Investigating Spatial Criteria for the Urban Landscape Assessment of Mass Housing Heritage: The Case of the Central Zone of New Belgrade

AB  - This study addressed problems related to the protection, reconstruction, and revitalisation of modern heritage, particularly the regeneration of mass housing estates built after WWII and facing the contemporary perils of urban decay and deterioration. It presented interdisciplinary research investigating the possibility of extending and complementing the heritage assessment methodology and broadening the scope of the criteria by including mass housing landscape values. Starting with a close reading of the key theoretical positions embedded in the conceptualisation and construction of New Belgrade, we investigated a set of holistic and time-based criteria, followed by contemporary methodologies for landscape quality assessment. The investigation was based on an urban landscape approach to heritage assessment and focuses on the Central Zone of New Belgrade, declared a heritage site in 2021. The interaction of the theoretical underpinnings of modern architecture and urban planning with urban landscape discourse, coupled with historically and theoretically relevant knowledge and data, resulted in an investigation of landscape-based criteria for further mass housing assessment. Finally, we presented the findings of the landscape quality assessment of the transformations of the Central Zone. This perspective could be used to extend the possibilities of this approach in order to (1) tackle the "thickness" of temporality related to (urban) landscapes; (2) rethink and redefine the applied heritage assessment approach; (3) open the assessment procedure to a wider range of stakeholders, particularly nonexperts and the local community; and (4) re-actualise the position and role of experts in the sense of communicating knowledge in a completely new context.

The effect of roadside green spaces on wind speed reduction in the urban environment

AB  - The negative influence of automobile traffic in the urban environment is manifested in emissions of various air pollutants (dust, soot. smog and other), expansion of urban heat island, decreased humidity, increased wind speed and other. Urban green spaces and especially the ones near roads with heavy traffic, covered with various plant material, can have a major role in suppressing the environmental consequences (influence on microclimate conditions, absorption of different pollutants, reduction of wind speed and other) caused by the traffic. The wind is an important environmental factor that has a direct effect on people and other environmental factors that together influence the state of the city's comfort. Strong and long-lasting winds, on the other hand, can he an important factor for city safety. In the paper, we start from the assumption that roadside green spaces have a positive effect on wind speed reduction in the nearby area and that the size of that effect depends on the cover. dendrology structure and the size of green space. The research has been conducted on five representative green spaces along the main traffic roads in the area of New Belgrade. a municipality of Serbian capital, Belgrade. Results show that: roadside green spaces. with surface areas ranging from 0.7-1.4ha. have positive impact on wind speed reduction, reducing it by 0.5-1.5rtv's in the nearby urban surroundings; amount of influence of those green spaces on wind speed reduction depends on dendrological structure and coverage of green space; intensity of wind speed reduction is not proportionate to the size of those green spaces. The results of this paper can be used for planning and establihment, as well as for maintaining this category of green spaces in the city.

AB  - This article aims to underline the necessity of including historical enquiry in reaching the complex goals of sustainable development of urban riverscapes. Its proposed method is a survey conducted through selection, interpretation and systematization of the relevant historical data that consider the Belgrade cityscape, and specifically, the New Belgrade public spaces at the river confluence. The theoretical framework, which relies on the concepts of 'landscape urbanism' and 'critical practice of landscape architecture', has affected the selection and interpretation of dense historical layers of modernization, formed in diverse socio-economic and political conditions. We have distinguished five historical strata that contribute significantly to comprehension of the present state. By looking at the traces of the formative period of Belgrade urban landscape, the moments of New Belgrade's inception, inerasable impacts of war, vigorous post WWII socialist transformation and, finally, the series of Danube riverscape revisions, we intend to depict the complexity of the modern city legacy and thus stress the interconnectedness of past and future endeavours. As a counterpoint to globalizing tendencies in re-designing city riverfronts, this work is conceived as a lateral contribution to a broader investigation that informs, supports and constitutes more ecologically viable practices.

AB  - Pedesetih godina dvadesetog veka arhitekta i urbanista Nikola Dobrović pisao je o konceptu gradskog pejzaža eksplicitno uspostavivši relacije između kvaliteta prostora s dostignutim društvenim vrednostima. Objašnjavajući polivalentnu prirodu gradskog pejzaža kao: 'novu vrstu prostornosti građevnih tijela i njihove plastike, šuplje plastike između njih, arhitekture terena, zelenila i vidika u jednu organsku, smišljenu kompozicionu cijelinu', Dobrović je bio među prvima koji su u našoj sredini razmatrali ovaj pojam. Ovaj rad ispituje ishodišta teorijskih postavki Dobrovićevog 'prostornog stvaralaštva' koja izviru iz njegovog sveobuhvatnog razumevanja celovitosti sveta: od prirode preko vrta do pejzaža, odnosno, prevedeno u urbanu realnost: od gradskog prostora preko gradskog zelenila do gradskog pejzaža. Članak sadrži prikaz izvoda iz neformalnih beležaka Nikole Dobrovića, zapisanih u sveskama koje se nalaze u autorovoj zaostavštini u Arhivu Srpske akademije nauka i umetnosti u Beogradu, kao i deo vizuelnog materijala, odnosno fotografije i likovne prikaze vrtova Dvorca Versaj (Palais de Versailles).
AB  - In the 1950s, Nikola Dobrović wrote about the concept of urban landscape, drawing explicit connections between the quality of space and the achieved social values. In explaining the polyvalent nature of urban landscape as 'a new type of spaciousness of buildings and their plasticity, the hollow plasticity of the in-between spaces, architecture of the ground, greenery and the vistas in one organically designed composition whole', Dobrović was among the first to study such issues in these parts of the world. This paper questions the outcomes of the theoretical postulates of his 'spatial creativity' arising from his comprehensive understanding of the world as a whole: from nature to garden to landscape, i.e. translated into urban reality: from urban space to urban greenery to urban landscape. This article contains an extract from the informal notes of Nikola Dobrović, written in his notebooks, from the author's legacy in the Archives of the Serbian Academy of Sciences and Arts in Belgrade, as well as part of the visual material, that is, photographs and visual representations of the Versailles Palace Gardens, also found in Dobrović's Fund in the same Archives. These sources are to be considered throughout the process of understanding the origins of the architect's spatial concepts.

