, Croatia - 6, Serbia - 10, Slovenia - 5) from public administrations and services in forestry and nature conservation, enterprises and organization for forest and protected area management, educational and research organizations, and non-governmental organizations. The respondents were selected by judgemental sampling. Current institutional framework for climate change governance comprises of various institutions and organizations in all analyzed countries (Table 1). In selected countries, there is a clear division of responsibilities between public administration institutions in forestry and nature conservation (these institutions are directly or indirectly are related to forestry). There is a number of common primary objectives within the given competencies common to the same organizational category (Table 2), in all four countries. Despite current institutional and organizational variaty and competency alignment between different institutions and organizations, there is a need for further improvement of institutional framework for climate change governance through cooperation and coordination, accross different sectors, institutions and organizations, as stated by the respondents attittudes (Table 3 and 4). Respondents attitudes towards the interest and influence of institutions/organizations on climate change governance are mostly showing a visible interest but indicating challenges in providing suitable inflluence (Table 5). Also, visible discrepancy in assessment of the interest and influence of institutions and organizations on climate change governance is between the respondents from Slovenia and Croatia at one side and respondents from Federation of Bosnia and Herzegovina and Serbia at the other side, indicates differences in inclusion of climate change challenges accross different competency levels. Regardless of the category of institutions and organizations, the respondents recognized the importance of the investigated issues and they assessed its interest as "high" and "very high" (Table 6). Further development of suitable institutional frameworks for climate change governance in forestry and nature conservation needs additional attention especially in the field of multilevel coordination between different actors and their activities, as well as the acknowledgment of potentially significant influence forestry sector might have in climate change governance.

AB  - U skladu sa Zakonom o nacionalnim parkovima (NP) iz 2015. God., upravljač ima obavezu da sarađuje sa zainteresovanim stranama (ZS) na području NP. Cilj rada je dolazak do saznanja o stavovima predstavnika Javnog preduzeća "NP Đerdap" i Javnog preduzeća "NP Kopaonik" i ZS na području ova dva NP, u vezi sa postojećom saradnjom, kao i mogućnostima za njeno unapređenje. Primarni podaci su prikupljeni u dve faze. U prvoj fazi, sprovedene su ankete sa 52 predstavnika ZS iz javnog, privatnog i civilnog sektora sa područja oba NP i intervjui sa 9 predstavnika upravljača NP. U drugoj fazi, sprovedeni su intervjui sa 16 predstavnika ZS, 2 predstavnika upravljača NP i 2 eksperta (predstavnici institucija i organizacija, čije su poslovne aktivnosti, direktno ili indirektno, povezane sa problematikom upravljanja zaštićenim područjima). Predstavnici upravljača NP ističu da imaju saradnju sa ZS iz javnog, privatnog i civilnog sektora i naglašavaju da su zadovoljni tom saradnjom, ali i da postoji zainteresovanost da se ona unapredi. Većina predstavnika ZS sa područja NP Đerdap (92,6%) i NP Kopaonik (76,0%) je istaklo da su zadovoljni radom upravljača. Pored toga, imaju i saradnju sa ostalim ZS na području NP, ali su zainteresovani za njeno unapređenje. Predlozi se odnose na veće informisanje i edukaciju ZS, njihovo udruživanje i zajednički rad na projektima.
AB  - In accordance with the Law on National Parks (NP) from 2015, the manager is obliged to cooperate with the stakeholders in the area of NP. The aim of the paper is to determine the attitudes of the representatives of the Public Enterprise "NP Đerdap" and Public Enterprise "NP Kopaonik" and stakeholders in the area of these two NPs, towards the existing cooperation, as well as the possibilities for its improvement. Primary data were collected in two phases. In the first phase, 52 stakeholders' representatives from the public, private and civil sectors from the areas of both NPs were surveyed and 9 representatives of the NP managers were interviewed. In the second phase, interviews were conducted with 16 stakeholders' representatives, 2 representatives of NP managers and 2 experts (representatives of institutions and organizations, whose business activities are directly or indirectly related to the management of protected areas). Representatives of NP managers emphasize that they have cooperation with stakeholders from the public, private and civil sectors. They are satisfied with this cooperation, but also have the interest to improve it. Most stakeholders' representatives from the area of NP Đerdap (92.6%) and NP Kopaonik (76.0%) noted that they are satisfied with the managers' work. They also have cooperation with other stakeholders in the NP area, but they are interested in improvement. Proposals refer to sharing more information and education of stakeholders, establishing of their association and joint work on projects.

