Phytogeographical and biological spectrum of vascular flora as an indicator of ecological changes following clear-cutting in Eastern Serbian beech forest sites

AB  - Extreme weather events caused considerable harm to the forest ecosystems in Eastern Serbia over a few hard winters, resulting in widespread ice breaks and ice uprooting. Certain forest stands were severely impacted during the winter of 2014-2015, necessitating clear-cutting measures. This research was conducted in the Timok forest area, through examination of the floristic composition in areas subjected to clear-cutting, including natural beech forests and artificially established conifer stands within beech sites (Helleboro odoriFagetum moesiacae). A phytogeographical and bioecological analysis was conducted five years after clearcutting. Changes in ecosystems were assessed by analysing the spectra of area-types and plant life forms, with comparisons drawn to the "Vinatova & ccaron;a" old-growth forest, situated in the submontane beech forest of Eastern Serbia. Descriptive analysis of the phytogeographical and bioecological spectra of vascular flora, alongside multinomial correspondence analysis, revealed an increased presence of species from Eurasian, Mediterraneansub-Mediterranean, and Pontic area-types, as well as hemicryptophytic, phanerophytic, and therophytic life forms in the clear-cut areas. In contrast, the old-growth forest was colonised by species of Central European and Holarctic area-types, along with geophytic life forms. These findings suggest a shift towards xerothermic microclimates in the clear-cut areas and the stronger influence of the continental climate of Eastern Serbia with its extremes on deforested areas, as well as on the processes of forest ecosystem degradation.

AB  - Na prostoru većeg dela istočne Srbije u zimu 2014/2015. godine, došlo je do prodiranja izuzetno hladnih vazdušnih masa sa istoka i sa Karpata uslovljavajući pojavu velikih naslaga leda na objektima infrastrukture i stablima šumskog drveća. Velike količine leda (i po nekoliko tona po stablu) šumsko drveće nije moglo da izdrži, što je dovelo do ledoloma i ledoizvala na velikim površinama. Štete većih razmera desile su se na prostoru Timočkog, Moravskog, Severnokučajskog, Rasinskog i Južnokučajskog šumskog područja. U pojedinim delovima Timočkog ŠP došlo je do prave katastrofe po šumske ekosisteme te su morale biti izvršene čiste seče na velikim površinama. Predmet ovog istraživanja su obrasle površine Timočkog šumskog područja (prirodne šume i veštački podignute sastojine) u državnom vlasništvu kojima gazduje JP "Srbijašume" Beograd. Vršena je uporedna analiza pojedinih pokazatelja stanja šumskog fonda Timočkog ŠP (stanje šuma po poreklu, očuvanosti, mešovitosti, vrstama drveća, sastojinskoj pripadnosti i cenoekološkoj pripadnosti). Uporedo su analizirani podaci svedeni na dan 31.12.2013. godine i podaci svedeni na dan 31.12.2021. godine. Cilj istraživanja je da se utvrdi da li je došlo do bitnih promena u stanju šumskog fonda na nivou Timočkog šumskog područja.
AB  - In the winter of 2014/2015, extremely cold air masses penetrated from the east and the Carpathians into a large part of eastern Serbia and formed extensive ice layers on infrastructure facilities and forest trees. Forest trees could not withstand large amounts of ice (up to several tons per tree), resulting in widespread ice breaks and ice throws. Extensive damage occurred in the Timok, Morava, Severni Kučaj, Rasina, and Južni Kučaj Forest Areas. In certain parts of the Timok Forest Area, the damage to forest ecosystems was catastrophic and required clear-cutting of large areas. This research focuses on the state-owned forests of the Timok Forest Area (natural forests and artificially established (stands) managed by "Srbijašume" State Enterprise from Belgrade. A comparative analysis of specific indicators of the current state of the forest growing stock in the Timok Forest Area was conducted (forest state by origin, preservation, mixture, tree species, stand classification, and socioecological categorisation). The analysis compared data collected on 31 December 2013 with data collected on 31 December 2021. The research aimed to determine whether there were significant changes in the state of forest growing stock in the Timok Forest Area in the study period.

