AB - The aim of this research was to analyze the impact of implemented erosion control works (ECW) on soil erosion intensity in the watershed of the Celije reservoir (Rasina River) in the period between 1968 and 2022. The Erosion Potential Method was used to calculate the annual gross erosion (W), sediment transport (G), and erosion coefficient (Z) in the study area. As a result of the performed ECW there was a general decreasing trend in the intensity of soil erosion processes in the last 54 years. The specific annual gross erosion was 1189.12 m3/km-2/year-1 in 1968, while in 2022 it was 554.20 m3/km-2/year-1. The specific sediment transport was 540.18 m3/km-2/year-1 in 1968 and 253.55 m3/km-2/year-1 in 2022. Due to the changes in the intensity of erosion processes, the specific annual gross erosion decreased by 634.92 m3/km-2/year-1 and the specific sediment transport decreased by 286.63 m3/km-2/year-1. The erosion coefficient was reduced from Z = 0.62 to Z = 0.35. A dependence between the slope of siltation and the natural bed slope was defined. The results show a significant correlation between erosion intensity and performed ECW, providing a basis for future watershed management and defining a strategy for soil erosion control in the Celije reservoir watershed.

AB - The aim of this research is to present the role and importance of planning documents for flood defense during the development of the Flood Risk Management Plan (FRMP) in the Republic of Serbia. The scope of the work is the Operational Plans for Flood Defense on Second-Order Waters (OPFDSWs), which are the responsibility of local governments units (LGU). The paper contains an overview analysis of the implementation of the Flood Risk Management Directive (FRMD) in the legal framework of the Republic of Serbia, as well as an analysis of the legislative framework in the field of flood defense. The method of multi-criteria analysis was used for a qualitative assessment of the elements that are part of the OPFDSW. Through the results and discussion of the work, the similarities between the OPFDSW and FRMP were highlighted and explained, which can serve to better understand the importance of quality production of the OPFDSW. In order to harmonize all activities on the territory of LGU, care should be taken that planning documentation for flood protection occupies one of the priority activities in the management of planning acts. The conclusion is that it is necessary to clearly define the rulebook on the methodology for the preparation of the OPFDSW, all in the function of the preparation of the FRMP.

AB - The significance of Integrated Watershed Management (IWM) has increased in recent years due to its ecological, economic, and social implications. To align with these principles and achieve efficiency, watershed management necessitates the evaluation and integration of numerous diverse factors. This literature review aims to examine the current research trend in IWM and its association with various thematic elements. The identified thematic elements include water resources management, decision -making processes, agricultural and forested watersheds, soil management, natural hazards, stakeholder involvement, climate change, policy frameworks, cost management and risk analysis, livelihoods, ecosystem services, habitat and biodiversity conservation, and tourism. The predominant thematic elements were water resource management, decision -making, and agricultural and forested watersheds. The countries that were most frequently referred to in the examined literature were Ethiopia, China, the USA, and Iran. A synthesis of data obtained via the analysis of scientific research trends in the specified domain can serve as a basis for the establishment and strategizing of comprehensive watershed management. While it is important to consider all these aspects combined in IWM practice, it is also essential to have a comprehensive grasp of each factor as a vital step in integrating them. The participants involved in this endeavour, hailing from diverse professional backgrounds, must engage in close collaboration to successfully integrate the aforementioned aspects. The collaborative method can only have a chance of success if all participants involved demonstrate a high level of dedication. The level of dedication required should be grounded in a comprehensive understanding of the difficulties and demands that are mutually shared by all involved parties.

AB - Integrated watershed management is based on the application of various biological and technical works, and administration measure to reduce the degradation process. The paper presents an analysis of the effects of performed biological works as part of integrated watershed management within the Grdelica Gorge and Vranjska Valley. Extensive erosion control works were carried out in the second half of the 20th century. As vegetation is one of the key factors in mitigating the erosion process, the paper presents the trend of connecting the surface with the vegetation cover, which results from inylemented biological measures. Using multispectral satellite imagery (Landsat missions) for 1972, 1986, 1996, and 2017, the vegetation index (Normalized Difference Vegetation Index - NDVI) was analyzed in torrent basins, which were afforested to control severe erosion processes. The increasing trend of vegetated areas was recorded in period from 1986 to 1996 (very low vegetation coverage 40.1956 in 1986 and 8.19 % in 1996, respectively), which continues to grow until 2017 when the very low vegetation coverage was 0.26 %, and moderately high vegetation coverage was 50.63 %.