abstract = "U skladu sa Zakonom o nacionalnim parkovima (NP) iz 2015. God., upravljač ima obavezu da sarađuje sa zainteresovanim stranama (ZS) na području NP. Cilj rada je dolazak do saznanja o stavovima predstavnika Javnog preduzeća "NP Đerdap" i Javnog preduzeća "NP Kopaonik" i ZS na području ova dva NP, u vezi sa postojećom saradnjom, kao i mogućnostima za njeno unapređenje. Primarni podaci su prikupljeni u dve faze. U prvoj fazi, sprovedene su ankete sa 52 predstavnika ZS iz javnog, privatnog i civilnog sektora sa područja oba NP i intervjui sa 9 predstavnika upravljača NP. U drugoj fazi, sprovedeni su intervjui sa 16 predstavnika ZS, 2 predstavnika upravljača NP i 2 eksperta (predstavnici institucija i organizacija, čije su poslovne aktivnosti, direktno ili indirektno, povezane sa problematikom upravljanja zaštićenim područjima). Predstavnici upravljača NP ističu da imaju saradnju sa ZS iz javnog, privatnog i civilnog sektora i naglašavaju da su zadovoljni tom saradnjom, ali i da postoji zainteresovanost da se ona unapredi. Većina predstavnika ZS sa područja NP Đerdap (92,6%) i NP Kopaonik (76,0%) je istaklo da su zadovoljni radom upravljača. Pored toga, imaju i saradnju sa ostalim ZS na području NP, ali su zainteresovani za njeno unapređenje. Predlozi se odnose na veće informisanje i edukaciju ZS, njihovo udruživanje i zajednički rad na projektima., In accordance with the Law on National Parks (NP) from 2015, the manager is obliged to cooperate with the stakeholders in the area of NP. The aim of the paper is to determine the attitudes of the representatives of the Public Enterprise "NP Đerdap" and Public Enterprise "NP Kopaonik" and stakeholders in the area of these two NPs, towards the existing cooperation, as well as the possibilities for its improvement. Primary data were collected in two phases. In the first phase, 52 stakeholders' representatives from the public, private and civil sectors from the areas of both NPs were surveyed and 9 representatives of the NP managers were interviewed. In the second phase, interviews were conducted with 16 stakeholders' representatives, 2 representatives of NP managers and 2 experts (representatives of institutions and organizations, whose business activities are directly or indirectly related to the management of protected areas). Representatives of NP managers emphasize that they have cooperation with stakeholders from the public, private and civil sectors. They are satisfied with this cooperation, but also have the interest to improve it. Most stakeholders' representatives from the area of NP Đerdap (92.6%) and NP Kopaonik (76.0%) noted that they are satisfied with the managers' work. They also have cooperation with other stakeholders in the NP area, but they are interested in improvement. Proposals refer to sharing more information and education of stakeholders, establishing of their association and joint work on projects.",

AB  - Do sada sprovedenim istraživanjima u Srbiji je utvrđeno uvećanje šteta u šumama od prirodnih nepogoda, kao i uvećanje učešća u ukupnim šumskim štetama uz njihovu teritorijalnu neujednačenost. Cilj istraživanja je utvrđivanje trenda kretanja broja i površine šteta, površine šteta po jednom štetnom događaju, kao i prognoze kretanja šteta nastalih usled štetnog dejstva vode, vetra i požara u odabranim šumskim područjima u Srbiji. U istraživanju je korišćena metoda modelovanja, a primenjene su i metoda analize trenda, regresiona i korelaciona analiza, kao i posebne metode. Rezultati istraživanja ukazuju da postoje razlike u trendovima kretanja šteta pojedinačnih štetnih faktora, uz uglavnom rastući trend kretanja šteta nastalih usled dejstva vode i vetra opadajući trend kretanja šteta nastalih usled dejstva požara, ali i porast obima šteta nastalih usled dejstva sva tri štetna faktora.
AB  - The research carried out in Serbia so far revealed an increase in forest damages from natural hazards, as well as increased share in total forest damages with their territorial inequality. This research aims to determine the trend in the number and area of damages, the area of damages per one harmful event, and the prognosis of damages caused by the harmful effects of water, wind and fire in selected forest regions of Serbia. A modelling method was used as a basic scientific method, with an application of trend regression and correlation analysis and other specific methods.The results of the research indicate that there are differences in the trends per harmful factor. An increasing trend is visible with the damages caused by the effects of water and wind but also in the extent of damages caused by all three detrimental factors. A decreasing trend is noticeable only for the damages caused by fire.