AB  - Područje istočne Srbije je u zimu 2014/2015. godine pogodila elementarna vremenska nepogoda koja je pričinila velike štete na šumskom drveću u vidu ledoloma i ledoizvala. Veštački podignute sastojine četinara na bukovom staništu su stradale gotovo u potpunosti, a prirodne sastojine delimično do potpuno. Na površini od oko 2000 ha, bilo je neophodno izvršiti čistu seču usled kojih je došlo do bitnih promena u ekosistemu, koje mogu da utiču na floristički sastav. Vršen je popis biljaka vaskularne flore na sečinama i poređen sa florističkim sastavom u bukovoj prašumi "Vinatovača" koja se nalazi u sličnim stanišnim uslovima. Cilj istraživanja je da se s jedne strane ustanovi stepen degradacije prirodnih staništa bukve, a s druge strane, da se na osnovu prirodnih sukcesija sagledaju mogućnosti i pravci uspostavljanja prirodnih, autohtonih šumskih ekosistema. Bukova staništa su nakon izvršene čiste seče floristički znatno bogatija od prirodnih bukovih šuma prašumskog tipa. U velikoj meri došlo je do spontanog naseljavanja livadskih i korovskih biljaka na bukova staništa. Na sečinama je pronađeno 176 taksona biljaka vaskularne flore (u prašumi 107 taksona). Pored biljaka iz mezofilnih bukovih zajednica prisutne su i biljke iz sveze termofilnih zajednica. Pronađene biljke su svrstane u dva odeljka: Pteridophyta, samo 2 vrste i Spermatophyta, 174 vrste (u prašumi Pteridophyta, 10 vrsta i Spermatophita, 97 vrsta). U okviru Spermatophyta, biljke su razvrstane u dve klase: Dikotile, 149 vrsta i Monokotile, 25 vrsta (u prašumi Dikotile, 76 vrsta i Monokotile, 21 vrsta).
AB  - In the winter of 2014/2015, an impactful natural disaster hit the eastern region of Serbia, leading to substantial forest tree damage due to ice breaks and falls. This catastrophe resulted in the near-complete destruction of artificial conifer stands established on beech sites, and varying degrees of damage to natural stands. In response, approximately 2000 hectares of land had to be clear-cut, inducing significant ecosystem transformations that may have altered the floristic composition. This study involved the inventarisation of vascular flora within the clear-cut areas, which was then compared to the floristic composition at similar site condition on location "Vinatovača" beech primeval forest. The key objectives of this research were to assess the extent of degradation experienced by natural beech sites and explore the prospects and courses for establishing natural, indigenous forest ecosystems through natural succession. Following clear-cutting, beech sites exhibited notably greater floristic diversity in contrast to the natural beech primeval forests. Considerable area of beech sites turned into meadows or were weed covered. The study identified 176 taxa of vascular flora on the clearcut sites (107 taxa in the premival forest). In addition to plants from mesophilic beech communities, plants from the aliance of thermophilic communities are also present. The identified plants were categorised into two groups: Pteridophyta, with only 2 species, and Spermatophyta, encompassing 174 species (in contrast, the premival forest had 10 species of Pteridophyta and 97 species of Spermatophyta). The Spermatophyta plants were further classified into two classes: Dicotyledons, represented by 149 species, and Monocotyledons, represented by 25 species (in the premival forest, Dicotyledons accounted for 76 species, and Monocotyledons 21 species).

Critical success factors of small and medium enterprises in forestry and wood industry in the južnokučajsko forest region

