Soil moisture regime in lowland forests - quantity and availability of water

AB  - Water is one of the key ecological factors that has a great impact to development and productivity of lowland species such as Quercus robur. This paper deals with water regime influence to site conditions of these species and how actually changeable soil moisture affects Q. robur. Studied area includes a protective embankment built on the river bank in order to eliminate flooding effect, which means that all needs for water these associations provide from rainfalls and groundwater. Water regime was monitored during two critical years (extremely dry and extremely wet) on four soil types - Planosol, Fluvisol and Gleysol that belong to hydromorphic (three experimental plots) and Chernozem which belongs to automorphic soils (three experimental plots), respectively. It was studied the distribution of rainfalls and groundwater during the growing seasons and how it affects total and available water amount in the soil. The main focus should be given to available water, because it is located in capillary pores and plants can utilize it. Bearing in mind rainfalls makes just 15-20% of the total water amount in the soil it is much more significant to evaluate its proportion in available water. Based on obtained results, we can deduce that much more suitable site conditions for Q. robur are present on hydromorphic soils due to much greater proportion of groundwater.

Dynamic height growth models for highly productive pedunculate oak ( Quercus robur L.) stands: explicit mapping of site index classification in Serbia

AB  - Key message We applied the generalized algebraic difference approach (GADA) to develop dynamic models of height growth for pedunculate oak (Quercus robur L.) in Serbia. According to the dominant heights, the studied region comprises some of Europe's most productive sites for pedunculate oak. Therein, we have generated a map showing the current site index class of stands. Such a map could be used to enhance forest management and evaluate climate change impacts. Context Although sustainable forest management requires reliable prediction of forest site productivity, such indicators are currently unavailable for pedunculate oak sites in Serbia. The site index (SI) curves represent the most commonly used indirect scale for site productivity classification. The dynamic equations derived by the Generalized Algebraic Difference Approach (GADA) are the state-of-the-art approach in growth modeling, but they have not been widely applied for studying the height dynamics of pedunculate oak. Aims The main objectives of this study were to develop the first dynamic site index curves for pedunculate oak in Serbia and subsequently to provide stand-level maps with predicted site indices. Methods We have tested five flexible polymorphic equations with variable asymptotes derived by the GADA approach. Models were calibrated using artificially established growth trajectories obtained from 3636 detailed temporary sample plots. The selection of the most suitable model was accomplished according to (1) quantitative measures of goodness of fit, (2) the analysis of residual scattering, and (3) the biological plausibility of obtained height growth curves. Results After correcting the error terms with a continuous first-order autoregressive structure and conducting a three-stage performance analysis, the GADA dynamic site index model derived from the Hossfeld base equation shows the best overall properties. Insight into the oscillations of relative error suggested that 100 years is the most suitable age for site index referencing. Comparison with existing height growth models revealed greater flexibility and a considerably better representation of the height growth dynamic of pedunculate oak in the studied region. Additionally, we have produced a spatially explicit map showing the expected SI100 for 1907 stands with pedunculate oak within 22 management units. Conclusion Dynamic SI-curves based on GADA will serve forest practitioners to update management plans and serve as a reference point for benchmarking the impact of climate change and for developing adaptation strategies. The utilized approach allowed unbiased estimation of SI100 across all age classes so that the results could be mapped at a broader scale. This study provides the second known application of the dynamic model for pedunculate oak in Europe but the first that includes some of the most productive sites in the species distribution range.

AB  - U ovom radu prikazana je ocena stanja prirodnih vrednosti sastojina u odnosu na poreklo, strukturni oblik, mešovitost kao i u odnosu na pripadnost sastojine gazdinskom tipu. Objekat istraživanja je gazdinska jedinica ,,Jasenovo-Božetići" koja pripada Zapadnoj šumskoj oblasti u Srbiji. Ocena stanja je vršena u skladu sa metodom koji je razvijen na projektu pod nazivom Doprinos održivog gazdovanja šumama niskim emisijama i prilagodljivom razvoju (GCP/SRB/002/GEF). Ukupna površina na kojoj je vršena ocena prirodnih vrednosti iznosi 1684,7 ha. Na osnovu konačne ocene biodiverziteta, sastojine niske prirodne vrednosti pokrivaju površinu od 1205,6 ha (71,5%), sastojine srednje niže prirodne vrednosti 300,9 ha (17,9%), sastojine srednje više prirodne vrednosti 178,2 ha (10,9%), dok sastojine visoke prirodne vrednosti nisu registrovane.
AB  - This paper presents the assessment of the condition of natural values of forest stands in relation to the origin, structural form, mixedness as well as in relation to affiliation of the forest stand to forest management type. The object of the research is the Forest management unit "Jasenovo-Božetići" which belongs to the Western forest region in Serbia. Assessment of the condition has been performed in accordance with the method developed on the project entitled Contribution of Sustainable Forest Management to Low Emission and Resilient Development (GCP/SRB/002/GEF). The total area on which the assessment of natural values was carried out amounts to 1684.7 ha. Based on the final assessment of biodiversity, the stands of low natural value cover the area of 1205.6 ha (71.5%), the stands of lower medium natural value cover 300.9 ha (17.9%), the stands of higher medium natural value 178.2 ha (10.9%), while stands of high natural value are not registered.