AB  - The financing of protected area (PA) management includes the interaction of different actors that are involved in the process of management and financing, i.e., from the management framework to the mechanisms of financing. The management framework sets the basic preconditions for PA management, while the mechanisms of financing represent the ways of financing PAs based on the long-term and sustainable conditions. The management of PAs in Serbia has mostly been done by public enterprises (PE). It was given to non-governmental organizations (NGO) for the first time in the late 1990s. Today, the management is carried out by different managers from the public sector (PS) to the private sector (PrS). This research deals with different financing mechanisms present in PAs in Serbia. Additionally, it deals with the differences in the financing between different management actors (MA) in order to establish the best financing practices in the PA management system in Serbia. The results indicate that public enterprise "Srbijasume" (PES) has the lowest average number of financial sources, unlike public enterprise "Vojvodinasume" (PEV). Regarding the average amount of financing, other managers from the public sector (OPS) have the largest amount of financing, while other public enterprises (OPE) record the smallest amount of their own financing. In order to improve the use of mechanisms for the PA management system financing, additional training for the use of funds is proposed at national and international level, as well as external, i.e., additional engagement of agencies that would prepare projects at international level. It is also proposed to establish a specific mechanism - a fund intended for nature protection.

AB  - Šumski ekosistemi u Srbiji trpe svake godine velike štete, usled negativnog uticaja vode, vetra i požara, čiji su uzrok klimatske promene. U tom smislu, cilj istraživanja je utvrđivanje stepena ugroženosti pojedinih šumskih područja od navedenih uticaja, kao i formiranje rangova i grupa šumskih područja, i indeksa njihove ugroženosti. U skladu sa tim, metodom klaster analize izvršeno je grupisanje šumskih područja u odnosu na dva kriterijuma (broj šteta i oštećena površina), što je poslužilo da se izračuna i indeks njihove ugroženosti po oba kriterijuma. Na taj način, izdvojene su tri grupe šumskih područja: jako, srednje i slabo ugrožena. Najveći indeks ugroženosti u odnosu na zahvaćenu površinu imaju Rasinsko i Tarsko šumsko područje (I UPP=6), dok u grupu slabo ugroženih spadaju Šumadijsko, Južnokučajsko, Gornjeibarsko, Timočko, Topličko i Niško, sa I UP=3. Rezultati ovih istraživanja, mogu se koristiti za kvalitetniji monitoring (praćenje i kontrola), njihovu prevenciju i reagovanje, ukoliko dođe do pojave štetnih događaja.
AB  - Forest ecosystems in Serbia suffer great damages each year due to the negative effects of water, wind and fires, which are caused by climate change. In this sense, the aim of the research is to determine the degree of threat from the effects of water, wind and fires for selected forest regions, as well as to form ranks and groups of forest regions, and their threat indexes. Through cluster analysis method, forest regions are grouped based on two criteria (number of damage and damaged area), in order to calculate their threat index. In this way, three groups of forest regions were identified: considerably, moderately, and slightly threatened. Rasinsko and Tarsko forest region (I UP=6) have the highest threat index in relation to the affected area. Šumadijsko, Južnokučajsko, Gornjeibarsko, Timočko, Topličko and Niško, with I UP=3 belong to the group of slightly threatened areas. The results of these studies can be used for achieving better quality of monitoring and control), prevention and response, should any harmful event occur.

AB  - Protected area (PA) is a clearly defined geographical space, recognized, dedicated and managed through legal or other effective means to achieve the long-term conservation of nature with associated ecosystem services and cultural values. Organization of protected areas management represents a complex system of different actors that work with each other and different structures and procedures. Therefore, the organization of protected areas management is viewed from a systematic perspective that involves external and internal environments which need to be considered in the process of decision-making. The long-term sustainable management of PAs is defined through three objectives that include conservation, education and recreation, and strengthening of local communities. The organization of National park (NP) and Nature Park (NrP) management includes several functions from the executive management of PAs, through evaluation, protection and conservation of PAs, to technical maintenance of PAs. The main research objective was to study and define the organization of PA management within the defined groups of PA managers in Serbia and examine differences in the PA management in Serbia. The specific research questions to be answered were: (i) how PA management is organized in the field, (ii) what are the differences in the implementation of management documents and (iii) what are the differences in the cooperation with different stakeholders.