AB  - SUMMARY Contractors for forest services play an important role in the forestry sector and, nowadays, are a common model of performing activities in forests. In addition, they represent a link between forest owners and enterprises within the wood industry. This research aims to study the characteristics of small and medium enterprises (SMEs) in the forestry and wood industry and the organization of their business processes in the Južnokučajsko forest region (JKFR), as internal critical success factors. JKFR was chosen because it has a high forest cover, a large share of privately owned forests, and the largest primary wood processing company in East Serbia is located within the region and developed furniture industry. Data were collected by conducting surveys with 43 representatives of SMEs from the forestry, primary and final wood processing sectors, which operate on the territory of JKFR. The following internal critical success factors are analysed: characteristics of the enterprises and organization of business processes. The results show that most of the forestry and wood industry enterprises were established after 2000. The largest number of SMEs in forestry (77.8%) perform activities in state forests, and 66.7% in private forests. Around ½ SMEs in forestry perform work without long-term contracts with other enterprises. However, most (88.9%) of these enterprises perform forest work independently (using their own machinery). U radu su primenjene metode analize i sinteze, komparativna i statistička metoda. Primarni podaci su prikupljeni u dve faze. Najpre su sprovedene ankete sa 43 predstavnika MSP u šumarstvu i drvnoj industriji, koja posluju na teritoriji JKŠP. Nakon toga, u drugoj fazi, obavljeni su intervjui sa predstavnicima liderskih preduzeća (šest ispitanika), institucija i organizacija iz javnog sektora (tri ispitanika) i poslovno-stručnih i interesnih organizacija (jedan ispitanik). Rezultati istraživanja ukazuju da većina MSP u šumarstvu (78,9%), primarnoj (60%) i finalnoj preradi drveta (92,9%) sarađuje sa drugim preduzećima. Najčešći oblici saradnje su zajednički nastup na tržištu, i saradnja kroz otkup sirovine. Ipak, u pogledu poslovnog povezivanja, rezultati ukazuju da nijedno od analiziranih preduzeća nije član nekog udruženja. U odnosu na saradnju sa nadležnim institucijama i organizacijama, utvrđeno je da kod većine preduzeća nije prisutna. Na osnovu sprovedenih analiza, može se zaključiti da postoji podrška primeni predloga koji se odnosi na osnivanje udruženja MSP u šumarstvu i drvnoj industriji. Takođe, ispitanici su saglasni da je potrebno unaprediti i saradnju sa nadležnim institucijama i organizacijama, kroz povećanje informisanosti MSP u šumarstvu i drvnoj industriji o njihovim aktivnostima i programima rada.
AB  - Small and medium enterprises (SMEs), quite often do not have the capacity to independently meet all the requirements set by the market, which is why they strive for cooperation and business networking. This research aims to determine the attitudes of SME representatives in the forestry and wood industry towards cooperation and business networking in the Južnokučajsko forest region (JKFR). The paper uses methods of analysis and synthesis, comparative and statistical methods. Primary data were collected in two phases. At first, surveys were conducted with 43 representatives of SMEs in the forestry and wood industry, which operate on the territory of JKFR. After that, in the second phase, interviews were conducted with representatives of leading enterprises (six respondents), institutions and organizations from the public sector (three respondents) and business-professional and interest organizations (one respondent). The results of the research indicate that the majority of SMEs in forestry (78.9%), primary (60%) and final wood processing (92.9%) cooperate with other enterprises. The most common forms of cooperation are joint appearance on the market, and cooperation through the purchase of raw materials. However, in terms of business networking, the results indicate that none of the analysed enterprises is a member of an association. Regarding the cooperation with the competent institutions and organizations, it was determined that it is not present in most enterprises. Based on the conducted analyses, it can be concluded that there is support for the implementation of the proposal related to the establishment of SME associations in the forestry and wood industry. Also, respondents agree that it is necessary to improve cooperation with relevant institutions and organizations, by increasing the awareness of SMEs in the forestry and wood industry about their activities and work programs.

AB  - In this paper, we start with the assumption that employee innovativeness cannot be observed without the in-fluence of an intrapreneurial climate. We test this relationship and its effects in public forest enterprises (PFEs). The theoretical framework is based on the intrapreneurship concept. A model for testing the influence of an intrapreneurial climate on employee innovativeness was designed. The model consists of two constructs: the intrapreneurial climate and employee innovativeness. The first construct consists of the following 8 dimensions: work autonomy, professional training, business environment, managerial support, entrepreneurial attitudes and motives, reward system, working time availability and flow of information. Employee innovativeness was de-fined as the willingness and propensity of employees to recognize innovative ideas for products and services or processes or a new organizational method in the business practices of an enterprise. The instrument for mea-suring the intrapreneurial climate and employee innovativeness is called the Forestry Intrapreneurship Innovativeness Instrument (FIII). Data were collected through a survey questionnaire with 137 employees of 4 PFEs in Serbia. The FIII was tested for reliability, and good overall reliability was determined (alpha = 0.88). Correlation and multiple regression analyses were employed. Employee innovativeness is positively influenced by entrepreneurial attitudes and motives and the business environment, among all of the other intrapreneurial climate dimensions. The intrapreneurial climate is characterized by a positive correlation among managerial support, the reward system and the work autonomy of employees. Managers in PFEs could use this finding to create and foster an organizational climate that is able to stimulate the transition of an idea into goods or services.