AB  - Predmet istraživanja u radu su mešovite šume smrče i jele na području gazdinskih jedinica "Đerekarski Omar" i "Mojstirske šume", koje ulaze u sastav Gornjeibarskog šumskog područja. Istraživane sastojine pripadaju zajednici smrče i jele-Abieti-Piceetum abietis Mišić et Popović, 1978. Osnov za proučavanje strukturne izgrađenosti i proizvodnog potencijala ovih šuma predstavljaju podaci sa 2 ogledna polja, veličine 1 ha i 0,5 ha. U strukturnom smislu, istraživane sastojine karakteriše jednodobna struktura, pri čemu se može očekivati da će u budućnosti dobiti karakteristike dvospratnih sastojina. Opšta karakteristika šuma smrče i jele u ovom šumskom području su veoma raznolike strukturne karakteristike, gde se sreću strukture od onih koje karakterišu jednodobne sastojine, do struktura tipičnih za višespratne i raznodobne sastojine. Pri tome, dominiraju tanka stabla i stabla srednje debljine, sa minimalnim prisustvom stabala jakih dimenzija. Stanišni potencijal, sastojinske karakteristike i međusobni odnosi vrsta drveća unutar njih rezultirali su strukturnom složenošću, visokom proizvodnošću i ekološkom stabilnošću ovih šuma, tako da u budućem gazdovanju treba izbegavati radikalnije mere i zahvate koji bi narušili uspostavljene odnose i dinamičke procese.
AB  - The research presented in this paper deals with mixed spruce and fir forests of the "Đerekarski Omar" and "Mojstirske Šume" management units that belong to the Gornji Ibar forest area. The investigated stands belong to the community of spruce and fir -Abieti -Piceetum abietis Mišić et Popović, 1978. The structure and production potential of these forests were studied using data collected in two experimental fields that are 1 ha and 0.5 ha in size. In terms of the structure, the investigated stands are even-aged, although they may be expected to acquire characteristics of two-story stands in the future. The general characteristic of spruce and fir forests in this forest area is great structural diversity, ranging from even-aged stands to multi-storey and all-aged stands. Actor power in the restitution processes of forests in three European countries in transition

AB  - The political and economic transformations that have taken place since the early nineties in the former socialist countries in Europe have significantly influenced reforms of their forestry institutions. As part of these reforms, restitution processes were initiated with the aim of recognising private ownership of forests and returning forests to their former owners or heirs. Using institutional and actor perspectives, this paper analyses the power relations of the key actors in the restitution processes in three European countries: the Czech Republic, Slovakia and Serbia. The methodological approach combines multiple research methods: document analysis and a literature review to explain the restitution processes, and semi-structured in-depth interviews for analysing the actors' power in this process. The results show that actors' power in the analysed restitution processes varied greatly between actor types and in different phases in the processes. In the initial phase, considerable power was wielded by the public, which demanded change, and by the policy makers, who enabled the necessary legislative changes. As the processes advanced, the power shifted to liable entities who administered the restitution processes. The analysed countries followed different pathways and had varying dynamics throughout their restitution processes due to their diverse historical and political legacies but the power of the respective types of responsible actors did not vary much between analysed countries. While the cases of the Czech Republic and Slovakia are relatively similar, Serbia proves to be different in terms of initial drivers as well as the phases and speed of the process. In the Czech Republic and Slovakia, the result of restitution has been the creation of a large number of small-scale private forest owners, while in Serbia property was given back principally to the church, a large-scale forest owner. These owner categories (small-scale private forest owners and church) were formally recognised as new in all three countries but their specific interests were not adequately translated to existing policy and management documents. The state forestry administration in each country has retained power in the field by continuing its supervisory and regulatory role in forest management. Even though the restitution processes are coming to an end in all analysed post-socialist countries, it can be noted that private forest owners are still under strong state supervision when it comes to forest management rights.