The specific research questions to be answered were: (i) how PA management is organized in the field, (ii) what are the differences in the implementation of management documents and (iii) what are the differences in the cooperation with different stakeholders.",

AB  - In this chapter is analysed the institutional framework for conservation of forest genetic resources (FGR) in Serbia, i.e. institutions and organizations responsible for this issue at the republic level. The results show that a number of institutions and organizations are involved in conservation work. The top institutions of public administration are the Ministry of Agriculture, Forestry and Water Management (through the work of the Directorate for Forests) and the Ministry of Environmental Protection (through the work of the Sector for Nature Protection and Climate Change). The public service for nature conservation is responsible for the support and control in the performance of professional activities. The public enterprise for state forests management and public enterprises for management of national parks, as well as other organizations, including non-governmental organizations, are responsible for the implementation of professional activities on FGR conservation. The work of educational and research institutions in relation to the conservation of FGR is done through different projects and programs, at the national and regional level. In most cases, the competencies of institutions and organizations do not relate exclusively to the FGR conservation but also include other activities. Conservation of FGR is a primary objective within the competence of public administration in forestry and nature conservation (competent ministries); public service in nature conservation; public enterprises in forestry and nature conservation; educational and research organizations. Bearing in mind a wide range of the institutional framework, it is necessary to build and implement a policy of cross-sectoral dialogue for successful implementation of FGR conservation activities. Although the conducted analysis did not show any no overlapping of the competencies of institutions and organizations, continuous cooperation and information exchange is necessary.

AB  - Private forests are widespread in Europe providing a range of ecosystem services of significant value to society, and there are calls for novel policies to enhance their provision and to face the challenges of environmental changes. Such policies need to acknowledge the importance of private forests, and importantly they need to be based on a deep understanding of how property rights held by private forest owners vary across Europe. We collected and analysed data on the content of property rights based on formal legal requirements existing in 31 European jurisdictions. To allow a comparison across jurisdictions, we constructed an original Property Rights Index for Forestry encompassing five rights domains (access, withdrawal, management, exclusion and alienation). We documented substantial variation of the private forest owners' rights, and notably to i) make decisions in operational management and the formulation of management goals, ii) withdraw timber resources from their forest, and iii) exclude others from the use of forest resources. We identified broad relations between the scope for decision making of private forest owners and jurisdictions' former socio-political background and geographical distribution. The variation in the content of property rights has implications for the implementation of international environmental policies, and stresses the need for tailored policy instruments, when addressing European society's rural development, the bioeconomy, climate change mitigation measures and nature protection strategies.

AB  - The procurement process is of great importance for the business success of
   the company. The effectiveness of a business depends to a great extent on
   the ability to use the environment in the procurement of resources necessary
   for functioning. The aim of the research is to identify the main problems in
   forest management in the South Morava Forest Area (SMFA), in the production
   and sales of beech roundwood, as well as to determinate the characteristics
   of the companies and the organization of the raw materials procurement
   process. The data were collected in the period 2014- 2017, by surveying 13
   representatives of small and medium enterprises and 1 large company and
   interviewing 5 employees of Forest Estate “Vranje” (Public enterprise
   „Srbijašume“). The current situation in the SMFA is characterized by an
   unfavourable structure of beech coppice forests, inadequate forest openness
   and low wood mobilization from private forests. Analyzed companies are,
   mostly, micro and small (79.0%), founded (64.3%) less than 10 years ago, and
   50% of them are engaged in sawmill and wood processing. All companies
   purchase and use beech technical roundwood. Wood raw material is purchased
   from the public and private sectors. Transport of raw materials is carried
   out through intermediaries (92.9%) and on “bad” and “very bad” (71.0%)
   infrastructure. However, the majority (92.9%) of them are “partially
   satisfied” and “satisfied” with the quantity and quality of delivered raw
   materials. There is a significant presence (86.0%) of enterprises, which, in
   addition to technical roundwood, procure and use other wood products
   (fibreboards and other reproduction materials) from suppliers from other
   regions. Based on the analysis of all collected data, places for improvement
   of wood raw materials procurement and the weaknesses of existing supply
   chains have been defined, as well as the proposals for improving the

