Cultural landscape management in context: Local communities' perceptions under Jadar mineral extraction project in Serbia

AB  - In 2004, a new lithium-rich mineral, 'jadarite', was discovered in Serbia. In 2020, the government of Serbia and mining giant Rio Tinto announced a plan to extract lithium, which sparked massive environmental protests across the country. In this paper, we study perceptions of local communities towards Jadar mineral extraction project, which is planned in the zone of the cultural landscape 'Trsic Tronosa'. We employed a household-level face-to-face survey, conceptually following the sustainable livelihood approach. Results shows that local communities anticipate negative changes in environmental quality, lifestyle, and activities such as agriculture and tourism, which are seen as vital for future development compatible with the cultural landscape conservation goals. Local communities perceive a bias towards private companies by the government authorities, driven by economic interests that, as seen by locals, may also be influenced by international political pressures. Other factors, such as lack of participatory approaches and non-transparent communication were also negatively perceived. We argue that mineral extraction planning in high biodiversity and cultural heritage areas is sensitive because local communities are strongly tied through historical activities and traditions to the landscape and are not willing to trade off their environment for the economic benefits that the mineral industry could bring.

AB  - Savremeni koncepti upravljanja predelima su utemeljeni na osnovu novih društvenih shvatanja upravljanja prirodnim i kulturnim resursima, koji imaju svoj temelj u međunarodnim konvencijama koje afirmišu učešće lokalnih zajednica u upravljanju predelima. U radu je prikazana nova konceptualizacija upravljačke paradigme, odnosno novi društveni model koji je nedovoljno zastupljen u Srbiji, a sa druge strane, može imati veliki potencijal za optimizaciju upravljanja zaštićenim područjima. Rad ima za cilj da afirmiše participaciju kao upravljačku paradigmu koja je u svetu „vruća tema” sa društveno-političkog i teorijsko-akademskog aspekta.
AB  - Modern concepts of landscape management are based on new social understandings of natural and cultural resource management, with foundation in international conventions that affirm the participation of local communities in landscape management. This paper presents a new conceptualization of the management paradigm, i.e. a new social model, which is insufficiently represented in Serbia, and on the other hand can have great potential for optimizing the management of protected areas. The paper aims to affirm participation as a model of governance that is a "live issue" worldwide from the socio-political and theoretical-academic aspect.

Mechanisms of financing the protected area management system in Serbia

AB  - The financing of protected area (PA) management includes the interaction of different actors that are involved in the process of management and financing, i.e., from the management framework to the mechanisms of financing. The management framework sets the basic preconditions for PA management, while the mechanisms of financing represent the ways of financing PAs based on the long-term and sustainable conditions. The management of PAs in Serbia has mostly been done by public enterprises (PE). It was given to non-governmental organizations (NGO) for the first time in the late 1990s. Today, the management is carried out by different managers from the public sector (PS) to the private sector (PrS). This research deals with different financing mechanisms present in PAs in Serbia. Additionally, it deals with the differences in the financing between different management actors (MA) in order to establish the best financing practices in the PA management system in Serbia. The results indicate that public enterprise "Srbijasume" (PES) has the lowest average number of financial sources, unlike public enterprise "Vojvodinasume" (PEV). Regarding the average amount of financing, other managers from the public sector (OPS) have the largest amount of financing, while other public enterprises (OPE) record the smallest amount of their own financing. In order to improve the use of mechanisms for the PA management system financing, additional training for the use of funds is proposed at national and international level, as well as external, i.e., additional engagement of agencies that would prepare projects at international level. It is also proposed to establish a specific mechanism - a fund intended for nature protection.

AB  - Protected area (PA) is a clearly defined geographical space, recognized, dedicated and managed through legal or other effective means to achieve the long-term conservation of nature with associated ecosystem services and cultural values. Organization of protected areas management represents a complex system of different actors that work with each other and different structures and procedures. Therefore, the organization of protected areas management is viewed from a systematic perspective that involves external and internal environments which need to be considered in the process of decision-making. The long-term sustainable management of PAs is defined through three objectives that include conservation, education and recreation, and strengthening of local communities. The organization of National park (NP) and Nature Park (NrP) management includes several functions from the executive management of PAs, through evaluation, protection and conservation of PAs, to technical maintenance of PAs. The main research objective was to study and define the organization of PA management within the defined groups of PA managers in Serbia and examine differences in the PA management in Serbia. The specific research questions to be answered were: (i) how PA management is organized in the field, (ii) what are the differences in the implementation of management documents and (iii) what are the differences in the cooperation with different stakeholders.

Correlation between the phenology of leafing and growth characteristics of Douglas-fir provenances in Serbia

AB  - The study of periodic plant life cycle events, or phenology, is of great importance both in the process of species introduction and in the period of its adaptation to new environmental conditions. We assumed that the leaf-out process correlates with the elements of plant growth. The research we focused on these dependencies in order to select the provenances which would be the most suitable for introduction in Serbia. The research was aimed at investigate the dependencies of leafing on the height, diameter, and height increment of Douglas-fir provenances within the experiment in Serbia. The experiment was established using native seed material originating from different provenances from a part of the natural range of Douglas-fir distribution in North America. Therefore, it has a significant effect on the elements of plant growth. The obtained data were analyzed using descriptive statistics, analysis of variance, regression and correlation. It was concluded that the correlation between the time of leaf-out (bud break) and morphological characters of Douglas-fir trees of different provenances was statistically weak. The correlation was the strongest between the time of leaf-out and the height of plants.