AB - During the construction of the regulation of a watercourse, a large number of unexpected events can occur and increase the risk associated with the project hindering its successful realization. Risk events can result in breaking deadlines, increasing costs, reducing quality, etc. This paper analyzes the risk in the implementation of the Medalj stream regulation project, using the appropriate method that gives the best results for each phase of the risk analysis. Thus, the HAZOP method was used to identify risk events, the risk matrix to define the level of risk, the FMEA method to propose actions to reduce the possibility of risk event occurrence, the Fault tree method to determine the cause of risk event occurrence and the Event tree method to determine possible outcomes of risk events. The obtained results showed that the key risk event was "Only a part of the planned soil excavated", so the paper will present the results related to earthworks, although the analysis referred to the entire project.

AB - This paper aimed to estimate the contingency reserves for the project related to the integrated management of Topciderska river in Serbia watershed, in the context of cost management, as a part of the risk analysis. The Monte Carlo simulation was used to determine the reserves. After the simulation, the distribution of probability for technical and biological works and distribution of probability of total costs was obtained. Cost contingency reserves are determined based on the difference between the costs specified by the project budget and the simulated total costs with 90% probability of occurrence. The cost reserve for the execution of the project amounted 19.45% of the total costs of estimated bill of quantities.

AB - This study analyses the possibilities for optimal land use structure in mountainous areas of rural Serbia, which is faced with problems such as unfavorable terrain characteristics and inadequate land use patterns causing economic underdevelopment and increasing population migration. In the case of a small privately owned farm in Western Serbia, optimal land use pattern is determined using the linear programming model. The objective function-cost-effectiveness or soil erosion reduction, as well as constraints, are formulated using the benefit-cost ratio (BCR) for a 15-year production period and soil losses data calculated using the Universal Soil Loss Equation (USLE). The best results are achieved using the scenario with the aim to minimize soil erosion, considering the BCR in the constraints. This scenario is proposed since it was registered that the benefit for landowners would increase by five times, while the losses of land would decline about 80%. The sensitivity analysis of investments is performed to check whether the price variation affects the cost-effectiveness of proposed land use. Results show that market changes (nine cases are considered) do not lead to significant changes in land use allocation. Proposed land use pattern improves the environmental condition, strengthens the rural economy and thus offers the greatest potential for sustainable development of mountainous rural areas.

AB - The aim of this paper is to make a comparative analysis of the legislative framework for soil and water resource management in Serbia and some Balkan region countries with an established EU legislative framework and give recommendations to improve policy management in this area. The EU has developed a better legal framework for water resources in relation to the soil resources. The Water Framework Directive which was adopted in 2000 is the umbrella legislative framework for the later adoption of many important documents in the field of the water policy related to: the river basin management, flood protection, water quality protection and others. In 2006 the EU adopted the Soil Thematic Strategy, a very important document in the context of the management of soil resources that had emerged as a need to protect the basic functions of soil threatened by severe degradation processes. The Strategy included a proposal for the Soil Framework Directive, but unfortunately, this Directive has not been adopted yet. After adaptation of the EU Water Framework Directive, Serbia adopted the Water Law, which is partly harmonized with the EU Directive and has several significant drawbacks. The soil protection provisions in Serbia could be found in several laws: the Law of Agricultural Land, the Law on Environmental Protection and other legal and strategic documents. The most important law concerning soil protection in Serbia was the Law on Soil Protection adopted in December 2015. In addition to the analysis of the soil and water legal framework in Serbia, this paper analyzes the laws that have been enacted in the area of these two resources so far and their compliance with the EU directives, as well as those laws enacted in some countries in the region. From the neighboring countries, the analysis was carried out for Macedonia, Montenegro, Bosnia and Herzegovina and Croatia. The selection of these countries was carried out for several reasons: firstly these countries are the former Republics of Yugoslavia, which had the same legal framework that has evolved in different ways, being more or less compliant with the legal framework of the EU.