AB  - Na proces uspostavljanja zaštićenih područja u Srbiji uticale su određene društveno-ekonomske promene u periodu posle II svetskog rata, koje su rezultirale konstantnim uvećanjem površine zaštićenih područja i promeni tipa upravljača. Zbog toga, ovo istraživanje se bavi analizom kretanja veličine uspostavljenih zaštićenih područja, preko prosečnih godišnjih apsolutnih promena i prosečnih godišnjih eksponencijalnih stopa rasta. Ovi elementi su značajni zbog procene budućeg rasta zaštićenih područja u javnom i privatnom sektoru, kao i za definisanje potrebnih mera za sprovođenje zadatih ciljeva.
AB  - The process of establishing protected areas in Serbia has been influenced by specific social-economic changes in period after World War II, which have resulted in constant growth of protected area surface and changes in protected area type of manager. Because of that, this research analysis changes in the area of established protected area, through average annual absolute change and average annual exponential growth rate. These elements are important because of estimation of the future growth of protected areas in public and private sectors, as well as for defining the necessary measures for the implementation of defined goals.

AB  - Ublažavanje negativnih efekata klimatskih promena predstavlja odgovornost brojnih institucija i organizacija u Srbiji, na različitim nivoima upravljanja, pa je, samim tim, neophodno da one između sebe i sa drugim zainteresovanim stranama, sarađuju. Cilj rada je utvrđivanje postojanja saradnje u ublažavanju negativnih efekata klimatskih promena u šumarstvu i zaštiti prirode, na različitim nivoima upravljanja u Srbiji. Primarni podaci su prikupljeni u periodu novembar 2016. - mart 2017. god., sprovođenjem 34 intervjua, sa predstavnicima institucija i organizacija u šumarstvu i zaštiti prirode na nacionalnom, regionalnom i lokalnom nivou upravljanja, koje se bave pitanjima u vezi sa ublažavanjem negativnih efekata klimatskih promena. Korišćena su tri upitnika (za svaki nivo posebno), sastavljena od pet grupa pitanja. Ustanovljeni su različitih oblici saradnje na različitim nivoima upravljanja, kroz razmenu informacija i edukaciju, razmenu mašina i opreme, finansijsku saradnju i dr. Međutim, na nacionalnom nivou, ne postoji sistemski organizovan proces izveštavanja između institucija u vezi sa pitanjem klimatskih promena, kao ni na regionalnom nivou. Na lokalnom nivou, postoji delimično uspostavljen sistem saradnje između nacionalnog nivoa i lokalne samouprave, ali ona nije isključivo vezana za pitanje ublažavanja negativnih efekata klimatskih promena.
AB  - Climate change mitigation is the responsibility of many institutions and organizations in Serbia at different levels of governance, and therefore, it is necessary for them to cooperate with each other and with other stakeholders. The aim of the paper is to determine the existence of cooperation in climate change mitigation in forestry and nature protection at different levels of governance in Serbia. Primary data were collected in the period November 2016 - March 2017. Thirty-four interviews were conducted with representatives of institutions and organizations in forestry and nature protection at the national, regional and local level of governance, dealing with issues related to climate change mitigation. Three questionnaires were used (for each level separately), composed of five question groups. Various forms of cooperation have been established at different levels of governance, through exchange of information and education, machinery and equipment exchange, financial cooperation, etc. However, there is no systemically organized reporting process between institutions on climate change issues at the national level, nor at the regional level. At the local level, there is a partially established system of cooperation between the national level and local self-government, but it is not exclusively related to the issue of climate change mitigation.