AB  - Na proces uspostavljanja zaštićenih područja u Srbiji uticale su određene društveno-ekonomske promene u periodu posle II svetskog rata, koje su rezultirale konstantnim uvećanjem površine zaštićenih područja i promeni tipa upravljača. Zbog toga, ovo istraživanje se bavi analizom kretanja veličine uspostavljenih zaštićenih područja, preko prosečnih godišnjih apsolutnih promena i prosečnih godišnjih eksponencijalnih stopa rasta. Ovi elementi su značajni zbog procene budućeg rasta zaštićenih područja u javnom i privatnom sektoru, kao i za definisanje potrebnih mera za sprovođenje zadatih ciljeva.
AB  - The process of establishing protected areas in Serbia has been influenced by specific social-economic changes in period after World War II, which have resulted in constant growth of protected area surface and changes in protected area type of manager. Because of that, this research analysis changes in the area of established protected area, through average annual absolute change and average annual exponential growth rate. These elements are important because of estimation of the future growth of protected areas in public and private sectors, as well as for defining the necessary measures for the implementation of defined goals.

Zbog toga, ovo istraživanje se bavi analizom kretanja veličine uspostavljenih zaštićenih područja, preko prosečnih godišnjih apsolutnih promena i prosečnih godišnjih eksponencijalnih stopa rasta. Ovi elementi su značajni zbog procene budućeg rasta zaštićenih područja u javnom i privatnom sektoru, kao i za definisanje potrebnih mera za sprovođenje zadatih ciljeva., The process of establishing protected areas in Serbia has been influenced by specific social-economic changes in period after World War II, which have resulted in constant growth of protected area surface and changes in protected area type of manager. Because of that, this research analysis changes in the area of established protected area, through average annual absolute change and average annual exponential growth rate. These elements are important because of estimation of the future growth of protected areas in public and private sectors, as well as for defining the necessary measures for the implementation of defined goals.",

Variability of seedlings of douglas-fir provenances introduced from Canada

AB  - Introduction of Canadian provenances of Douglas-fir (Pseudotsuga menziesii Mir / Franco) in Serbia started with the first phase of testing their genetic potential by studying the effects of geographic characteristics of the locations from which the provenances originated (latitude, longitude and altitude) on the variability of the measured seedling properties. In the laboratory of the Institute for Forestry in Belgrade, germinability of Douglas-fir seeds was tested on the germination table ("Copenhagen table" or "Jakobson table") by the standards of ISTA. The analysis of variance and the regression and correlation analysis were applied in the study of the effects of geographic parameters of Canadian provenance locations on the variability of seedlings. The results show that there is a statistically significant effect of the provenance latitude on the length of seedlings. The effect of altitude is slightly smaller, while the longitude of the provenance location has the smallest effect on the studied property. The study of the variability of Douglas-fir provenances in their juvenile development, as seedlings, is essential for reliable planning and implementation of further tests within pilot projects on allochthonous sites in Serbia.

AB  - This paper presents the results of the studies of Douglas-fir seeds from Canada aimed at understanding and controlling the processes of the genetic growth potential of Douglas-fir in Serbia. The research was focused on the early stage of Douglas-fir growth, i.e. at the stage of seed germination in the laboratory. We tested the correlation between seed germination, seedling length and the height of plants in the nursery. The seeds from 13 Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco) localities were obtained from Canada and compared under laboratory and nursery conditions. The seeds from different altitudes, latitudes and longitudes come from a part of the natural range of Douglas-fir in Canada. Before they are transferred and introduced, seed material must be tested with regard to the potential success of the selected tree species within the shortest possible time. This is necessary for the introduction of a tree species with a widespread natural range. Douglas-fir is a highly productive coniferous tree species with a broad geographical and ecological range. It has a wider natural range than other conifers and greater chances of successful adaptation to new ecosystems. Descriptive statistics, analysis of variance for regression, regression and correlation were used to analyse the data. A strong correlation was established between the height of four-year-old seedlings and seed characteristics (germination rate and seedling length).

Effect of European Black Alder Monocultures on The Characteristics of Reclaimed Mine Soil

AB  - The effect of European black alder (Alnus glutinosa L.) on the contents of carbon and nitrogen, exchangeable base cations, and plant available forms of phosphorus in the reclaimed mine soils formed by waste deposition from opencast lignite mines was researched in central Serbia. It was concluded that the greatest part of dead organic residues reaching the soil under European black alder monocultures was liable to rapid decomposition into end products. This was the consequence of a narrow C/N ratio in the European black alder litterfall which amounted on average to 12.77 in the study monocultures. Only a small part of organic residues was transformed into humus. On that account, European black alder monocultures did not have a major impact on the accumulation of organic carbon and total nitrogen in the soil. The content of carbon in the surface layers accounted for 1.55-1.57%, and the content of nitrogen to 0.085-0.132%. Fast mineralisation of organic matter, and thus also of the organic forms of nitrogen, resulted in the surplus of soil nitrates, which were liable to washing through the soil. Nitrate movement resulted in the soil leaching and the movement of base cations, primarily calcium, to the deeper layers of the solum. The total soil phosphorus content was low, and also the level of plant available forms. A significant portion of total phosphorus in the surface layers of the reclaimed mine soils was composed of its organic forms.
