Institutional innovation in european private forestry: The emergence of forest owners' organizations

AB  - The emergence and development of organizations of private forest owners in situations where they were not previously collectively organized is a relevant institutional innovation in forestry. This chapter looks at the factors that may have contributed to this institutional change in the following countries: Austria, Bulgaria, Croatia, Finland, Lithuania, Norway, Portugal, Romania, Serbia and Slovakia. The conceptual framework used to present and discuss these country cases considers the following types of factors: (i) the structural changes in the social and economic environment of private forestry when forest owners' organizations emerged, and the needs for collective action of private forest owners triggered by those changes; (ii) the factors contributing to cope with the 'free riding' problems involved in collective action; (iii) the mechanisms leveraging the capacities of forest owners' associations beyond the initial domain where they emerged and contributing to give them the 'critical mass' needed for having substantial impact on forestry economic conditions; and (iv) the possible existence of 'path dependence' phenomena, where the conditions prevailing when forest owners' organizations emerged have a lasting influence throughout their lifetime. With different specifications according to the characteristics of each country, these four sets of factors appear to be useful as a common framework for organizing the explanation of how forest owners' associations emerged and developed in the countries considered here.

Organization of private forest sector in Timok forest area

AB  - Today, private forest owners (PFOs) in Serbia cooperate in form of private forest owners associations (PFOAs). Currently, there are 20 PFOAs, of which 15 are in Timok region. Initiatives of PFOs from Timok forest area, animated the owners from other parts of the country and led to foundation of Serbian Federation of Forest Owners' Associations. Twelve of PFOAs from Timok forest area are the founders of Serbian private forest owners' umbrella organization. Restructuring of Public Enterprise (PE) "Srbijasume", which started in 2001, led to development of private small and medium forest enterprises, engaged as contractors of PE for harvesting, timber transport and construction of forest roads. The objectives of this paper are to elaborate if there are differences between PFOs in Serbia and Timok region and to analyze organization of private forest owners in Timok forest area. In order to reach these objectives, results of PRIFORT project were used. This project focused on four countries of Western Balkans region: Bosnia and Herzegovina, Croatia, Serbia and Macedonia. The aim of this project was to explore precondition for formation of PFOs in this region. Quantitative survey (n = 350) of randomly selected PFOs was conducted in nine municipalities in Serbia, of which two were in Timok region (n = 100). The results show that there are differences between PFOs in Serbia and Timok region in number of PFOs, size of private property and in additional incentives. These results also indicate that economic interest is a motive for establishment of PFOAs and that state support is very important for their development. Since a number of PFOs are entrepreneurs, it can be assumed that, further development of theirs organizations could lead to development of SMEs clusters.

AB  - In recent decades, increasing utilisation pressure on forests and emphasis on the need for nature conservation has resulted in numerous conflicts between local communities and the institutions responsible for implementing nature conservation policy in Serbia. One example of these conflicts occurs in the Lazar Canyon natural monument in Eastern Serbia. This contains exceptional floristic and animal diversity as well as landscape diversity and beauty. After presenting the conservation policy in Serbia, the organisational structure of the institutions related to this case study, and the relevant stakeholders, this paper presents an approach to participatory management planning and conservation. It discusses potential solutions to the problem, and the feasibility of applying them. The study is based on a small survey with relevant stakeholders to explore their attitudes towards forests as natural resources and nature conservation policy. Findings suggest that these conflicts could be overcome through the involvement of all stakeholders and jointly agreed activities.