AB  - U ovom radu proučava se delo inženjera i univerzitetskog profesora Emilijana Josimovića (1823-97), odnosno njegov urbanistički plan za Beograd iz 1867, koji se, osim mnogobrojnih drugih, posebno može ispitati i sa gledišta transformacije urbanog pejzaža u toku devetnaestog veka. Teorijske osnove pojma urbanog pejzaža predstavljaju polazište za sveobuhvatno proučavanje transformacija fizičkog prostora. U ovom radu to se koristi kao sredstvo za bolje razumevanje ideja koje je Emilijan Josimović komunicirao svojim delom. U članku se Josimovićev rad ispituje kroz kritiku savremenika, Milana Jovanovića Morskog (1834-96), a isto tako, kroz poređenje sa teorijskim principima regeneracije pejzaža, koje je Kristof Žiro predstavio krajem dvadesetog veka.
AB  - The article examines the work of an engineer and university professor Emilijan Josimović (1823-97), regarding his urban plan of Belgrade (1867), which, except for many others, in particular could be investigated from the aspect of the urban landscape transformation in the nineteenth century. The theoretical foundations of the concept of urban landscape are the initial point for comprehensive study of the transformations of a physical space. In this paper, it was used as a tool to achive better understanding of the ideas that Emilijan Josimović has communicated with his work. In the article, Josimović's work was examined through the critique by his contemporary, Milan Jovanović Morski (1834-96), and also through the parable to the theoretical concepts of landscape recovery, represented by Christoph Girot at the end of the twentieth century.

abstract = "U ovom radu proučava se delo inženjera i univerzitetskog profesora Emilijana Josimovića (1823-97), odnosno njegov urbanistički plan za Beograd iz 1867, koji se, osim mnogobrojnih drugih, posebno može ispitati i sa gledišta transformacije urbanog pejzaža u toku devetnaestog veka. Teorijske osnove pojma urbanog pejzaža predstavljaju polazište za sveobuhvatno proučavanje transformacija fizičkog prostora. U ovom radu to se koristi kao sredstvo za bolje razumevanje ideja koje je Emilijan Josimović komunicirao svojim delom. U članku se Josimovićev rad ispituje kroz kritiku savremenika, Milana Jovanovića Morskog (1834-96), a isto tako, kroz poređenje sa teorijskim principima regeneracije pejzaža, koje je Kristof Žiro predstavio krajem dvadesetog veka., The article examines the work of an engineer and university professor Emilijan Josimović (1823-97), regarding his urban plan of Belgrade (1867), which, except for many others, in particular could be investigated from the aspect of the urban landscape transformation in the nineteenth century. The theoretical foundations of the concept of urban landscape are the initial point for comprehensive study of the transformations of a physical space. In this paper, it was used as a tool to achive better understanding of the ideas that Emilijan Josimović has communicated with his work. In the article, Josimović's work was examined through the critique by his contemporary, Milan Jovanović Morski (1834-96), and also through the parable to the theoretical concepts of landscape recovery, represented by Christoph Girot at the end of the twentieth century.",

AB  - Kao polazna osnova istraživanja, u ovom radu, postavljen je prostorni fenomen XIX veka - pasaž (passagen, nem.) - odnosno, natkriveni (zaštićeni) prolaz između dve ulice, umetnut u gradski blok, koji je, prema opservacijama Valtera Benjamina (Walter Benjamin), predstavljao jedan od suštinskih izraza modernosti u vremenu svog nastanka. Upoređivanjem i ispitivanjem prolaza/pasaža u urbanoj istoriji Beograda tokom XX veka, rad analizira transpoziciju ovog tipa u kontekstu proizvodnje prostora u različitim društvenim okvirima, i problematizuje je kroz aktuelna pitanja savremene devastacije i redukcije javnog domena i javne sfere na globalnom nivou. Ovim radom nastavljaju se i produbljuju prethodno započeta naučna ispitivanja autorki, kroz novu predmetnu građu, problemske okvire i istraživačka pitanja proverena u redefinisanoj kritičkoj perspektivi, koja se bave emancipatorskim potencijalom prostora posebnih tipologija, izvan uobičajenih definicija i interpretacija.
AB  - As noted by Walter Benjamin, the spatial phenomenon of a covered glass-roofed passage, stretched between two streets and inserted inside a city block, encapsulated the extreme cultural ambivalence: by expressing repression through the ideology of consumerism and expressing freedom through the utopia of abundance. The hidden emancipatory potentials of the city passages, observed closely in a particular case, represent the subject of this paper and the analytical probe that examines the historical conditions of a particular enterprise. When the Passage of Nikola Spasić was constructed in the main pedestrian and shopping street of Belgrade in 1912, the époque of Parisian­style arcades had already passed. Observed in this broader perspective, the construction of the Passage, according to the project of Nikola Nestorović, one of the most prominent Serbian architects of the period, was only a late echo of the Parisian 18th century invention. The comparison and contention between the three chosen, realized and unrealized, transpositions of the Passage in Belgrade, designed by different prime architects of the time, in relation to Benjamin's idea of space with emancipative potential, correspondingly point out the protean capacity and open up new alternatives in the context of contemporary production of space, particularly important in the light of a changing global culture.