Contribution of Forest Stewardship Council Certification to Sustainable Forest Management of State Forests in Selected Southeast European Countries

AB  - In recent decades, the concept of forest certification under the Forest Stewardship Council (FSC) has been widely adopted in selected Southeast European countries (Bosnia and Herzegovina, Croatia, Serbia, and Slovenia). As sustainability is traditionally recognised as a leading principle in the forest management doctrine in these countries, the aim of this study was to understand whether, and how, FSC forest certification contributes to the sustainable management of state forests. The research was carried out in two phases. First, in order to assess forest management compliance with FSC standard, non-conformities for the period 2014-2018, identified in audit Public Summary Reports, were analysed in all public companies that managed state-owned forests in selected countries. Further, in-depth, semi-structured interviews with the professionals responsible for forest certification in these companies were conducted (n = 11) to determine the contribution of forest certification to the economic, ecological, and social aspects of sustainable forest management. In total, 185 non-conformities were analysed. The results showed that FSC certification was successful in addressing certain problems in forest management practices and contributed to sustainable forest management, mainly covering social and ecological issues. The most frequently identified non-conformities were those related to FSC Principle 4 Community relations and worker's rights (32.3% of all non-conformities) and Principle 6 Environmental impact (30.4% of all non-conformities). The contribution of FSC certification to sustainable forest management is mainly reflected in the following aspects: Worker's rights; health and safety of employees; availability of appropriate personal protective equipment; consultation with local people and interest groups; awareness of environmental impacts of forestry operations; waste disposal and storage of fuel; improving the image of forest companies and maintenance of high-conservation-value forests. The majority of non-conformities were minor and required procedural changes to be closed. Moreover, there are no statistically significant differences between the countries with regard to the number of non-conformities for all principles. It can be concluded that FSC certification, as a market-driven mechanism, plays an important role by influencing forest management practices and business operations of public forest companies in a positive manner.

AB  - Private forests in Croatia, Bosnia and Herzegovina and Serbia are highly fragmented into small plots of land with low productivity level and a large number of owners. Nevertheless, they are recognized in the strategic plans and programs concerning renewable energy as having a significant potential for woody biomass production. A regional research was conducted among 350 private forest owners in each of the three South-East European countries, Bosnia and Herzegovina, Croatia, and Serbia. It analyzed management activities and readiness of private forest owners to produce additional quantities of woody biomass. Smart regulation principles were selected as analytical framework in order to understand how the design of forest policy instruments, based on specific characteristics of the target groups, can contribute to the improvement of private forest owners' readiness to mobilize additional quantities of woody biomass from their forests. The results of this research indicated that although the majority of private forest owners use their forests for producing firewood to meet their own needs - 91.2% of private forest owners in Croatia, 85.0% in Bosnia and Herzegovina and 89.7% in Serbia, there is economic interest of private forest owners to produce additional quantities of woody biomass beyond their own fuelwood household consumption - 43.9% in Croatia, 45.8% in Bosnia and Herzegovina and 54.8% in Serbia. Moreover, private forest owners' socio-demographic characteristics, forest property characteristics and management objectives significantly impacted the owners' readiness to produce additional quantities of woody biomass. The readiness for woody biomass mobilization could be increased by providing different policy instruments, since this is deemed important by private forest owners. Hence, forest policy recommendations were proposed that may support the private forest owners' readiness to produce additional quantities of woody biomass.

The survey data collected in 2012 from 1.400 private forests owners (random samples of 350 private forests owners in each of the four countries), show a relatively high degree of willingness (38 -55% of the respondents) to manage their forests in order to produce woody biomass. Furthermore, the results, demonstrated that the willingness of private forest owners to supply woody biomass was namely influenced by age in analysed countries. The models found that relatively younger owners were more likely to supply woody biomass. An adequate institutional and financial support to private forest owners and the designing of an appropriate mix of forest policy instruments are necessary for a better wood mobilisation and the triggering of woody biomass supply from private forests in selected South-Eastern European countries.