AB  - U radu je ispitivan uticaj klimatskih elemenata na obim sakupljenih količina borovnice, šumske jagode i kleke u Srbiji. Osnovni cilj istraživanja je da se predvide količine odabranih šumskih plodova u zavisnosti od različitih scenarija klimatskih promena (A1Bmin, A1Bmax, A2min i A2max). U istraživanju su korišćene opšte (metoda modelovanja), osnovne (dijalektička) i posebne (indukcija i dedukcija, analiza i sinteza, apstrakcija i konkretizacija) naučne metode. Prilikom obrade podataka korišćeni su regresioni modeli, gde je težište dato na statističkoj značajnosti koeficijenta korelacije u odnosu na statističku značajnost parametara. Istraživanjem je utvrđeno da se u narednom periodu, sa porastom temperature i padavina, može očekivati porast sakupljenih količina šumskih jagoda i borovnica, a opadanje kleke. Dugoročnije prognoze ukazuju da se kod šumskih jagoda i borovnica može očekivati rast, sa tendencijom usporenja posle 2040. godine, dok se kod kleke može očekivati opadanje, takođe sa tendencijom usporenja posle 2040. godine.
AB  - This study examines the influence of some climate elements on the collected quantities of blueberry, wild strawberry and juniper in Serbia. The main objective of the research is to predict the quantity of selected forest fruits depending on the different climate change scenarios (A1Bmin, A1Bmax, A2min and A2max). The general (modeling method), basic (dialectical) and specific scientific methods (induction and deduction, analysis and synthesis, abstraction and concretization) were used. Regression models were used in data processing, where the focus was on the statistical significance of the correlation coefficient in relation to the statistical significance of the parameters. The research found that, in the coming period, with the increase in temperature and precipitation, an increase in the collected amount of wild strawberries and blueberries could be expected, and the decline of juniper. Longer-term forecasts indicate expected growth with wild strawberries and blueberries with a tendency to slow down after 2040, and expected decline with juniper, with the same slow down tendency after 2040.

AB  - Šumski genetički resursi su danas suočeni sa brojnim biotičkim i abiotičkim faktorima koji ih ugrožavaju i često se javlja potreba za preuzimanjem konkretnih mera u pogledu njihove konzervacije. Cilj rada je sintezni pregled najznačajnijih nacionalnih strateških i zakonodavnih okvira, koji regulišu oblast konzervacije i usmerenog korišćenja šumskih genetičkih resursa u Srbiji. Nacionalni strateški i zakonodavni okviri, koji se odnose na konzervaciju i usmereno korišćenje šumskih genetičkih resursa, definisani su kroz oblast održivog razvoja, zašite životne sredine i prirode, i šumarstva. Brojna strateška dokumenta iz ovih oblasti na direktan ili indirektan način regulišu problematiku konzervacije i usmerenog korišćenja šumskih genetičkih resursa u Srbiji. Međutim, u zakonodavnim okvirima, problem konzervacije šumskih genetičkih resursa nije prepoznat kao zaseban. U tom smislu, na osnovu analize zakonodavnih okvira, može se konstatovati da se oni ne odnose direktno na konzervaciju i usmereno korišćenje šumskih genetičkih resursa. Veliki broj strateških dokumenta kojima je ova oblast regulisana ukazuju na postojanje mogućeg preklapanja predloženih mera u više dokumenata, pa je, u tom smislu, osnovna preporuka implementacija mera koje su definisane u Nacrtu Programa konzervacije i usmerenog korišćenja šumskih genetičkih resursa, za period 2016-2015. godine.
AB  - Today, forest genetic resources are confronted with numerous biotic and abiotic factors that endanger them, and there is often a need to take concrete measures for their conservation. The aim of this paper is an overall review of the most important national strategic and legislative frameworks that regulate conservation and directed utilisation of forest genetic resources in Serbia. National strategic and legislative frameworks related to conservation and directed utilisation of forest genetic resources are defined in the field of sustainable development, environmental protection, nature conservation, and forestry. Numerous strategic documents from these areas directly or indirectly regulate the conservation and directed use of FGRs in Serbia. However, in legislative frameworks, the problem of forest genetic resources conservation is not recognized as separate. In this sense, the analysis of national legislative framework shows that there are no legal regulations that directly refer to the conservation and directed utilisation of forest genetic resources. A number of strategic documents that regulate this area indicate that there are possible overlaps of proposed measures in several documents. Therefore, the basic recommendation is implementation of measures defined in the Draft of the Program of conservation and directed use of forest genetic resources for the period of 2016-2025.