AB  - The study of periodic plant life cycle events, or phenology, is of great importance both in the process of species introduction and in the period of its adaptation to new environmental conditions. We assumed that the leaf-out process correlates with the elements of plant growth. The research we focused on these dependencies in order to select the provenances which would be the most suitable for introduction in Serbia. The research was aimed at investigate the dependencies of leafing on the height, diameter, and height increment of Douglas-fir provenances within the experiment in Serbia. The experiment was established using native seed material originating from different provenances from a part of the natural range of Douglas-fir distribution in North America. Therefore, it has a significant effect on the elements of plant growth. The obtained data were analyzed using descriptive statistics, analysis of variance, regression and correlation. It was concluded that the correlation between the time of leaf-out (bud break) and morphological characters of Douglas-fir trees of different provenances was statistically weak. The correlation was the strongest between the time of leaf-out and the height of plants.

AB  - U radu je ispitivan uticaj klimatskih elemenata na obim sakupljenih količina borovnice, šumske jagode i kleke u Srbiji. Osnovni cilj istraživanja je da se predvide količine odabranih šumskih plodova u zavisnosti od različitih scenarija klimatskih promena (A1Bmin, A1Bmax, A2min i A2max). U istraživanju su korišćene opšte (metoda modelovanja), osnovne (dijalektička) i posebne (indukcija i dedukcija, analiza i sinteza, apstrakcija i konkretizacija) naučne metode. Prilikom obrade podataka korišćeni su regresioni modeli, gde je težište dato na statističkoj značajnosti koeficijenta korelacije u odnosu na statističku značajnost parametara. Istraživanjem je utvrđeno da se u narednom periodu, sa porastom temperature i padavina, može očekivati porast sakupljenih količina šumskih jagoda i borovnica, a opadanje kleke. Dugoročnije prognoze ukazuju da se kod šumskih jagoda i borovnica može očekivati rast, sa tendencijom usporenja posle 2040. godine, dok se kod kleke može očekivati opadanje, takođe sa tendencijom usporenja posle 2040. godine.
AB  - This study examines the influence of some climate elements on the collected quantities of blueberry, wild strawberry and juniper in Serbia. The main objective of the research is to predict the quantity of selected forest fruits depending on the different climate change scenarios (A1Bmin, A1Bmax, A2min and A2max). The general (modeling method), basic (dialectical) and specific scientific methods (induction and deduction, analysis and synthesis, abstraction and concretization) were used. Regression models were used in data processing, where the focus was on the statistical significance of the correlation coefficient in relation to the statistical significance of the parameters. The research found that, in the coming period, with the increase in temperature and precipitation, an increase in the collected amount of wild strawberries and blueberries could be expected, and the decline of juniper. Istraživanjem je utvrđeno da se u narednom periodu, sa porastom temperature i padavina, može očekivati porast sakupljenih količina šumskih jagoda i borovnica, a opadanje kleke. Dugoročnije prognoze ukazuju da se kod šumskih jagoda i borovnica može očekivati rast, sa tendencijom usporenja posle 2040. godine, dok se kod kleke može očekivati opadanje, takođe sa tendencijom usporenja posle 2040. godine., This study examines the influence of some climate elements on the collected quantities of blueberry, wild strawberry and juniper in Serbia. The main objective of the research is to predict the quantity of selected forest fruits depending on the different climate change scenarios (A1Bmin, A1Bmax, A2min and A2max). The general (modeling method), basic (dialectical) and specific scientific methods (induction and deduction, analysis and synthesis, abstraction and concretization) were used. Regression models were used in data processing, where the focus was on the statistical significance of the correlation coefficient in relation to the statistical significance of the parameters. The research found that, in the coming period, with the increase in temperature and precipitation, an increase in the collected amount of wild strawberries and blueberries could be expected, and the decline of juniper. Longer-term forecasts indicate expected growth with wild strawberries and blueberries with a tendency to slow down after 2040, and expected decline with juniper, with the same slow down tendency after 2040.",