Interaction of forest management and wood processing industry in selected see countries

AB  - In almost all European countries, the net annual increment is higher than the annual felling. In the European region, approximately 40 percent of the increment is utilized (MCPFE, Oslo 2011), thus suggesting that wood harvests could be increased sustainable. The value of wood assortments sale depends on a number of elements: volume and structure of production of net wood mass according to the sorts of wood, technical, quality and thickness structure, supply and demand on the domestic and foreign markets, type of sale, place of delivery, quality of treatment and measurement, level and intensity of state regulation of commodity flow and domestic prices of wood assortments, exchange rate, etc. The paper will analyse the significance and interaction of forestry in the region, like growing stock and annual cut per assortments and wood processing industry production in Croatia, Bosnia and Herzegovina, and Serbia in added value chain.

abstract = "In almost all European countries, the net annual increment is higher than the annual felling. In the European region, approximately 40 percent of the increment is utilized (MCPFE, Oslo 2011), thus suggesting that wood harvests could be increased sustainable. The value of wood assortments sale depends on a number of elements: volume and structure of production of net wood mass according to the sorts of wood, technical, quality and thickness structure, supply and demand on the domestic and foreign markets, type of sale, place of delivery, quality of treatment and measurement, level and intensity of state regulation of commodity flow and domestic prices of wood assortments, exchange rate, etc. The paper will analyse the significance and interaction of forestry in the region, like growing stock and annual cut per assortments and wood processing industry production in Croatia, Bosnia and Herzegovina, and Serbia in added value chain.",

AB  - Fruska gora is a mountain situated in the northern part of the Republic of Serbia in the province of Vojvodina. The purpose of this study was to determine the degree to which soil and plants are burdened with certain heavy metals (Pb, Ni, Zn, Fe, Mn, and others usually present in polluted atmosphere), then the accumulation of heavy metals in the National Park "Fruska gora" was detected and the interdependence of pollution among all three media of the environment determined. This paper analyzes the heavy metal contents within a 2-years period in air, soil and plants at the beginning of the vegetation period. The presence of Pb, Ni, Zn, Fe and Mn in the samples was analyzed using flame atomic absorption spectrophotometry. Measurements of heavy metal contents were performed at 7 locations in soil and vegetative parts of 17 plant types (woody plants, herbs and lianas), and analysis of the air was performed at 2 locations (through placement of sedimentators) within a 3-months period during winter. One of the major findings is that the dominant emission of pollutants at the analyzed locations is anthropogenic and originates from traffic.

AB  - Small-scale forestry in Serbia is characterized by high fragmentation of properties, a large number of parcels and forest owners. Numerous activities for private forest owners in Serbia supported by the State, FAO and CEPF have resulted in an increased interest of owners in forming private forest owners' associations (PFOA). The goal of this paper is to explore preconditions that are necessary for organizing private forest owners in Serbia into effective associations. In order to reach this goal, results of PRIFORT project were used. The over-arching research questions of this paper are: "What is the level of interest among forest owners in forming owners' associations?"; "Why has forest owner interest in organizing developed so slowly?" and "What are the necessary preconditions for the development of private forest owners' organizations in the country?" In order to answer these questions, quantitative survey with 42 close, open and Likert scale questions was conducted. Sample size was determined following Malhotra's proportion method and, in total, 350 private forest owners, from nine municipalities were interviewed. Results of this paper show that majority of respondents are very little or not at all aware of existing legislation. Almost half of respondents consider that their interests are not represented well. Although about 50% of interviewed forest owners miss interest organization, only 0,3% are members of PFOA. More than 70% are ready to join association, if it would provide some economic advantages.

The paper investigates the preconditions for change by scrutinizing prevailing interest group theories by random surveys of private forest owners and in-depth interviews of forest policy decision-makers. As a result of the empirical research it has been found that, in spite of the large number of private forest owners, there are good chances for the formation of private forest owners' interest associations in all four countries, mainly because of the high critical mass of engaged private forest owners and the support of the majority of forest policy decision-makers.