AB - Soil and water resources are important elements of the environment that is managed to reduce the erosion rate and the destructive effects of torrential flooding. Implementation of the measures to reach this goal requires the ranking of sub-watersheds and areas within the sub-watersheds, from most to least vulnerable, which can be achieved using Multi-criteria decision analysis methods. In this paper, using the Preference Ranking Organization Method for Enrichment Evaluations (PROMETHEE) II method ranking of nine sub-watersheds delineated in the Topciderska river watershed, Serbia, was performed by using ArcGIS software. The criteria used for determining the order of the most vulnerable sub-watersheds are land cover, rainfall, soil erodibility as well as topography. The importance of criteria was determined by using the Analytic Hierarchy Process (AHP) method, and the influence of the criteria weights on ranking results was tested. This research identified that the most vulnerable sub-watershed is located in the upper part of the study area, where 15% of the territory is at high risk of erosion. Thus, this sub-watershed should have priority for protection through the implementation of appropriate measures and works. The results of the PROMETHEE II method and the ArcGIS application represent the valuable information for watershed management planning and implementation of soil erosion and torrent control measures.

AB - The most important elements in the planning of the implementation of the torrent (flood) control projects which need to be estimated are time, costs (budget) and resource required. These three elements are interactive: a shorter duration of structure construction causes additional resources engagement and increased costs, and vice versa - greater costs provide a shorter duration of construction. This paper analysis direct project cost minimization for four torrent control projects. The construction duration and the dynamic plan of project activities have been determined using the CPM method of network planning. The optimization problem - minimization of direct cost of construction subject to constraints such as: given deadline, precedence constraints, and upper and lower bounded duration time of activities is solved using linear programming and Matlab toolbox. Our results show that applied methods ensure significant cost savings, which is an important challenge in the construction management.

AB - Projects for the regulation of torrent basins carry various unforeseen adverse effects that may result in breached deadlines, increased costs, a reduction of quality etc. The paper presents the basic characteristics and most frequent risks associated with erosion control. Furthermore, it provides an overview of risk management through its basic stages - starting from risk identification and risk analysis to risk responses, including the methods used for risk analysis. As a part of quantitative methods for risk analysis, the Monte Carlo method is presented as the one most frequently used in simulations. The Monte Carlo method is a stochastic simulation method consisting of the following stages: the identification of criterion and relevant variables, the allocation of probability for relevant variables, the determination of correlation coefficient among relevant variables, simulation execution and result analysis. This method was applied in the analysis of the total cost of the project for the basin regulation of the Dumača River in order to determine the funding that would be used as a backup in case of unforeseen events with a negative impact. The project for the regulation of the Dumača River includes basin regulation in the form of complex flow profile and the lining of zones where necessary in terms of stability. The total cost is presented as a sum of costs of all works (preliminary works, earthworks, masonry works, concrete works and finishing works). The Monte Carlo simulation for cost analysis is carried out using the Oracle Crystal Ball software with its basic steps described in the paper. A sum of funding needed as a financial backup in case of unforeseen events with negative effects is obtained as the simulated total cost of the project.

Na osnovu simuliranih ukupnih troškova realizacije projekta dobijena je suma finansijskih sredstava potrebna kao rezerva u slučaju nepredviđenih događaja., Projects for the regulation of torrent basins carry various unforeseen adverse effects that may result in breached deadlines, increased costs, a reduction of quality etc. A sum of funding needed as a financial backup in case of unforeseen events with negative effects is obtained as the simulated total cost of the project.",

AB - Soil erosion caused by natural or anthropogenic factors represents a widespread problem with a range of negative environmental consequences. Various measures and works are being carried out to mitigate and prevent the direct and indirect effects of erosion. These actions often cannot be implemented in a whole region prone to erosion due to limited financial or human resources. Therefore, identifying the area that requires particular attention for conservation is necessary. The objective of this paper was to determine the most vulnerable areas (sub-watersheds) to soil erosion in the Topciderska River Watershed, located in northern Serbia, using available data: land use, soil characteristics, and mean watershed slope. Using such multi-criteria decision analysis methods as analytic hierarchy process (AHP) and technique for order preference by similarity to ideal solution (TOPSIS), the most vulnerable sub-watersheds were determined for three different scenarios. The results show a strong correlation between the ranking based on AHP method and TOPSIS method. It is observed that the most vulnerable sub-watersheds are characterized by the significant presence of arable land and very steep slope and thus have priority for conservation.

AB - After the excavation of the canals of the main canal network (MCN) of the Danube-Tisza-Danube (DTD) hydro system, specific technological schemes were used to form deposited materials. In 1958 an experiment with forest plantings was set up on the deposols of the Odzaci-Sombor Canal. Its purpose was the protection and reclamation of the newly-formed dikes. The main aim of this paper is to point to the speed of the process of reclamation and changes in soil properties in the course of a 54-year-long experiment, on the basis of a years-long study of the experimental area.