AB  - Introdukovane vrsta drveća, koje imaju širok spektar prirodnog areala, treba da bude testirane u ogledu sa različitim provenijencijama. Duglazija je veoma produktivna četinarska vrste u svojim prirodnim šuma Amerike i Kanade. Zbog svoje visoke vrednosti ona je najpopularnija u zemljama Evrope i Novom Zelandu, kao odgovarajuća vrsta četinara za potrebe pošumljavanja. Genetika i ekološka adaptivnost mogu biti potvrdjeni ispitivanjem morfoloških promenljivih karakteristika, koji su i cilj ovog istraživanja. Karakteristike i četina i morfologija je veoma važna za biljne funkcije. Struktura četina su sa značajnim uticajem na životni ciklus biljaka i otpornost na gubitak vode, balans temperature i nivoa CO2. Karakteristike četina i morfologija, analizirani su u cilju da prepoznaju da li postoje razlike između istraživanih provenijencija. Dva eksperimentalna ogleda sa dvadeset provenijencija duglazije su osnovana u Srbiji sa orginalnim semenskim materijalom iz Severne Amerike. Dvofaktorijalna analiza varijanse imala je za cilj bliže ispita efekta interakcije uslova staništa provenijencija duglazije u ogledima u Srbiji na morfološke karakteristike četina.
AB  - Introduced tree species which have a wide natural range of distribution should be tested in experiments with different provenances. Douglas-fir is a very productive conifer species in its natural forest stands of America and Canada. Because of its high value, it is very popular in the countries of Europe and New Zealand as a conifer species suitable for reforestation. Its genetics and ecological adaptability can be confirmed by the investigations of its variable morphological traits, which is the aim of this research. Needle characteristics and needle morphology play a very important role in the performance of plant functions. Needle structure has a great influence on the plant life-cycle and their resistance to water loss, temperature and CO2 levels. The characteristics and morphology of needles were studied in order to determine whether there are differences between the provenances. Two experimental plots with twenty Douglas-fir provenances originally from North America were established in Serbia. A two-way analysis of variance was aimed at a closer study of the effects of the interaction of the site conditions of Douglas-fir provenances in the test locations in Serbia on the morphological traits of the needles.

AB  - Background and Purpose: Sustainability, sustainable development and sustainable forest management are terms that are commonly, and interchangeably used in the forest industry, however their meaning take on different connotations, relative to varying subject matter. The aim of this paper is to look at these terms in a more comprehensive way, relative to the current ideology of sustainability in forestry. Materials and Methods: This paper applies a literature review of the concepts of: i) sustainable development; ii) sustainable forest management; and iii) economic and non- economic valuation. The concepts are viewed through a historical dimension of shifting paradigms, originating from production-to service-based forestry. Values are discussed through a review of general value theory and spatial, cultural and temporal differences in valuation. Along the evolution of these concepts, we discuss their applicability as frameworks to develop operational guidelines for forest management, relative to the multi-functionality of forests. Results and Conclusions: Potential discrepancies between the conceptual origins of sustainable development and sustainable forest management are highlighted, relative to how they have been interpreted and diffused as new perceptions on forest value for the human society. We infer the current paradigm may not reflect the various dimensions adequately as its implementation is likely to be more related to the distribution of power between stakeholders, rather than the value stakeholders' place on the various forest attributes.

