A Green Infrastructure Planning Approach: Improving Territorial Cohesion through Urban-Rural Landscape in Vojvodina, Serbia

AB  - Spatial and urban planning are directed towards achieving territorial cohesion as one of the sustainable development goals. Considering the hybrid concept of green infrastructure, this paper aims to provide an "ecological model" of achieving territorial cohesion in spatial and urban planning. Based on the connectivity level analysis between green infrastructure elements (green infrastructure hubs, nodes, gateways and dots), application of the GI concept guides the development of spatial planning scenarios. The application of Voronoi diagrams and landscape graph-based principles contribute to defining the shortest distances between green infrastructure elements, which resulted in the definition of the significance of structural and functional arrangement of green infrastructure dots in the matrix of the urban rural continuum in the territory of the urban-rural landscape of three case studies in Vojvodina, Serbia (Novi Sad, Subotica, Zrenjanin). As a result of this study, green infrastructure dots showed a great potential of application at the local level by developing them through landscape design with creative and artistic elements in order to achieve higher level of cohesion through visual attractivity, multifunctionality and recreation. The level of connectivity between elements of green infrastructure should be considered as an indicator of the sustainable spatial development goals achievement, in the field of nature conservation and territorial and social cohesion.

AB  - This paper is focused on clarification of the basic principles for the establishment of an innovative approach in the field of landscape research through its application in spatial planning documents in Ser-bia. The key question is: how the practice of considering landscape character could direct new spatial arrangements, based on the development of strategic spatial planning documents? The paper describes the results of analysis undertaken during the development of the "Spatial plan for a special-purpose area The Cultural Landscape of Sremski Karlovci". The landscape character assessment was the main methodology taken to define value of landscape character as the starting point for defining border of cultural landscape and "representative landscape units", as well as for guiding sustainable land use management which is opposed to the traditional approach of land-use decision making. Based on landscape character value, this research provides the elements for creating a different conceptual framework for spatial planning in Serbia which is one of the most effective model of the implementation of the European Landscape Convention.

AB  - U ovom radu dat je prikaz prirodne potencijalne vegetacije Vojvodine, potencijalno važnog elementa strukture predela koji se koristi u prostornom planiranju, u cilju prepoznavanja potencijala i vrednosti prostora na lokalnom i regionalnom nivou. Analizom prostorno planske dokumentacije na području AP Vojvodine evidentno je odsustvo uključivanja saznanja o prirodnoj potencijalnoj vegetaciji u procese donošenja planskih odluka. U radu je postavljena pretpostavka da se saznanjima o prirodno potencijalnoj vegetaciji Pokrajine može uticati na donošenje odluka o pravcima prostornog razvoja i uspostavljanju mera zaštite prirode. Utvrđivanje tipa i specifičnih asocijacija koje čine prirodnu vegetaciju Vojvodine prevashodno ima značaja u daljim strateškim odlukama u domenu zaštite specifičnih prirodnih vrednosti i utvrđivanju karaktera predela kao ciljnog kvaliteta razvoja i zaštite prostora.
AB  - The work provides an overview of the potential natural vegetation of Vojvodina region. The need to undertake this research has been stimulated by few analyses done on this topic for the territory of Vojvodina. The province has diverse natural conditions that define the potential natural vegetation which has been divided into two basic types: lowland vegetation and vegetation of high regions. Vegetation of lowland regions, by the soil type, is divided into climate zones vegetation, hydrological conditioned vegetation, vegetation on sands and vegetation on salty soils. Determining the type and detailed associations that form the natural vegetation of Vojvodina primarily has an importance in further strategic decisions that would generate the increase of forestation in the province as well as the protection of specific natural values. The major conclusion of the research is that the predominant vegetation type and the default association for the territory of Vojvodina are the most vulnerable because they are almost completely converted to arable land and agricultural land use.