AB - Collaboration between enterprises includes all activities, which are undertaken in order to achieve common goals and interests. Business networking involves the establishment of various forms of associations and business communities, with or without the creation of new economic entities. The aim of the paper was to study the forms of cooperation between non-wood forest products based small and medium enterprises, as well as to determine the attitudes of their representatives towards cooperation and business networking with other enterprises in Central Serbia. Research included 91 non-wood forest product based small and medium enterprises and 19 representatives of leading enterprises, which were selected based on specifically defined criteria. Both the methods of analysis and synthesis and comparative and statistical methods were applied in the paper. The results indicate that almost all analyzed enterprises cooperate with other enterprises. The most common form of cooperation is present 'during selling' and 'during purchase'. The majority of leading enterprises' representatives are members of some of the existing associations of entrepreneurs. Based on the analysis, it was found that there is a need for development of cooperation between the analyzed enterprises. In accordance with that, proposals for the improvement of business networking were given.

Kroz više iteracija pomeranjem nekritičnih, a potom i kritičnih aktivnosti, izvršena je optimizacija angažovanja radne snage uz minimalno produženje vremena trajanja projekta.
AB - A project is a task comprising a set of interrelated activities requiring time and resources for their execution. It is often the case that during the construction of longitudinal and cross section structures for the regulation of a torrential catchment the required resources (labour, materials, mechanization, and finances) are often limited and because of that we face the problem of their efficient use. This paper deals with the problem of planning the execution of river regulation works on the Jelašnička River with the aim to minimize the time extension due to limited resources. In the planning phase of project realization labour force is the limited resource. Heuristic techniques, i.e. the Gray-Kidd algorithm with the use of MS Project software were applied in the distribution of resources for the purposes of optimal labour engagement. This method uses the data acquired by the CPM method of network planning as input elements. Through more iterations, by moving noncritical and then critical project activities, the minimal extension of project duration was achieved by engaging more labour force. Therefore, the proposed heuristic and CPM method performed well in resolving the resource-constrained project scheduling problem.

AB - Investigations were conducted in the N.P. Durmitor area of Montenegro where anthropogenic activities are negatively impacting forests and grasslands. According to meteorological data, this area has been polluted with heavy metals via aero deposition. The aim of this paper was to present an assessment which describes the content of heavy metals in the top soil layer (0 to 20 cm) and the corresponding vegetation cover. Linear regression was used to explain the relationship between heavy metals in the soils and plants. Statistically significant correlation coefficients were determined between content of heavy metals (Zn, Cu, Pb and Cd) in the soil and plants. Since a statistical significant correlation existed, it was possible to suggest that, increasing the content of heavy metals in the soil will influence an increase in the content of heavy metals in the vegetation cover. Also, transfer factor (TF) values were used to assess the concentrations of elements in plants taken from the soil. The highest transfer factors were obtained for Zn and Cu followed by Cd, with Pb been the least. According to values of TF in the studied conditions, the content of Zn, Cu and Cd were greater in the mobile fractions than in the non-mobile fractions, but the content of Pb was not mobile and available for plants. Thus, we were able to conclude that, soil properties and the form of heavy metals in the soil influence the uptake of heavy metals from the soil by the vegetation cover.

AB - The effects of check dams for torrent control were analysed in the river Toplica drainage basin, upstream of the future water reservoir "Selova" in the central part of Serbia. The effects were analysed from the aspect of bed-load retention, decrease in the natural bed slope, and the stabilisation of the torrent channel. Special analysis was focused on the conditions and criteria of forming the slope of siltation and the methods of its calculation in the function of the correct determination of the distance between check dams. It was shown that some formulas for the calculation of the slope of siltation produce results which differ very much from the real slopes of siltation. The best agreement with the real slopes of siltation was obtained by the calculations based on the regional analytical dependence obtained by the statistical analysis of the dependence of the slope of siltation on natural bed slope. The research shows that all check dams are stable and, regardless of the retained bedload, they contributed to the stabilisation of the torrent channel.

AB - In recent years construction work has been performed on the River Toplica with the aim of building a dam that will form the water supply for reservoir Selova. The basic purpose is water supply, but flood protection, sediment retention, production of hydro-electricity, breeding of fish, irrigation and tourism are important secondary benefits. This paper describes the headwaters of the River Toplica drainage basin and the nature and extent of its erosion and sediment transport processes. There are no measured data regarding sediment transport in the drainage basin, so the evaluation of sediment transport and potential reservoir siltation was based on empirical methods developed using research and direct measurements in experimental drainage basins elsewhere in Serbia.