AB  - State of private forests and needs of private forest owners have not been in the focus of forest economics and policies research in the region of South-Eastern Europe so far The past socio-political regime used to prioritize public property and management of private forest was therefore neglected for a long time resulting in degradation of forests. The present lack of forest roads is only one of the numerous consequences and sequentially has lead to lower degree of fulfilment of different activities in private forests (silvicultural treatments, planning, and protection). Nowadays, different processes (transition, restitution, and privatisation) present in region support the development of rural areas where private forests are an important part of rural economy and overall management of natural resources. Findings of this research show that financially more demanding activities like forest roads construction and maintainance present a motive strong enough to establish interests groups like forest owners associations aiming to reach common goals. Research data was collected as apart of PRIFORT project, financed by the Ministry of Agriculture, Forestry, Environment and Water Management of Republic of Austria. The main interest of the project was research of the state of private forests and establishment of private forest associations in countries of the South-Eastern Europe. Theoretical framework was set between the Pluralistic theory and the Theory of Collective Action through which the group behaviour was analyzed. Afterwards, some findings have been confronted with the Exchange theory where better explanations for different behaviour group patterns were found. Homogeneity and heterogeneity of groups were also defined by the Critic Mass theory. The main hypothesis was "readiness for establishing interests groups is more pronounced in connection to activities which are financially more demanding as forest roads construction". Results for all three countries (Croatia, Serbia and B-H) show that private forest owners are interested in cooperation in construction and maintenance of forest roads. Generally, private forest owners are apart of elderly rural population with relatively small forest plots, mainly used for private needs (fuel wood) and with low income. Private forests are fragmented, with average plots smaller than I hectare. Most of the private forest owners expressed the need for having interest associations from which they would expect support in different aspects of forest management (Graph 2). The majority of forest owners expressed interest in cooperation on construction and maintenance of forest roads (Graph 1). Results and conclusions presented in this paper provide useful information for decision makers in government bodies responsible for rural development with special consideration given to possibilities of private forest sector development.

There is a clear demand of forest owners in an interest organization for services in sustainable forest management and better representation of their interests in national forest policy. Furthermore, many private forest owners in each country are prepared to engage themselves in the formation of independent interest groups. Finally, there is empirical evidence that the attitudes of forest policy makers have changed in favour of PFOAs in all four countries.

AB  - Private forest owners startto play an important role in Western Balkans' forestry and they are essential to the successful implementation of environmental policies. Little is known about how forest policy can support private forest owners in these countries and therefore this study was conducted though a qualitative method, based on personal interviews with representatives of 54 stakeholders that include state forest authorities and administration, private forest owners associations, forest science and research and private sector in Bosnia Herzegovina, Croatia and Serbia. The results show significant homogeneity across the region towards creation of independent interest forest owners associations based on financial support. Regression analysis identified stakeholder attitudes as significant predictors of policy preferences and also identified owners of production forest as more supportive of such policies.

AB  - The laws and dynamics of individual silver fir tree development in selection forests were studied. The specificities of fir development are: stage of stagnation, rather significant correlation between tree development (especially height) in the post-stagnation period and the dimensions reached at the end of the stagnation stage, two culminations in current diameter and height increment, and a great proximity in the culminations times at different sites. The length of silver fir stagnation and its development and increment over the long post-stagnation period (60 to 70 years in concrete conditions) are affected predominantly by the growing space. After this period, site conditions have the prevailing effect on tree development. The high and long-lasting effect of growing space enables forestry experts to influence the selection forest processes by regulating the light regime. They can accelerate or slow down the processes, but the limiting factor must be the conservation of the selection structure.

AB  - Na bazi podataka nacionalne inventure šuma u ovom radu prikazano je i analizirano stanje šumskog fonda Srbije po različitim kvalitativnim i kvantitativnim pokazateljima. U pitanju su sledeći pokazatelji: način korišćenja zemljišta, vlasništvo nad šumom, poreklo, prirodnost, očuvanost, mešovitost i strukturni oblik šuma, zastupljenost pojedinih vrsta drveća, sastojinska pripadnost, distribucija zapremine po debljinskim klasama, kao i količina suvog (mrtvog) drveta i rezerve ugljenika u šumama Srbije. Analiza ovako prezentovanog stanja omogućila je definisanje nekih od strateških problemi koji pojedinačno i u sadejstvu opterećuju naše šumske ekosisteme, a čija će detaljna razrada, mere i sredstva za prevazilaženje puni izraz dobiti u najvišem planskom dokumentu -Nacionalnom šumarskom programu. U vidu posebnog poglavlja i bez analitike prikazani su i osnovni podaci o šumskom fondu autonomne pokrajine Kosovo i Metohije, preuzeti iz izveštaja Norveške šumarske grupe.
AB  - Based on the data of the National Forest Inventory, this paper presents the basic characteristics of forest ecosystems in Serbia by different qualitative and quantitative parameters. The following parameters were dealt with: land use, forest ownership, origin, naturalness, preservation status, mixture and structural form of forests, percentage of tree species, stand category, volume distribution by diameter degrees, as well as the quantity of dead wood and carbon stock in the forests of Ser­bia. The analysis of the presented state enables the definition of some of strategic problems which individually and acting together burden our forest ecosystems, and whose detailed elaboration, measures and methods of enhancement will be fully expressed in the highest planning document - National Forest Programme. A special section, but without being sufficiently analytical, presents the main data on the growing stock of the Autonomous Province Kosovo and Metohija taken from the Report of the Norwegian Forestry Group.