Veliki broj strateških dokumenta kojima je ova oblast regulisana ukazuju na postojanje mogućeg preklapanja predloženih mera u više dokumenata, pa je, u tom smislu, osnovna preporuka implementacija mera koje su definisane u Nacrtu Programa konzervacije i usmerenog korišćenja šumskih genetičkih resursa, za period 2016-2015. godine., Today, forest genetic resources are confronted with numerous biotic and abiotic factors that endanger them, and there is often a need to take concrete measures for their conservation. The aim of this paper is an overall review of the most important national strategic and legislative frameworks that regulate conservation and directed utilisation of forest genetic resources in Serbia. National strategic and legislative frameworks related to conservation and directed utilisation of forest genetic resources are defined in the field of sustainable development, environmental protection, nature conservation, and forestry. Numerous strategic documents from these areas directly or indirectly regulate the conservation and directed use of FGRs in Serbia. However, in legislative frameworks, the problem of forest genetic resources conservation is not recognized as separate. In this sense, the analysis of national legislative framework shows that there are no legal regulations that directly refer to the conservation and directed utilisation of forest genetic resources. A number of strategic documents that regulate this area indicate that there are possible overlaps of proposed measures in several documents. Therefore, the basic recommendation is implementation of measures defined in the Draft of the Program of conservation and directed use of forest genetic resources for the period of 2016-2025.",

Different Organizational Models of Private Forest Owners as a Possibility to Increase Wood Mobilization in Slovenia and Serbia

AB  - The importance of renewable energy resources has increased over the last decades due to the European Union renewable energy policy and particularly its climate change mitigation objectives. There is a need to mobilize additional wood resources from private forests in order to meet ambitious renewable energy targets and the demand for wood. Due to the conditions prevailing in privately owned forests in Slovenia and Serbia characterized by a large number of still disorganized private forest owners with fragmented and small-scaled forest properties, wood mobilization strongly depends on owners' organization and cooperation. The purpose of this study is to determine the possibilities for wood mobilization from private forest properties in Serbia and Slovenia, and propose organizational models on this basis and experience from the selected case countries. Surveys were conducted in Slovenia (n=622) and Serbia (n=248) on random samples of private forest owners. Analysis of wood mobilization potentials in Serbia and Slovenia showed that the harvesting intensity in private forests is below the potentials, therefore the preconditions to increase the level of wood mobilization exist. The main obstacles to the increase in the current level of wood mobilization in Serbia are biodiversity and the protective forest function, as well as high acquisition costs, also stated as the main obstacle in Slovenia. Moreover, it appeared that the majority of private forest owners in both countries believe that better logistics and infrastructure and interest association of private forest owners are potential solutions leading to an increase in the level of mobilization. Four models of private forest owner organization are proposed and they take into account the characteristics and attitudes of owners as well as activities in supply chain, including timber sales arrangement, construction and maintenance of forest roads, harvesting, measurement and quality assessment of timber, transportation, invoicing and payments.

Conservation of forest genetic resources: key stakeholders' attitudes in forestry and nature protection

AB  - Despite the large number of scientific papers dealing with conservation of forest genetic resources, research about the attitudes and evaluation of representatives of key stakeholders in the forestry and nature protection sectors, towards this issue, have not been sufficiently represented so far in Serbia. The aim of this paper was to study the attitudes of representatives of key public institutions (administrative and professional), enterprises, educational and research organizations in the forestry and nature protection sectors, towards the factors that threaten biodiversity, conservation methods, state of seed sources in Serbia and proposals of measures to improve forest genetic resources. The methodology used in the paper is an approach to the research on conservation of forest genetic resources which is used in the social sciences. The survey included a total number of 32 respondents in the territory of the Republic of Serbia. According to the key stakeholders' opinion, urbanization and infrastructure construction (average score 4.1) have the greatest negative impact on biodiversity; conservation of forest genetic resources in natural populations through designation of seed stands is rated as the most important in situ method (average score 4.60), while establishment of seed orchards and provenance trials are rated as the most important ex situ conservation methods (average score 4.19). From the analysis of respondents' attitudes, it can be concluded that the conservation of forest genetic resources through designation of seed stands (72%) and conservation in protected areas (63%) are methods that gave the best results in Serbia. However, the majority of respondents (about 60%) stated that seed sources in Serbia do not have an appropriate structure and spatial coverage. In addition to the professional activities and support from the institutions, the majority of respondents believe that it is necessary to intensify activities to promote conservation of forest genetic resources.