AB  - U radu je ispitivan uticaj pojedinih klimatskih elemenata na obim sakupljenih količina dve komercijalno najznačajnije vrste gljiva u Srbiji (vrganj i lisičarka). Osnovni cilj istraživanja je da se utvrdi obim sakupljenih količina vrganja i lisičarki, koje se mogu očekivati u različitim scenarijima klimatskih promena (A1Bmin, A1Bmax, A2min i A2max), zasnovanih na prognozama promena temperature i padavina. U istraživanju su korišćene opšte (dijalektička) i posebne (metoda modelovanja), kao i klasične naučne metode zaključivanja. Obračun prosečne godišnje eksponencijalne stope rasta (IS) vršen je formiranjem eksponencijalnih regresionih modela trenda obima sakupljenih količina vrganja i lisičarke. Istraživanjem je utvrđeno da se, prema podacima vezanim za periode do 2014. godine, i kod vrganja i kod lisičarke, može očekivati pad u kretanju IS, a time i obim sakupljanja. Sa druge strane, prema podacima vezanim za periode do 2040. godine, u oba slučaja se može očekivati izvesna kolebljivost (padovi i skokovi) u kretanju IS. Prema podacima vezanim za periode posle 2041. god. (posebno za period do 2100. god.), u oba slučaja, mogu se očekivati padovi u obimu sakupljanja kao posledica promena T i P, izazvanih pretpostavljenim klimatskim promenama.

The main objective of the research is to determine the extent of the collected quantity of porcini and chanterelle, which can be expected in different scenarios of climate change (A1Bmin, A1Bmax, A2min i A2max), based on forecasts of temperature and rainfall changes. The general (dialectical) and specific (modelling methods) are used in the research, as well as the classical scientific methods of reasoning. The calculation of the average annual exponential growth rate (IS) was carried out by forming exponential regression models of the trend of porcini and chanterelle collected quantities. In the research it was found that, according to the data related to the period up to 2014, one can expect a decrease in the movement of both porcini and chanterelle IS, and thus a decrease in the collected quantities. On the other hand, according to the data related to the period up to 2040, in both cases one can expect some fluctuation (increase and decrease) in the movement of IS. According to the data related to periods after 2041 (especially for the period until 2100), in both cases, one can expect a decrease in the collected quantities, as a result of changes in T and P, caused by the assumed climate change.

AB  - U radu se pošlo od pretpostavke da klimatske promene, pored toga što negativno utiču na šumske ekosisteme, mogu da utiču i na posećenost lokacija u nacionalnim parkovima koji su namenjeni za turizam i rekreaciju. U cilju testiranja ovakve pretpostavke prikupljeni su podaci o broju i učestalosti poseta u nacionalnom parku (NP) 'Tara'. Utvrđena je srednja dnevna temperatura i ukupna količina padavina u danima kada su zabeležene posete. Ovi podaci analizirani su eksponencijalnim regresionim modelima. Utvrđen je pozitivan i statistički značajan uticaj temperature na broj poseta u NP 'Tara', u određenim kategorijama. Padavine negativno utiču na posećenost NP. Ove analize još su upoređene sa scenarijima klimatskih promena u Srbiji (A1B i A2) i, na osnovu toga, izvedeni su zaključci. Zaključeno je da postoji uticaj temperature i padavina na broj posetilaca NP 'Tara', a da se mogu očekivati promene u posetama usled uticaja klimatskih promena na temperaturu, padavine i šumske ekosisteme.
AB  - The paper is based on the assumption that climate changes, in addition to negatively affecting forest ecosystems, can have an impact on visiting sites in national parks intended for tourism and recreation. In order to test this assumption, data on the number and frequency of visits to the National Park 'Tara' were collected. In the research was determined a mean daily temperature and total amount of rainfalls in the days when the visit was recorded. These data were analyzed using exponential regression models. There is a positive and statistically significant influence of temperature on the number of visits to the National Park 'Tara' in certain categories. On the other hand, rainfalls have a negative influence on visits to the National Park 'Tara'. These analyses are compared with scenarios of climate changes in Serbia (A1B and A2). It was concluded that there is the influence of temperature and precipitation on the number of visitors to the National Park 'Tara', and that one can expect changes in visits due to the impact of climate changes on temperature, rainfalls and forest ecosystems.