AB  - Kolizija između šumarskog i zakonodavstva u oblasti životne sredine generalno se predstavlja negativno, dok je povezanost zasnovana na međusektorskoj saradnji. Nije zanemarljiv ni uticaj lokalnog stanovništva kao vlasnika i korisnika šuma i ne vladinih organizacija. Danas se nacionalna zakonodavstva prilagođavaju međunarodnim, a konvencije o zaštiti životne sredine globalno se ratifikuju i usvajaju. Novi učesnici u procesima zaštite životne sredine priključuju se starim, formirajući front, za ponekad i nekritičke stavove prema opštoj potrebi tržišta za proizvodima od šume. Sve brojniji proklamatori žaštite životne sredine mogu stvoriti sliku da je biznis zasnovan na korišćenju prirodnih resursa. S toga, potrebno je uočiti kako ekološki, socijalni, ekonomski i politički problemi utiču na šumu i životnu sredinu. Predmet istraživanja u okviru dela novog projekta FOPER ( Unapređenje kapaciteta šumarske politike i ekonomike u regionu jugoistočne Evrope) pod nazivom: Suprotnosti i veze između legislative šumarstva i zaštite životne sredine 'Collision and Linkages between Forest and Environmental Legislation in Serbia' se baš odnosi na relacije legislative ova dva sektora i njihovu praktičnu implementaciju u Srbiji. Studija koja je u toku izrade i odnosi se na oba pitanja sa različitog stanovišta ali u svakom slučaju ima uticaj na socijalnu dimenziju i koristi koje se odnose na životnu sredinu i šumasrtvo. Studija i istraživanje je usmereno na relacije legislative i pitanja koja se odnose na integraciju zakonodavstva šumarstva i životne sredine u nacionalnom parku Fruška Gora. U radu će biti prikazan početni postupak istraživanja baziran na upitnicima i intervjuima koji su obavljeni u početnoj fazi rada.
AB  - The productive function of the forests often imposes as dominant, often excluding the possibilities that the other aims of it completely serve to the materialisation of the common good. As the renewable resources, the forests should be exploited in such a way and to a such extent to preserve their biological variety, improve their productivity, ability to regeneration, vitality and their potential to perform the ecological, economic and social functions in the present and future. These and similar requirements are the subject of the laws from the domain of forestry and natural environment. The great number of legal and sub-legal acts in these domains unavoidably lead to the inter-connection, but to collision as well. Collision between the forestry and environmental legislation is often presented in a negative way, and the connection is based on the inter-sector cooperation. Today the national legislations are adapting to the international legislation, and the conventions on the environmental protection are globally ratified and adopting. The new participants in the processes of the environmental protection join the old ones, forming the front, for sometimes non-critical views on the general market need for the forest products. The increasing number of the promoters of the environmental protection can give the picture that the business is made on the use of the natural resources. Therefore, it is needed to perceive how ecological, social, economic and political problems influence the forest and environment. The subject of the research within the part of the new project FOPER (Improvement of the capacities of the forestry policy and economics in the region of the Southeastern Europe) called: 'Collision and Linkages between Forest and Environmental Legislation in Serbia' particularly refers to the relations of the legislations of these two sectors and their practical implementation in Serbia. The study which is underway also refers to the both questions from the different point of view, but influences the social dimension and benefits which are connected to the environment and forestry. The study and research are aimed at the relation of the legislative and issues which refer to the integration of the forestry and environmental legislative in the National Park Fruška Gora. The initial investigative method is based on the questionnaires and interviews conducted in the first phase of the work.