Correlation between seedling length and Canadian douglas-fir height

AB  - This paper presents the results of the studies of Douglas-fir seeds from Canada aimed at understanding and controlling the processes of the genetic growth potential of Douglas-fir in Serbia. The research was focused on the early stage of Douglas-fir growth, i.e. at the stage of seed germination in the laboratory. We tested the correlation between seed germination, seedling length and the height of plants in the nursery. The seeds from 13 Douglas-fir (Pseudotsuga menziesii (Mirb.) Franco) localities were obtained from Canada and compared under laboratory and nursery conditions. The seeds from different altitudes, latitudes and longitudes come from a part of the natural range of Douglas-fir in Canada. Before they are transferred and introduced, seed material must be tested with regard to the potential success of the selected tree species within the shortest possible time. This is necessary for the introduction of a tree species with a widespread natural range. Douglas-fir is a highly productive coniferous tree species with a broad geographical and ecological range. It has a wider natural range than other conifers and greater chances of successful adaptation to new ecosystems. Descriptive statistics, analysis of variance for regression, regression and correlation were used to analyse the data. A strong correlation was established between the height of four-year-old seedlings and seed characteristics (germination rate and seedling length).

AB  - Kolizija između šumarskog i zakonodavstva u oblasti životne sredine generalno se predstavlja negativno, dok je povezanost zasnovana na međusektorskoj saradnji. Nije zanemarljiv ni uticaj lokalnog stanovništva kao vlasnika i korisnika šuma i ne vladinih organizacija. Danas se nacionalna zakonodavstva prilagođavaju međunarodnim, a konvencije o zaštiti životne sredine globalno se ratifikuju i usvajaju. Novi učesnici u procesima zaštite životne sredine priključuju se starim, formirajući front, za ponekad i nekritičke stavove prema opštoj potrebi tržišta za proizvodima od šume. Sve brojniji proklamatori žaštite životne sredine mogu stvoriti sliku da je biznis zasnovan na korišćenju prirodnih resursa. S toga, potrebno je uočiti kako ekološki, socijalni, ekonomski i politički problemi utiču na šumu i životnu sredinu. Predmet istraživanja u okviru dela novog projekta FOPER ( Unapređenje kapaciteta šumarske politike i ekonomike u regionu jugoistočne Evrope) pod nazivom: Suprotnosti i veze između legislative šumarstva i zaštite životne sredine 'Collision and Linkages between Forest and Environmental Legislation in Serbia' se baš odnosi na relacije legislative ova dva sektora i njihovu praktičnu implementaciju u Srbiji. Studija koja je u toku izrade i odnosi se na oba pitanja sa različitog stanovišta ali u svakom slučaju ima uticaj na socijalnu dimenziju i koristi koje se odnose na životnu sredinu i šumasrtvo. Studija i istraživanje je usmereno na relacije legislative i pitanja koja se odnose na integraciju zakonodavstva šumarstva i životne sredine u nacionalnom parku Fruška Gora. U radu će biti prikazan početni postupak istraživanja baziran na upitnicima i intervjuima koji su obavljeni u početnoj fazi rada.
AB  - The productive function of the forests often imposes as dominant, often excluding the possibilities that the other aims of it completely serve to the materialisation of the common good. As the renewable resources, the forests should be exploited in such a way and to a such extent to preserve their biological variety, improve their productivity, ability to regeneration, vitality and their potential to perform the ecological, economic and social functions in the present and future. These and similar requirements are the subject of the laws from the domain of forestry and natural environment. The great number of legal and sub-legal acts in these domains unavoidably lead to the inter-connection, but to collision as well. Collision between the forestry and environmental legislation is often presented in a negative way, and the connection is based on the inter-sector cooperation. Today the national legislations are adapting to the international legislation, and the conventions on the environmental protection are globally ratified and adopting. The new participants in the processes of the environmental protection join the old ones, forming the front, for sometimes non-critical views on the general market need for the forest products. The increasing number of the promoters of the environmental protection can give the picture that the business is made on the use of the natural resources. Therefore, it is needed to perceive how ecological, social, economic and political problems influence the forest and environment. The subject of the research within the part of the new project FOPER (Improvement of the capacities of the forestry policy and economics in the region of the Southeastern Europe) called: 'Collision and Linkages between Forest and Environmental Legislation in Serbia' particularly refers to the relations of the legislations of these two sectors and their practical implementation in Serbia. The study which is underway also refers to the both questions from the different point of view, but influences the social dimension and benefits which are connected to the environment and forestry. The study and research are aimed at the relation of the legislative and issues which refer to the integration of the forestry and environmental legislative in the National Park Fruška Gora. The initial investigative method is based on the questionnaires and interviews conducted in the first phase of the work.
